John smuggles Lee into the U.S. and begins training him in firearms. Their bond turns into a warped father-son relationship built on loyalty and manipulation. John develops a plan for random killings to spread terror and get revenge on his estranged wife.
Together they carry out a series of sniper attacks across Washington, D.C., Maryland, and Virginia in 2002, killing 10 people and wounding 3. The film follows their journey from Antigua to the U.S. and the psychological grooming that led to the spree.
