00:53We have an unwell steward diver on board who is currently on oxygen.
01:03Endeavour, Belfast.
01:07We are inbound. We will arrive at 1-7-1-5.
01:15What symptom is he exhibiting? Over.
01:19He's currently busy, unable to stand. His vision has gone wobbly and he's experienced other visual disturbances as well.
01:29It might just be easier for you to continue steaming into Port St. Mary.
01:33I'll look at getting some assistance to get off the island then. Over.
01:36The
01:42UK has gone.
01:46The exact way is closed.

02:2551 people died when the sand dredger Bow Bell ploughed into the Marchioness last August.
02:35Since the tragedy, pleasure boat operators have been urged to improve voluntary safety procedures
02:40in advance of new regulations coming into force this month.
02:44But with the new season just beginning, Thames News has discovered that those procedures are still being ignored by boat operators.
02:51And some of the 90 boats that are licensed to carry passengers on the Thames
02:55have what one marine expert has described as serious flaws in safety measures.
03:21Festival Pier is where we're headed.
03:27I've got the booking sheet from TfL.
03:30I know there's at least five boats coming alongside in the next two hours.
03:34If you two can split up, one of you do around passenger areas, one of you goes around crew areas like the galley or the engine room.
03:49I'm going to go straight up to the bridge.
03:51One thing we need to check for the boats that have got loud music parties is the sound limiter.
03:59Okay?
04:00Okay.
04:00All right, let's go.
04:21Are you captain?
04:23Well, we're here just to have a quick look around the boat.
04:26What have you got on tonight?
04:27Uh, only 100 workable.
04:32The radio's working everything.
04:33Yeah, but I don't test, I don't feel you're staying fired.
04:35That's fine.
04:35Can you just give the horn a quick blast for us?
04:38I won't go full on it.
04:38No, no.
04:39Thank you very much.
04:43Do you have loud music on this boat?
04:45We do.
04:45I've got a sound limiter.
04:47Oh, music to my...
04:48Well, we don't have it loud.
04:49Can I just have a look?
04:50Wonderful, wonderful.
04:51There you go, mate.
04:52Thank you very much.
04:54Just one minor thing.
04:55Your life jacket's got a crotch strap.
04:58Ben?
04:58Yeah.
04:59Yeah, I haven't.
05:01Should be connected.
05:02Yeah, I've just taken it off to...
05:04Yeah, yeah, yeah.
05:05I don't miss an opportunity.
05:09Life jacket donning instructions.
05:11Is it okay to load that package?
05:24Of course you can.
05:25Let him come on.
05:26Let him come on.
05:26Just please, Daniel.
05:28Look, I'll leave that with you.
05:30That just tells you we've been here.
05:32We've looked around the boat.
05:33No deficiencies found.
05:34Okay?
05:34Thank you very much for your time.
05:37We'll be out of your hair.
05:38Thank you very much.
05:38Cheers.
05:39All the best.
05:39All right, let's go.
05:40Thanks a lot.
05:41Have a good evening.
05:56They've got a sound limiter down here.
05:58Opened it up.
05:59It's all switched on.
06:00It's like he knew what I was looking for.
06:03So, yeah.
06:04It's good.
06:05Hello, everyone.
06:22You all right?
06:24Mike Green with MCA.
06:25We're going to do an inspection of your boat.
06:28Can you take me up to the wheelhouse and we'll have a look up there?
06:32Just pull up at this door.
06:34So, how is everything?
06:47Everything okay?
06:47Yes.
06:48Everything working?
06:49Yeah.
06:50No pops issues?
06:51No.
06:52Defects?
06:53No.
06:54Everything's okay?
06:54No.
06:55This door needs to be sorted out.
07:15It's not free.
07:17I mean, it's an exit.
07:17Do you carry your BML with you?
07:19I do.
07:20Can I have a look, please?
07:23Have you completed your departure checklist yet?
07:26Yeah.
07:27Can I have a look at that then, please?
07:29Thank you very much.
07:31There we are.
07:31I'll let you put it back in.
07:33Do you have a sound limiter on this boat?
07:36Yeah.
07:37It's right there on the decks, but...
07:39On the decks?
07:39It's cut off over there.
07:40Don't get me...
07:41Whereabouts is it?
07:43Is there a box of tricks anywhere that tells me it's working?
07:47Uh...
07:48Like a control unit somewhere, or...
07:53Here we are.
07:56It's just here.
07:58How do I know this is on?
08:02It sounded a bit like on the...
08:05On the...
08:06How do they know it's on?
08:10Right, your booth ain't finished yet.
08:13The booth ain't finished yet, but the wires live...
08:16The booth?
08:16What do you mean by the booth?
08:19It needs to be finished wiring...
08:21Just because that's a new booth system they put in.
08:23That's a requirement.
08:28They're saying...
08:28They're saying that's a requirement.
08:30You've got to get it done.
08:31This is Endeavor, Endeavor.
08:44This is Endeavor, Endeavor.
08:59The casualties now is feeling sick as well.
09:01Generally deteriorating.
09:03This is South Coast Guard.
09:04Affirmative, sir.
09:05If you just keep making fast speed into Port St. Mary...
09:08I have asked for an ambulance to meet you at the Port.
09:21And I have stood up the chamber in the Whirl.
09:24I've also requested a Coast Guard helicopter, rescue 936.
09:36With the compression sickness, it's very dangerous with the air traveling around the body itself.
09:52So we have to get up to a...
09:54And the chamber is good to come.
10:04We'll be on the seat with the Endeavor in the run of five minutes over.
10:07I'm not going to go on the station,
10:09but I'm going to fly,
10:10but I'm going to fly,
10:11and I'm going to fly.
10:22Rescue Matthews,
10:23UK Rescue,
10:24sir,
10:25you're placed on the occasion to be a 15-year-old male.
10:29That's the size of approximately 15410,
10:33and you're over.
10:37If you've gone through port St. Mary,
10:39as a wait point police,
10:41I've landed in port St. Mary before,
10:43and it's not the greatest landing site,
10:45and I'll see what we get.
10:46Yes.
10:47You are clear the door.
10:48It's not the greatest landing site,
10:49but we'll see what we get.
10:51Yeah.
10:52You are clear the doors.
10:54We're coming to three secure doors coming out.
10:56Yes, and we went into that triangle.
10:58Right.
10:59I'll go eyes in for that.
11:00It isn't it on that little triangle.
11:02It certainly is.
11:03As long as they clear everyone out the way.
11:05You've got all this down here with the flags haven't we?
11:07We can land there.
11:08Yeah, that looks good.
11:10Well, before we get into it, we need to flag the ambulance.
11:12Yeah.
11:13Let's have a chapter here.
11:14The guy's on scene.
11:17Oh, visual the ambulance. On the docks.
11:20Casualty as well, the ambulance.
11:22We'll bring him up to a bit of a landing site for you.
11:25No, thanks, Jeff. We've found an area in which we're currently orbited.
11:29There are people in that area.
11:31We're going to do with the corner.
11:35We're going to move to you now.
11:47Okay, sir.
11:48Once that has been up to shoot, there's a white van there.
11:51We need their dogs.
11:52We need all them out of the way.
11:53We're going in as we turn on now.
11:55Yes.
11:56I don't mind, Coast Guard rescue 936.
11:58If there are still people around that area, we need their in place.
12:05Here we are. Just here.
12:06How do I know this is on?
12:18This is getting stuck.
12:19Can you see?
12:20This is getting stuck.
12:21Can you see?
12:22There.
12:23There.
12:24There.
12:25There.
12:26There.
12:27There.
12:28Hello.
12:29Hello.
12:30Hello.
12:31Hello.
12:32Mike Green with MCA.
12:33Hello there.
12:34I understand your sound limit is not working.
12:35I understand your sound limit is not working.
12:36This is getting stuck.
12:37Can you see?
12:38This is getting stuck.
12:39Can you see?
12:40Look in the air.
12:41Can you see?
12:42Here.
12:43There.
12:44You can hear tomorrow.
12:45We're going to do it.
12:46Hello.
12:47Hello.
12:48Hello.
12:49Hello.
12:50Mike Green with MCA.
12:51hello hello hello Mike Green with MCA hello there I understand your sound
13:02limit is not working yeah yeah okay I understand that but the boat shouldn't
13:12be operating without a functioning sound limiter so are you able to fix it
13:17before this boat goes out well I would suggest you get a move on on that
13:26because this boat won't be going into service with no sound limit or working
13:31all right thank you bye-bye if he can't fix it before you go out then you don't
13:40go out yeah it's a showstopper for me okay so simple as that
13:47you got left jackets in here you got donning instructions anywhere how to put them on but
14:02no donning instructions eh they should be up here as well they're on the coxies on the one
14:12downstairs these ones are just going to fit you which one? these are just going to fit you if you go on the one downstairs and on the other one so if I get if I get a life jacket out of out of one of
14:23these stores I have to go downstairs to learn how to put them on do I what I'll do is I'll
14:31leave you a piece of paper okay piece of paper is going to tell you we've been on
14:36here to do a random inspection I'll list that the sound limit is not working you're
14:41missing donning in life jacket donning instructions you've got an exit door
14:48hinge that seems a bit stiff these all code 17 which mean they've got to be fixed
14:53before you leave here okay okay if he can't fix it before you go out then you don't go
14:59out these are random inspections they're unannounced they're not expecting us to turn up they're busy getting ready for
15:28for trips we come on and we identify some serious issues so we stop the boat it's
15:34not good news for them or their company but at the end of the day we're here to
15:38enforce safety and that's what we do
15:42the emergency exit has to be opened by anybody on board the boat including passengers
15:58right so if I can ask anyone to open that door and they can open it
16:01that's fine it's not it once you free up you'll be fine yeah the main ones are the
16:05sound limiter and the donning instructions yeah that's what I'm saying yeah
16:08if you can post everything on the door yeah
16:10it could be open it could be open it's a murder fix
16:12so if if you've rectified it by and you can open it then you've rectified it
16:16haven't you I can open it well there we are I can open it
16:18there you go done so you've still got two more yeah
16:22there she could speak in
16:45British North Pole Police control room here.
16:48Clamberis, Samantha Messy's team across the helicopter out.
16:52The log says 14-year-old is having difficulty breathing,
16:56asthmatic and doesn't have her pump.
17:01Have we got any of the detail on her?
17:04No, Clamberis, Samantha Messy's team have been trying to contact the informant but have no luck.
17:09The log says 15-year-old.
17:12When did you go to the station?
17:14Hi, I'm Daniel Jones.
17:15The Clamberis Mountain Rescue Team.
17:18She's still agreeing to speak properly because of difficulty breathing.
17:23Still agreeing to make sentences when she's speaking.
17:26Okay.
17:27But I'm going to take this every 45 minutes to get there on for us.
17:3210 burst down, you're just keeping an eye, certainly not, roger, not enough, roger, no space, rescue 956, I wait this to get the wind to the cast as soon as possible, and then we'll check it from there, but again, let's do it, you've got the bidder, do it, 926, safe.
18:02I've got an emulizer with you, I've got an emulizer with you,
18:32The car's out then, half a mile, Dodger, I'll take the door off below it.
18:47That's an 18 clear door.
18:50How far up the day is.
18:53Err, that's been immediately visible.
18:57There is a part here, just below the Cloud Lake Cinder, now there's things locked.
19:01It could be there.
19:04There's another lock here, there's a nice room at the 9 o'clock here.
19:26There's nothing, nobody on the lower pass.
19:29Okay, I'll come back around.
19:31There's loads of people on the corner, you know, on the shoulder.
19:34That's what I was looking at, the higher up.
19:36Yeah, yeah.
19:37Yeah, that's what I was looking at.
19:38Well, they're all moving.
19:40Another group sitting around the corner on the shoulder.
19:43There's nobody on the lower pass, not really kidding, but help.
19:47There's somebody waving in the 1 o'clock low.
19:51Oh, the fire.
19:52Here we go.
19:53That's huge.
19:54As we move in the overhead, it's going to throw on them.
19:58I'll try and get them away.
20:00I think we'll just stay where we are.
20:02We're on the path down here.
20:03Okay, we're looking around there.
20:04We've got our positive.
20:05Keep going there today.
20:06We've got rising down there for everyone.
20:08We've got all clear.
20:10We're going to get bumpy in a minute.
20:12They've got a turbulence.
20:13Passage in the torque.
20:14It's up to mid-90s.
20:16Clear this.
20:17Check the winch.
20:18You are clear to winch.
20:19Roger.
20:25Check the floor.
20:26Let's look at the harness.
20:27Right.
20:28It's clear.
20:29Continue to watch out.
20:30Good.
20:32I'll stay in position as long as I can.
20:35Smooth.
20:36I'm quite sure.
20:39Steady there.
20:40The wind's all over the place.
20:43Steady.
20:44All over the place.
21:00These emergency exits must be used by passengers in an emergency, in a panic.
21:13It's got to open easily.
21:21The sound limiter not working.
21:23Lifejacket donning instructions.
21:25Those have to be fixed.
21:35There is currently a man on board, adjusting hinges and trying to get that door to open easily.
21:44How's it going?
21:45The door is sort of wedged open a little bit so when you pull it, it opens anyway.
21:53Yep.
21:54Okay.
21:55The noise limit, you can show him what the decibels are in.
21:58You can't get it cut out.
22:00So, how do you know if it's going to exceed the limit?
22:03You can see on the decibel machine what it's doing, and I can switch it off.
22:08So, how will you know if it's going above the limit?
22:11I'm going to put it on my phone, none of that.
22:14All right.
22:15If he can monitor it.
22:16Yeah.
22:17Make sure it's working.
22:18I will do.
22:19Yeah.
22:20I trust you.
22:21Okay, thank you.
22:22All right.
22:23I will not a bad night.
22:38Certainly sent a message around the Thames boating community, what we're doing while we're here.
22:46Hopefully, we've sent that message about safety and, you know, they'll be compliant in future.
22:52Marchioness changed everything in London and on the Thames.
23:04It affected every domestic vessel operator.
23:11And it still has ripples today.
23:14There are still operators today that remember that night, that were affected by it.
23:20We continue to apply those recommendations even today.
23:25We're trying to prevent another big incident.
23:28We don't want another Marchioness to happen.
23:31Is it clear now, Darbs?
23:32It looks it.
23:33Yes, I'd say it was clear.
23:34They took them away.
23:35You'll leave it.
23:36Brakes are on.
23:37Everyone's secure?
23:38Yeah, three secure doors.
23:39Okay.
23:40Right.
23:41Roger.
23:42Roger.
23:43Roger.
23:44We are now running in.
23:45Should be secure.
23:46Roger.
23:47Roger.
23:48We are now running in.
23:49Should be secure.
23:50Roger.
23:51We are now running in.
23:52Should be secure.
23:53Okay.
23:54Okay.
23:55Okay.
23:56Go to the right, go to the right.
23:57How do we do?
23:58OK.
23:59Go, go.
24:00Go.
24:01Go.
24:02OK, go.
24:03Good.
24:04Good.
24:05Go.
24:06Go.
24:07Go.
24:08Go.
24:09Now running in, should be secure.
24:11Okay, perfect.
24:15Right, good.
24:17Okay, two.
24:19Right, under left.
24:21Five.
24:23Two.
24:25I've had it on a desk.
24:27Two. One.
24:29Seven.
24:33Steady, about four foot above the ground.
24:35One.
24:53I think we're in, aren't we, sir?
24:55I'm bringing them off the door.
25:07Okay.
25:08Thanks for all the guard.
25:10Thanks for being nice.
25:11Take the band.
25:13936, 936 mobile.
25:15Transiting blind.
25:16We'll just have a quick chat and a handover and we'll go for that.
25:20Do they need me to go down and meet them?
25:22If they bring them up here, I can jump in the ambulance
25:24to just have a chat with them to see what they've done
25:26and where we've got from there.
25:27I think it was just a different air mix from their buddies.
25:31They came up and everything indicates they're bent.
25:34They're vomiting, they're lots of things like that.
25:38I'll get an update on the ambulance time.
25:40Yeah, just to see how long.
25:41I'll show you walking down, but it was pretty quick.
25:43All right.
25:45I was a skipper in the boat, 41-metre dive.
25:49Right.
25:49Followed the dive profile fine, came up, did stops,
25:52came up a little bit rapidly at part.
25:53So one computer he was wearing has picked up a racket
25:56and sent alarm.
25:57Okay.
25:57He was 15 minutes on the surface before he said,
26:00I don't feel right.
26:02I feel a bit dizzy.
26:03Okay.
26:03Got him down, got him on oxygen.
26:05About 20 minutes later, he started being sick as well.
26:08Okay.
26:08I'm going to make it this way now.
26:09Yep.
26:1041.3 because when he's pulled up, he's got to pull up too quickly and he said that he just felt a bitch with a stabilizer.
26:31Star computer's saying it and he's developed symptoms.
26:33It's worth taking to the compression chamber as quick as we can.
26:43One on the count of three, we'll lift, okay?
26:45Yep.
26:46One, two, three.
26:48Everyone happy?
26:49Yep.
26:49Yeah.
26:49Good day.
26:58I'm going to have a left, please.
26:59Okay.
26:59Right behind.
27:01Let's take a go.
27:02Okay.
27:0230, 60, 20, 80, rotate.
27:06Nice, good.
27:07Tail.
27:08Transfer in, how do you feel?
27:09Right.
27:09Right.
27:12All right.
27:13So he was on a, probably a 40, just over a 40 meter dive.
27:17Yep.
27:17Makes it all his stops.
27:20Yeah.
27:20Okay.
27:21He's wearing two dive computers, one of them, and alert him that he's on a rapid ascent.
27:25Okay.
27:29Is it very urgent, Jotie?
27:31Yeah, as quick as we can.
27:32Well, look, we've got to go.
27:36Uh, we have quite a few minutes.
27:38It's tight, but there's no natural obstructions.
27:44And you are clear below.
27:45Have you on the left, Jotie?
27:46Very fair.
27:46You're clear to descend to the left.
28:02Very nice.
28:18Great.
28:18That's one.
28:18The beauty of a helicopter is that we can, we can turn up at most areas, and we can either
28:34winch our land, and get medical care to the patient as quick as possible, but ultimately, you've got the patient to the right place.
28:49As a coast guard, we don't always get the feedback from the hospitals what exactly has happened.
28:54On many occasions, I do ask myself, what happened to that patient?
29:01I do ask myself, what happened to that patient?
29:03I do ask myself, what happened to that patient?
29:30I can't do it, I'm reaching in.
29:32I think they're coming to the cable straight.
29:34They hold on for a month.
29:36Just.
29:42Yeah, they're looking at the clouds now,
29:44and they're coming down from people.
29:46Throwing down.
29:48So actually, her brother's there, because he can do something for her.
29:50Yeah, exactly.
29:52I'm not witching her out of there, in those conditions.
29:54Because the torque was all too...
29:56...too much.
29:58I don't really want to fly around in here.
30:02It's Barry's 96.
30:04We've got the hit from with the Casualty.
30:06Unless the patient is life-friendly, we will not be witching.
30:10We had a lot of turbulence,
30:12and we had to fly away with limited power.
30:20What's the wind looking like in the lower lake?
30:22This gives us an easy in and out.
30:24Yeah. Okay, got a smoke up there.
30:26Roger.
30:28Okay.
30:30Okay.
30:31Okay.

30:42It's her.
30:43Hold it.
30:44Yep.
30:45So you can get.
30:46Okay.
30:47Okay.
30:48It's her.
30:49It's her.
30:50Hold it up.

38:23Not too far.
38:24He's on the edge.
38:26Got it?
38:27OK, guys, make sure he's in the middle, please.
38:28Ray, lift.
38:44you can enter somebody's life at the worst possible time you enter it for such a short
39:01period but you can completely change their life it's a sense of pride a sense of relief
39:06to get through that day as soon as it's done you do sigh and go
39:13what a day that was that was quite a difficult one I'm a believer that it's good to volunteer
39:19it's good to give something back to our communities
39:22are you going to rescue a rescue that's excuse the question has been deprived while you're
39:40waiting for the updates
39:41there's nice nice nice nice nice there's about 200 meters east of the big track of the original
39:55grid and we have a team on the way to the same event
39:59the cabin is going to walk down with the cabin
40:28we're on our way to the summit about probably an hour away she sat down said I don't think you can do this
40:51anymore she's really struggling so we left our group and made our way back but about five minutes
40:57and then she was really struggling to breathe our team leader said to us if we got any trouble just
41:02to call 999 that's what we did the helicopter arrived and then the rest of this team came along
41:10mountain rescue team absolutely amazing just I'm blown away I did not know that such a service existed
41:18and how they've worked and really touched
41:24Are you one happy to go?
41:25Yeah, you do it.
41:26Okay, three, two, one.
41:27Yeah, that's, uh, one.
41:29Sixteen, seven, eight, eight, eight.
41:32Rescue nine, two, six, three, rescue.
41:34All left, okay, pass a minute.
41:36Rescue nine, two, six, six.
41:38Now I've departed, uh, of the valley and go home.
41:41We have to left the patient, uh, with the rescue team.
41:45Uh, rescue nine, three, six.
41:48I was with two other friends and my brother,
42:07and we were, like, trying to race up, but I couldn't quite catch up.
42:11I was like, I'd normally do so.
42:15I knew something was like, oh.
42:18I thought that I had the inhaler with me, but I didn't.
42:22We were getting close to the summit.
42:24We stopped, and then I just told them to go,
42:28because I couldn't, like, physically move.
42:34The helicopter team was just, wow.
42:37It's just to see them come in that huge expanse of space
42:41and that sheer drop of where we were sitting,
42:44and for them to just totally take it in their stride,
42:48really appreciated their total command of the situation,
42:52just totally allayed our fears.
42:56Everything that we do, it's based on decades of history,
43:01passed down through Coast Guard rescue teams,
43:04RNLI, helicopters, mountain rescue, the operations rooms.
43:08It's based on decades of experience.
43:12You need to do this job really well
43:14for the people that we're rescuing.
43:16That's why we're here.
43:18To know that you made a positive difference
43:20to somebody's life, and that's lovely.
43:22It's a really nice feeling.
43:52You'd like to see more,
44:01in a few years or years ago,
44:03you're starting to see more features.
44:04You want to find ways and less public reasons,
44:06but it is interested in the private película,
44:08so you can keep writing a translators,
44:09so you don't want to identify more people when you're here because you are not at Yoga.
44:15They have a fleet to do their own care.
44:17Cause you can fly to that or government.
