00:52importing nations.
00:53This is an external shock.
00:55It's not caused by any internal forces.
00:59And the tools the government can use to address this shock, they've utilized this as widely as they can.
01:08They've, you know, Executive Order 114 eliminated the excise tax on LPG and kerosene,
01:17which, you know, affects a lot of households, including vulnerable households.
01:21They've fallen, they've deliberately not extended that to other fuel subsidies because this is a balancing act and a trade
01:32-off between maintaining government finances and maintaining government debt levels,
01:38but also trying to alleviate the pain to the vulnerable groups and to the economy.
02:02So I think the way to look at this is they're doing what they can for the short term with
02:07diversifying existing supply and curbing demand,
02:11and they're doing what's possible in the medium and longer term by promoting private investment in diversified energy sources, including
02:19renewable energy.
02:20So over time, the vulnerability of the Philippines as a very high percentage of its fossil fuels come from the
02:31Middle East region, that should dissipate over time.
02:49And what's been learned from all of that is how to use digitalization and data to make sure that support
03:00is targeted in reaching the right recipients.
03:04And so it's the most efficient cost-wise for the Filipino taxpayer, and it helps address the most vulnerable,
03:12which, again, keeps them working and viable and part of the economy.
