00:07I can share with you the preliminary findings of UNIFIL at this stage.
00:12We've been promising you the results, or at least the preliminary results, of the investigation
00:18that led to the killing of a number of our peacekeeping colleagues in Lebanon.
00:23And I can tell you that regarding the incidents that took place on March 29th and March 30th,
00:29which tragically took the lives of three of our brave peacekeepers from Indonesia.
00:34And as a reminder, they were Major Zulmi Aditya Iskandar, First Sergeant Mohamed Noor Ikhwan,
00:40and Corporal Farizal Ramadan.
00:43I can share with you the preliminary findings of UNIFIL at this stage.
00:47We have shared those findings with the governments of Indonesia, Israel, and Lebanon.
00:54Regarding the first incident on March 29th, based on the available evidence, including
00:59analysis of the impact site, and notably the fragments of the projectile discovered in
01:05UN position known as 7-1, the projectile was a 122-millimeter tank main armament round fired
01:14by an Israeli Defense Force Merkava tank from the east in the direction of Taiba.
01:20It's recalled that to mitigate the risk to UN personnel, UNIFIL had again provided the
01:26Israel Defense Forces with the coordinates of all of our positions and all of our facilities.
01:33And that had been done both on March 6th and March 22nd.
01:38With reference of the incident on March 30th, based on the available evidence, including the
01:43analysis of the site of the explosion, the impacted vehicle, and a second improvised explosive device
01:51that was discovered nearby on the same day, that explosion, we can say, was caused by a victim
01:59advocated, which is a tripwire IED.
02:02The investigation has assessed that given the location of the incident and the nature of
02:07the explosion and the current context, the IED was most likely placed by Hezbollah.
02:13Allow me to reiterate that these are preliminary findings based on initial physical evidence.
02:19The full investigation of processes of the UN continues, including required procedures
02:24and engagement with the parties concerned to understand the full extent and circumstances
02:29amidst the ongoing hostilities.
02:31Boards of inquiry will be convened in both cases in accordance with established UN procedure.
02:37We have requested with the relevant parties that the cases be investigated and prosecuted
02:42by national authorities to bring the perpetrators to justice and ensure criminal accountability
02:47for crimes against peacekeepers.
02:49Attacks on United Nations peacekeepers may constitute war crimes under international law.
02:55All actors must adhere to their obligations to ensure the safety and security of the UN peacekeepers
03:01at all times.
03:03The inviolability of UN installations must also be respected.
