00:05Penang Chief Minister Chao Konyao and his predecessor Lim Guan Eng
00:10clashed in the State Assembly over the failed tender for the proposed Batu Kawan Industrial Park II project in Bairam.
00:17Chao said the Penang Development Corporation decided not to proceed with a previous RM818 million offer
00:24by an IJM-ASPEN consortium because the bidder failed to comply with five of nine key conditions under the request
00:32for proposal.
00:34He said the offer could not be judged by its headline figure alone
00:37as the consortium attached additional conditions that would have imposed heavy costs on PDC.
00:44Among others, he said IJM-ASPEN refused to build a bridge linking the site to Batu Kawan Industrial Park
00:50which would have cost more than RM200 million and reduced the effective value of the offer to about RM500 million
00:57after other costs were taken into account.
01:00Lim asked Chao to explain which companies had applied under the latest RFP,
01:05which one was successful, and why the second RFP did not proceed,
01:08saying the matter involved a major state asset and accountability.
