00:09For many, it was meant to be a pathway to a global career.
00:13For medical students, it was a route into the UK's National Health Service.
00:18But economist Jeffrey Williams says that promise is now being shaken.
00:22He says recent changes in the UK have left nearly 850 medical students at Newcastle University in Malaysia in limbo.
00:31On March 5, 2026, the Medical Training Prioritization Act changed the rules for entry into the UK Foundation program.
00:40This is the mandatory two-year training route medical graduates must complete to gain full registration with the UK's General
00:47Medical Council.
00:48Under the new law, training places are reserved for students who complete their studies physically in the UK.
00:55That means students at New Med in Johor, despite being awarded a degree marketed as equivalent to a UK degree,
01:02are pushed onto a reserve list.
01:04Williams says this has created a policy wall for 107 current graduating students and about 750 more behind them.
01:13For many, the reserve list is effectively a career dead-end, as UK-based graduates are expected to fill the
01:20available places.
01:21The financial stakes are huge.
01:24Malaysian students pay almost 500,000 ringgit for the five-year program, while international students pay nearly 700,000 ringgit.
01:32For international students, the situation is even more severe.
01:37They are blocked from the UK system by the new law, and also barred from Malaysia's healthcare system because local
01:44housemanship rules are tied to citizenship.
01:47Williams calls this a vacancy paradox.
01:50Malaysia has more than 5,000 vacant housemanship spots in the health ministry's system.
01:55Yet, these locally trained international graduates cannot be deployed to fill the shortage.
02:00They have become, in his words, highly trained, stranded assets.
02:05One NewMet student, speaking anonymously, described a profound sense of betrayal.
02:11The student said they had invested years and significant fees into a UK-accredited degree, only to be retroactively devalued
02:19and left professionally stranded.
02:22A NewMet spokesperson said the UK government's changes were deeply distressing and unsettling for students, especially those hoping to pursue
02:30careers in the UK.
02:31The university said it had consistently made clear that access to postgraduate training was not guaranteed.
02:37But it also acknowledged that many graduates had entered the UK Foundation program in recent years, shaping student expectations.
02:46NewMet said its immediate priority was to help students explore all available options.
02:51Williams says if the situation continues, UK universities in Malaysia risk losing their credibility.
