Academics and staff will be able to take concerns to the regulator, with potential fines for universities that fail to act. The changes could affect how institutions handle complaints and workplace culture.

00:02A new complaint system on free speech in universities in England is due to begin
00:07next academic year. The new system is set to allow academics and staff to take concerns
00:12directly to the office for students instead of relying only on internal processes. Ministers
00:18have said the idea behind the new system follows cases where people felt unable to speak freely
00:23in their work. From April 2027, universities could face significant fines if they are found
00:29to have failed in their duties. Penalties could reach up to 2% of income. Students will not
00:36be included in the new route and will continue using existing complaint systems and independent
00:41adjudication for now.
