00:00We are inside the Museum of the Memories, the project conceived as one of the spaces to
00:04narrate the conflict of the Colombian conflict, and that after three years, this June 5th
00:09of March, begins its construction.
00:11The work of the Museum of the Memories will be in place after three years of paralysis
00:16marked by the contractual problems, judicial disputes and lack of resources.
00:20The project, conceived as one of the main spaces to narrate the conflict of the Colombian conflict,
00:25will enter a new phase that seeks, at least, to open the public building,
00:30finalizing the first semester of the 2027 and the whole work in 2029.
00:35In this second phase of contractual and reactivation of the work of the Museum of the Memories of the Museum
00:39of the Museum of the Memories,
00:40we are going to habilitate, in this first level where we are now,
00:44all that has to do with the cafe for the peace, the wall for people victims of the forced disappearance,
00:50the constellation of the memory, all that has to do with the operation and function of the museum,
00:55the point of information, the Bibliotheca of the National Museum of the Memories and,
00:59also, in the second level, the first one is the Deber of Memories of the Estado,
01:03which is called Conflict. What is what will happen there?
01:05We will be able to tell all the time, from the end of the years of the 1930s,
01:10what happened with the reform and the reform agrarian reform,
01:12what happened with the surge of the different groups armed and organized groups,
01:16what happened with the narcotráfico, what happened with the murder of leaders and leaders in the country.
01:21We will be able to tell the narrative, until 2016, all that has come out of this conflict.
01:26And not only we have to feel proud of the country of the beauty, but also the beauty of all
01:33the ethnic groups that we compose,
01:36because if we don't understand that we are a diverse country,
01:41we will not be able to build the country that we need with the diversity and the force that we
01:49compose.
01:49The Hora del Museo de Memoria was adjudicated in 2020 to the Spanish OHA for 64.000.000.000.000,
01:56but accumulated retrasos and the contract went on October 2022, with less than half of the project
02:02executed. After declaring the incumplification, the company demanded about about 23.000.000.000.000,
02:07and the NIMS contrademanded about about 55.000.000.000.000.000.
02:10What was the first thing that was done with the National Inmobiliario Virgilio Barco?
02:13It was the legal and financier to understand how, from the incumplification declared by the NIMS and OHLA,
02:19from that moment, how much cost it was to reactivate again the project.
02:22The number was around the 100.000.000.000.000, and we started with a new investment project,
02:28Vigencias 25, 26 and 27.
02:30The last year, we were given the first 21.000.000.000.000,
02:34with those resources and with the money that we already had in the Ministry of Hacienda,
02:38we could reactivate this phase 2 of the project.
02:41For the present Vigencia of the 29.000.000.000.000.000.000,
02:43we gave them 21.000.000.000.000, which are close to the National Inmobiliario
02:48which will allow, along with the NIMS, to structure the phase 3 of the project.
02:51And so, until we get to the 100.000.000.000.000.000.000.000.000,
02:58the National Inmobiliario which is possibly in the U.S.
