00:00Rachel Carey, I understand you have this drive to get to the very heart of things.
00:05It's commendable.
00:07But here at Counterterrorism, accepting you can rarely see the whole picture is part of the job.
00:13Is anyone going to tell me what the problem is?
00:15You're under suspicion for assault and kidnapping.
00:17This ain't what happened, none of this happened!
00:19I think someone's interfering with our feeds, tampering with evidence.
00:22They call it correction, and they take something they don't like and they change it.
00:27Correction is a method of real-time image manipulation, using the disruption of camera feeds and the deployment of deepfake
00:33technology.
00:34I'm now joined by Home Office Security Minister Isaac Turner. Good evening.
00:38Good evening, good evening, sir.
00:40You're not a true believer, are you?
00:41I haven't joined them. I am trying to beat them.
00:45And they are watching me day and night.
00:47You need a plan.
00:48Have you got a plan?
00:49I need to witness the UK correction programme from the inside.
00:52I need to prove what they're capable of beyond doubt.
00:55The people involved in this, they'll stop at nothing to keep it secret.
00:59You are not taking this story away from me I'm calling legal.
01:02If you're serious about exposing it, you need to prove it definitively.
01:06And how do you suggest doing that?
01:08Together.
01:08I stopped by the commissioner's office this morning, handed in my 728.
01:12You're resigning.
01:12Don't worry, Gemma. I didn't give the real reason.
01:15You can't win, Rachel.
01:17Asset deployed, asset deployed.
01:19You're asserting that there's some sort of programme within British intelligence to create fake video footage.
01:26They call it correction.
01:27Frank, please detain DCI Carish.
01:30He's involved in subversive action against the state.
01:32Not my state.
01:34He hasn't said anything about the US.
01:36While you believed you were watching Isaac Turner,
01:38you weren't in fact watching me.
01:40A deep fake.
01:41Only by bringing this conspiracy out into the open can we hope to confront him.
01:47Rachel, you don't know what you've done.
02:04They're now telling me the arrival of the flight P.O.L. 987 from Warsaw at Gate 12.
02:10Package reclaim information to follow.
02:14They're now telling me the arrival of the flight P.O.L. 987 from Warsaw at Gate 12.
02:16They're now telling me the arrival of the flight P.O.N.
03:09They're now telling me the arrival of the flight P.O.N.
03:17They're now telling me the arrival of the flight P.O.N.
03:17They're now telling me the arrival of the flight P.O.N.
03:23They're now telling me the arrival of the flight P.O.N.
03:24They're now telling me the arrival of the flight P.O.N.
03:26They're now telling me the arrival of the flight P.O.N.
03:28They're telling me the arrival of the flight P.O.N.
03:41They're telling me the arrival of the flight P.O.N.
03:41They're telling me the arrival of the flight P.O.N.
03:54They're telling me the arrival of the flight P.O.N.
04:04They're telling me the arrival of the flight P.O.N.
04:07They're telling me the arrival of the flight P.O.N.
04:13They're telling me the arrival of the flight P.O.N.
04:16They're telling me the arrival of the flight P.O.N.
04:45Deepfakes have become easier to create and harder to pretend.
04:50The question we asked ourselves a year ago has become even more urgent.
04:55How can we believe what we see?
04:58It's a question...

10:31I hope you've enjoyed your time in the UK, Anton.
10:35Sorry you can't stay a little while longer.
10:39Kilo-3 to control, target secure, repeat, target secure.
10:48If not now, Mum.
10:58Home Secretary, that's not what I asked.
11:00So I asked you a third time, isn't this ultimately a bid for number 10?
11:03Andrew, if we're serious about protecting ourselves from the threats of artificial intelligence
11:08and those who would use it against us, then this government cannot afford to rest.
11:13And that means smarter surveillance, smarter borders, smarter elections.
11:18Yes, I get the idea.
11:19You're refusing to answer my question, and we are out of time, Home Secretary.
11:24Good afternoon.
11:24Thank you, Andrew.
11:26And the time now is just past 12.

12:33He's as nervous.
12:34Yes, thank you.
12:35It's not my first time in a studio.
12:36It's my first time in a hot seat.
12:37Two minutes to air, everyone.
12:38Two minutes.
12:39Two minutes.
12:41Line up on guests, please.
12:43Excuse me.
12:43I need to speak to her before we go on.
12:46I have been asking.
12:46Yes, I haven't forgotten.
12:48They know you're here to talk about Kerry Cams, not the inquiry.
12:50Smart Cams.
12:52What are you doing?
12:52It's BTS for social.
12:53Kerry Cams is getting more traction.
12:55Yes, because you keep pushing it.
12:56If I have to sit through one more talk on inclusivity,
12:58I'm going to exclude myself to take those podcast people up on their offer.
13:02Kerry Cams.
13:02Can you take this for me, please?
13:04Rachel.
13:0430 seconds.
13:05I'm so glad we could make this happen.
13:07Bloody thrilled you're getting the recognition you deserve.
13:10There's something wrong with your phone.
13:11But we're supposed to have lunch.
13:13What happened to the rest of your exposé?
13:14Well, you saw the follow-up.
13:15A little light, wasn't it?
13:16Whose flask is this?
13:18And what the fuck's it doing under my desk?
13:20Whose flask is that?
13:21I don't know.
13:22Oh, it's hers.
13:23Oh, well, thank you.
13:24You left out half the evidence.
13:26What are you saving it for, Khadija?
13:27The book deal.
13:28Rachel, please.
13:29It's called legal and compliance.
13:31Get used to it.
13:33Four.
13:34Three.
13:35Two.
13:36One.
13:37And cue.
13:38Good evening.
13:39I'm Khadija Khan.
13:41Or am I?
13:42Twelve months on from the BBC's award-winning report on Britain's deepfake evidence scandal,
13:49questioning everything we see has become a national habit.
13:53So, how do we begin to sort fact from fiction and who do we trust with the job?
13:58Well, how about the woman who blew the whistle on correction herself?
14:02Giving her first interview as head of SO15, another exclusive whistleblower-turned-commander,
14:09Rachel Carey joins me live in the studio.
14:13Scout's honour.
14:14Good evening, Khadija.
14:16It's an acting commander.
14:17Was blowing the whistle your only option?
14:21Um, no.
14:23I could have turned a blind eye to what I saw and kept my head down.
14:27But you didn't.
14:28Why?
14:28I believed the best way to stop the correction programme was to go public with it.
14:33The question I'm asking, Commander, is why you?
14:37Why were you the one to take a stand?
14:40I suppose it's hard for some people.
14:43You know, some people have families and I...
14:48I just felt I should do it.
14:50Was there a degree of self-interest?
14:53Look at that.
14:54I mean, blowing the whistle hasn't exactly done your career much damage, has it?
14:57I mean, a year ago, you were a thorn in the side of SO15 and now you're Commander.
15:02Khadija, when I exposed correction, I wasn't thinking about my career.
15:06I was risking it.
15:07Well, it was a risk that paid off.
15:09You must admit, you've done rather well since then.
15:12With all the exclusives you've been getting, you haven't done too badly yourself.
15:17Too shame.
15:17Well, your expose has already led to a number of convictions being overturned,
15:21starting with that of former soldier Sean Emery.
15:24Were you glad to see him released?
15:27I was.
15:28But Sean Emery is just the start.
15:30We don't know the scale of correction in the UK, which is why we need a public inquiry.
15:35Well, Lord Justice Fredrickson starts calling witnesses to his long-awaited inquiry from tomorrow.
15:40Do you think the finger of blame will point to British intelligence or further afield?
15:46You've seen the same evidence I have, Khadija.
15:49Are you hopeful that Lord Fredrickson will get to the truth?
15:52I hope that the people who know the truth will do the right thing.
15:57Come forward and testify so we can begin to understand how many people in the UK
16:02have been put behind bars on deepfake evidence.
16:04If it turns out to be hundreds of violent offenders, will they all be released?
16:10Khadija, the question you're asking is essentially the same one you asked at the beginning.
16:15How do we sort fact from fiction and put an end to deepfake evidence?
16:20Well, I'm very excited to announce that in partnership with the Home Office,
16:24I'm developing a new kind of CCTV camera.
16:26The question I'm asking is are we about to see a tsunami of serious offenders let out onto our streets?
16:34If incriminating footage is found to have been faked,
16:38the defendant will be entitled to a retrial.
16:40If the conviction cannot be upheld, then they may be released.
16:45As commander of counter-terrorism, public safety is my first priority.
16:50But I will not break the law to defend the law and I will not put people away under false
16:55evidence.
16:58Thank you very much, Commander Rachel Carey.
17:04Why didn't you tell us?
17:06It was just work.
17:08Bollocks.
17:09Were you nervous?
17:10I'd shit myself.
17:12Did you shit yourself?
17:13Abigail.
17:14Commander of SO15 does not shit herself.
17:19So?
17:20What did you think?
17:22I didn't see it.
17:23I just saw the comments.
17:24What comments?
17:25Oh, no, I'd rather not know.
17:28Yeah, right, whatever.
17:30Why?
17:30What would they say?
17:30You're basically a celebrity now?
17:34Any idea if Dad saw it?
17:36Are you mad?
17:37You go to bed at nine.
17:39Can you get tables in restaurants now?
17:41I think I could do that anyway.
17:44Actually, I could squeeze in a drink on my way home.
17:48With me?
17:49Well, I mean, I've got to be up early in the morning, but, you know, it's not every day.
17:53You give your first interview on Nesh.
17:56Oh, you sound...
17:58I'm actually a bit busy.
17:59Can we do another time?
18:00Sure.
18:01Yeah.
18:02Go for it.
18:02I didn't realise.
18:03Have a good...
18:05Yeah.
18:18I've had no idea.
18:19Oh, no, no, no.
18:24You're just waiting.
18:24I can't get up.
18:34But I wish you a theory.
18:34Do you know when you're up here?
18:36I do know.
18:37I wish you could do something.
18:37You don't know.
18:39I can just leave it alone.
18:41You have to be able to be real.
18:41Yeah, you don't know.
18:47I mean, I'll check the rest of everything in your life.
19:21I would delete that one.
19:23What the fuck are you doing here?
19:25You might have found a way to make cameras safe, but doors, not so much.
19:29Get out of my home.
19:31Your home?
19:34I would have figured this for a rental.
19:36Don't worry, you won't find many personal touches around my digs either.
19:42I could clear out of there in 20 minutes, you'd never know I was there.
19:46And yet you linger.
19:48You don't like me very much, do you, Fast Track?
19:51I'm not used to seeing you without blood on your hands.
19:57What do you want, Frank?
20:00Penthouse apartment and a $12 bottle of scotch?
20:03Shouldn't you be drinking fine single malts by now?
20:11Saw you on TV.
20:13You did good.
20:15I have notes.
20:16If you've got something to say, sir.
20:17You never mentioned the U.S.
20:19Is that a note?
20:20No, no, no, no.
20:21No, we like that.
20:22No, don't change anything about that.
20:25No, one year.
20:26There's still nothing linking the CIA and correction.
20:31You plan on keeping your mouth shut at the inquiry, too?
20:35There is a big difference between keeping my mouth shut and not having enough evidence against you.
20:40Well, we all know you're brave, Fast Track.
20:43You're not suicidal.
20:45You were smart to make that deal.
20:47What deal?
20:48You used my op to expose the British program.
20:53Now, if that had happened on my watch without my authorization, that would have made you an enemy of the
20:57state and me an asshole.
20:59So, when the agency bundles you into a van and starts asking you questions, remember, we have a deal.
21:11And why would I do you a favor?
21:13So, I could owe you one.
21:15Never know.
21:17You may need a favor from a guy like me one day.
21:24Oh.
21:27I heard you caught a Russian.
21:30Keep up the good work.
21:34What's your interest?
21:36Jesus Christ.
21:37Can't a person pay a compliment?
21:39You're always fishing for intel.
21:42Garland was right.
21:43You're wasted as a cop.
21:54Big day.
21:55Lots of interest in the Carey Cam launch.
21:56We've got ITN, BBC, Sky News, GP News, Al Jazeera, plus all the major UK broadsheets and tabloids.
22:03Oh, and the email on Sunday magazine.
22:04Want 15 minutes and a photo shoot.
22:06Photo shoot?
22:07Why?
22:07They're doing a profile piece.
22:09Powerful woman, young, single.
22:10What?
22:11Who says on...
22:12What the hell has my relationship status got to do with anything?
22:15Fine.
22:15The headline being, you know, first female head of counterterrorism.
22:17I'm not the first female head of counterterrorism.
22:19It's just a headline.
22:20It's not the truth.
22:21Oh, who's truth?
22:24What?
22:25Do you have a preference which side of the stage the podium goes?
22:29I think it makes more sense on the right, but then if we want the Carey Cam in the middle
22:34and...
22:34I trust you to make these crucial decisions by yourself.
22:51Tom, I need you to pull all the camera feeds from my building from 9 till 12 last night.
22:56Your building?
22:57And run checks for interference.
22:59Anything in particular I'm looking for?
23:01Manicary.
23:02Deputy Commissioner.
23:04Two minutes.
23:05Sir.
23:07Check your phone.
23:17Come in.
23:18We won't keep you in our rushes off your feet, it must be.
23:20I'm not too rushed off my feet, sir.
23:23Commissioner, good morning.
23:24Rachel, how are you feeling about this afternoon?
23:27Something happening this afternoon, sir.
23:29I'll be glad to get the launch out of the way, sir, to be honest.
23:31Well, we're all tremendously excited.
23:33Now, I know that your annual review isn't for another few weeks, but this felt like more of a milestone
23:41to, well, express our profound gratitude.
23:46You've given SO-15 a clean bill of health, Rachel.
23:50In under a year.
23:51Sir, it's a work in progress.
23:53Operation Carey Cam is going to be the icing on the cake.
23:56Operation Veritas Smart Cam.
23:58Really appreciate the timing of the launch, Rachel.
24:00It's a neat distraction from the Frederiksen inquiry.
24:02I'm not responsible for the scheduling of the press launch.
24:05Well, we want to make it crystal clear, Rachel.
24:08You will continue to be the brand ambassador for these cameras, even when the new commander begins.
24:16I didn't realise one had been selected.
24:18We're very close.
24:20May I ask?
24:21I'll introduce them as soon as their vetting is complete.
24:24The security process has had to be very rigorous, as I'm sure you can imagine.
24:29I had thought I'd be involved in that.
24:31Yeah, but then you put yourself forward.
24:33Conflict of interest.
24:34You asked me to put myself forward.
24:36There'll be other opportunities, Rachel.
24:39Ultimately, we felt that the department could benefit from somebody with more experience at multi-agency level.
24:47Some are more used to collaborating with other entities.
24:51Sir, I was hired to turn SO-15 around.
24:55I could only do that by hiring people I trust.
24:57And you've done a formidable job, Rachel.
25:00You are already the youngest acting commander of SO-15.
25:05You'll get there.
25:06Sir.
25:08I look forward to being relieved of my PR duties so I can concentrate on the real work.
25:13We'd like you to continue with your public-facing commitments.
25:17Absolutely.
25:17All those hours of media training haven't gone to waste.
25:20Oh, congrats, by the way.
25:21I heard you gave Khadija Khan a bit of a kicking.
25:23Paige did a great job.
25:26So, just to be clear, you'd like me to be the face of the department, but not the head.
25:44Mum?
25:48You found him, then.
25:51Any concerns?
25:52Frank Napier paying you a visit in the middle of the night.
25:55I'd say that was a concern.
25:56Did the system flag anything?
25:58He's made no attempt to hide himself.
25:59What did he want?
26:01Shall I leave this with you, Mum, or on your desk?
26:04Came to you this morning.
26:05It's clear security.
26:06See what it is.
26:09It's a good thing, Mum.
26:10The CIA can't hack us.
26:14Do you ever worry this has all been too easy?
26:19When you think who wanted us to fail the depths they'd go to to try and stop us?
26:24They've left us alone until now.
26:27You want me to put eyes on Napier?
26:30I'm not talking about Frank.
26:33We're getting a new commander.
26:37You was robbed, Mum.
26:40Any ideas?
26:41Someone more used to collaborating with other entities, apparently.
26:44Good grief.
26:45Looks like a good one, Mum.
26:56We've got eyes on Napier.
27:08The truth about correction may finally be coming.
27:13As the long-awaited Fredrickson inquiry calls its first witnesses.
27:18That's right, Khadija.
27:19Lord Justice Fredrickson has indeed promised a full and unflinching inquiry into the deepfake scandal.
27:33And he started off on the front of the foot, calling as his first witness the former counter-terrorism commander,
27:40Damien Hart.
27:57Many people feel that he is a key witness in this investigation into the deepfake scandal.
28:02Have you just seen that?
28:03Fuck the Fredrickson inquiry.
28:05Natasha, wrap it up.
28:06You're covering the Operation Veritas press launch.
28:09But for now, back to you in the studio, Khadija.
28:12Thank you, Natasha.
28:14Where's the fucking press launch?
28:17No, you're the first person I told.
28:20What if you put down the phone to Alistair and picked it up to you?
28:24I'm not the first person who matters.
28:25How about that?
28:27No.
28:30Yeah, yeah.
28:32Yeah, yeah.
28:33Listen, Simi, I'd better go.
28:35Okay?
28:36I love you.
28:46I saw a woman on the news last night that looked just like you.
28:50Really?
28:51Hmm.
28:52You don't can be sure these days.
28:54Was it?
28:55Me?
28:56Depends.
28:57How'd she come across?
28:59In a word?
29:01Unprofessional?
29:02No.
29:04Unbroadcastable?
29:06Real.
29:11Oh, uh, Simone.
29:14Oh.
29:15Are you?
29:16Yeah.
29:19I'm really pleased to hear that.
29:22Oh, well.
29:23You've given it a go.
29:25Well, looks like it's working.
29:27Ha, ha, ha, ha.
29:34What is it?
29:35Don't try and tell me that family life makes you this happy.
29:38Ha, ha, yeah.
29:39No, it's a bit more than that.
29:41As it's you.
29:43Won't stay off the record for long, anyhow.
29:48The PM's not standing for re-election.
29:51A leadership contest.
29:53Well, won't be much of a contest.
29:55So far, there's only one candidate with enough support for a bid.
29:58A coronation.
29:59Ha, does have a whiff of the Gordon Brown about it when you feel like that.
30:02That explains the high turnout.
30:04They're all expecting a statement.
30:07Might be a little more stoked.
30:09You are looking at the next PM.
30:14I'm not getting any help this time, Rachel.
30:17Not like that.
30:18There's no dark web data analytics.
30:20No Gregory Knox.
30:21I know.
30:23After what you did for me.
30:25For you.
30:27I didn't do it for you.
30:28That's not why I did it.
30:30Oh, of course.
30:31It's still hardly the shabbiest of outcomes.
30:34Me and number 10.
30:36You running counter-terrorism.
30:40It's not going to be me.
30:41I assumed you knew.
30:44Oh, fucking idiots, Rachel.
30:46They're their own worst enemies.
30:48I made history.
30:49The youngest commander of SO-15.
30:52Acting commander.
30:53What better way to show the department's cleaned up its act than putting you in charge?
30:58Not that that would be the only reason, obviously.
31:02Panic over.
31:04Figured I had to have the podium on the right and the carry cam in the middle.
31:07Battery supply to the carry cam.
31:14It's almost one.
31:21In the wake of the deepfake evidence scandal,
31:24it is now imperative for British justice to interrogate the dangers of video manipulation.
31:30And indeed, the wider threat posed by artificial intelligence to the very tenets of our society.
31:37Now, Mr. Hart, as former head of counter-terrorism,
31:41we appreciate your cooperation in this most urgent endeavor.
31:46I'm glad to help in any way, I can, sir.
31:49When did you first become aware of the correction program, Mr. Hart?
31:57With respect, Lord Fredrickson, for reasons of national security,
32:00I am unable to answer that question in the context of an open hearing.
32:20And if I were to allow you to testify in a private hearing,
32:25is there any guarantee you'll be more forthcoming in your answers?
32:29With respect, Lord Fredrickson, for reasons of national security,
32:33I am unable to answer that question.
32:37Operation Veritas smart camera press packs will be available at the end of this presentation.
32:41Kevin, get the camera on the fucking tripod.
32:44Please welcome to the stage acting commander Rachel Carey.
32:58As deep fakes have become easier to create and harder to detect,
33:03the question has become more urgent.
33:06How can we trust what we see?
33:08Operation Veritas sees the launch of a new kind of CCTV camera,
33:14a smart surveillance cam
33:16designed to detect cyber attacks and correction in real time.
33:20Each smart camera has two lenses.
33:24One feeds a signal to our encrypted network,
33:27the other to the camera's hard drive,
33:29which records internally offline and so cannot be hacked.
33:32The system flags any discrepancies between the two signals
33:36as suspected interference.
33:47If we need reminding of the threat to our country,
33:50in a recent trial,
33:52our smart cameras flagged a blacklisted foreign national
33:56trying to enter the UK under a deepfake identity.
33:59Given his links to Russian military intelligence,
34:02we can only wonder how close we may have come
34:05to another Salisbury-level disaster.
34:08Fortunately, Operation Veritas caught correction in the act.
34:20The Home Secretary's Smarter Surveillance Bill
34:23would see Operation Veritas rolled out across the UK,
34:26creating a nationwide camera network we can rely on.
34:33How can we trust what we see?
34:35It starts with Smarter Surveillance.
34:40APPLAUSE
34:48Now, I'm sure you're all eager to hear from the Home Secretary,
34:51so please do join me in welcoming to the stage
34:54a man no stranger to deepfakes himself, Isaac Turner.
34:59APPLAUSE
35:08You've spoken to the Prime Minister
35:10this afternoon, Home Secretary.
35:11Is there to be a leadership contest?
35:13Are you about to take his job, Home Secretary?
35:15OK, OK, OK.
35:17I'm told Kerry Camps is trending already.
35:19What's trending is you as the next Prime Minister.
35:22OK, OK.
35:36Veritas, signal down, sir.
35:38Run diagnostics, find the fault.
35:40This new system is a truly remarkable
35:42evolution surveillance technology.
35:45And none of this would be possible
35:46if it wasn't for the moral courage,
35:50conviction,
35:52dedication,
35:54and leadership of Rachel Kemp.
35:56We've lost it.
35:57Coming to three.
35:58Go to Khadija.
36:00Well, we do apologise.
36:02Let's go back to the Federalist Inquiry.
36:04Natasha, can you hear me?
36:06APPLAUSE
36:08And I refuse to call her acting commander of SO15.
36:11She's definitely not acting commander of SO15.
36:16Commander, Rachel Karrie.
36:20I refuse to kill her!
36:25Oh, God!
36:28There wereína's eggs,
36:31and the drifts inrotAmief.
36:38No, God, go to the lateral monster.
36:38No, God, go to the military.
36:39Okay.
36:40You're mine!
36:40No.
36:40Jeff!
36:40I'll leave her...
36:40I look at laughter at the Federalist Inquiry,
36:40No.
36:40No, God.
36:41Let's do it!
36:45Come on!
36:47No, I'll leave China inside.
36:51Shots fired. Play turn response. T66 active shooter in the building. Top floor. Lock down the QE2. Repeat lock down
36:57the QE2.
37:02Tier 1 protected asset is down.
37:09Get down! Stay down! Everyone remain where you are until otherwise instructed. This is a crime scene and you are
37:15all eyewitnesses.
37:16Page until back of the rise. Contain everyone in this room.
37:19Um, if ever we could stay where RPs and everything is in control.
37:28We'll take you back there as soon as we can.
37:31Natasha, can you hear me?
37:34Can I get an OB truck at the QE2? Quickly, please.
37:39All units be advised. Suspect is white male 601 medium build, under the semi-automatic handgun on the weaponry unload.
37:46Kilo 1 control.
37:47Control Kilo 1.
37:48Tom.
37:48All eyes down, ma'am. Every camera in the building is offline, including ours.
37:52Is CTC compromised?
37:53Ma'am, the disruption is taking place locally.
38:05Officer down. Repeat, officer down.
38:08Officer down.
38:09Repeat, officer down.
38:12Go down.
38:15Active shooter in the south-west corridor, lift descendant.
38:18Get these cameras back up!
38:20Lift access.
38:21Two up, two even. Go.
38:23If you are, please stay where you are.
38:27If you insist on trying to defer every answer to a private hearing, may I ask what is the point
38:32of holding a public one?
38:35Sorry, is that a question, sir?
38:36Let me guess. For reasons of national security, you are unable to answer the question.
38:42Forgive me, Lord Fredrickson. May I be excused?
38:45Excused?
38:46Let me rephrase that. I'm off.
38:50Reasons of national security.
38:53Some news just breaking.
38:56Reports are coming in on a disturbance in central London.
39:00What are we going?
39:01Excuse me, ladies. Clear back, please. Can you clear back?
39:05Sergeant, formal cordon. This one should be 30 feet away from here. Do you understand?
39:10Back it up!
39:10Get these people out of here.
39:13Oh, to the other side of the street.
39:14Boys, clear this area. Get the people back.
39:27Suspect is in the south-west corridor lift with the QE-2 descending.
39:36George.
39:38Doug.
39:40Sorry, falls to heaven.
39:41Cuff's still found by me, George. Where's the SIO?
39:43Commander Carey's in the building.
39:48You got a spare vest?
39:50Paul, allow it.
39:52Come on, George. Don't let me bring up Bournemouth.
39:56Get the governor a vest.
40:04Get back! Come on, get back!
40:16Come on, get back!
40:17Come on, you guys!
40:19Come on!
40:23Hey, buddy, bye!
40:33Bye!
40:35Drive to the U.S.
40:38Elixir!
40:38Cast your head on...
40:42No!
40:43Come on!
40:44Oh, I'm just coming!
40:47Oh, I'm just coming!
40:47This is going down.
41:08Suspects on the move. Lower ground level.
41:13Drill open.
41:30Drill open.
41:31Movement underground parking.
41:38Disguard.
41:44That has to be covered.
41:47blown!
41:47Stand down, it's the S.I.O.
41:53Apologies, ma'am.
42:04Commander Carey, have you locked down the Palace of Westminster?
42:08What?
42:10Parliament is in session.
42:11There are reports of gunfire in the vicinity.
42:14Have you locked down the Palace of Westminster?
42:17Parliamentary Protection Officers deploy,
42:19but the order has to come from you.
42:25You are running SO15?
42:39What are you doing here?
42:42I was in the area.
42:46Camera's back on line.
42:55Fuck.
42:56When did you last have eyes on, ma'am?
42:59Level two.
43:00I thought he came down in the lift, but he might have got out up there.
43:02You've got armed units on every level, ma'am.
43:04Not on level two, you don't know any more.
43:07Sweep the building floor to floor.
43:08Ma'am.
43:09Troll Kilo one.
43:11And call Parliamentary Protection Officers.
43:15Lock down the Palace of Westminster.
43:17What?
43:19Go ahead.
43:19CCTV in the buildings back up and running, ma'am, like it was never down.
43:23What can you see?
43:24Carnage.
43:25But no sign of a shooter.
43:27Do you trust the feeds?
43:28Still no indication of correction, ma'am.
43:30No one's hacked our feeds.
43:32As far as I can tell, they've just knocked out the power supply and saws.
43:37It's sabotage, all right, but I wouldn't call it sophisticated.
43:40It's good to know.
43:41It doesn't take a genius to humiliate us.
43:42Close down all roads, 500 yards within Q2 buildings.
43:46He's not in the building.
43:48What makes you say that?
43:54CCTV's up and running.
43:56He doesn't need it.
43:57He's gone.
43:58Widen the search area.
43:59Suspect may have fled the QE2.
44:01We've had eyes on every exit.
44:03Tactical units surrounding the building.
44:04Tactical may have missed something.
44:06Widen the search.
44:07Search teams will need a smudge, ma'am.
44:12And escort the civilian to safety.
44:17Parliament is on lockdown this afternoon following reports of an armed attack in Westminster.
44:23Police are responding.
44:26It would appear that the QE2...
44:27You're welcome.
44:28...centre where Home Secretary Isaac Turner was giving a press conference is the focal point of the attack.
44:44No one is to use their phone or devices until otherwise instructed.
44:48Please remain in this area until the tactical commander has cleared the building for evacuation.
44:53No one is to leave until they've given a witness statement and submitted all video evidence for review.
44:59The sooner we can review it, the sooner we can release it.
45:03Ma'am.
45:03We need a smudge of the shooter.
45:05We're on it.
45:07They should all have it.
45:08The live broadcast was cut, but then cameras were stopped recording.
45:11I got him.
45:13His face?
45:13Blink and you missed him, but I got him.
45:15OK, right, front of the line.
45:17Paige, are you OK?
45:19What did you see?
45:20I saw Isaac Turner's head thrown off.
45:22And the shooter, did you see him?
45:24No.
45:26We're getting a lot of that, ma'am.
45:28If you whack up the brightness, it should be all right.
45:31Quick as you can.
45:32We need that smudge.
45:33Rachel?
45:34Sir, liaison officers are on their way to inform the families.
45:37As soon as Simone Turner's been spoken to, you're clear to make a statement.
45:40Whoever did this cut the live broadcast and sabotaged the CCTV, I would advise against any comms until we know
45:46what we're dealing with.
45:47And leave an information vacuum.
45:49If you give people a blank page, they'll start colouring it in.
45:53Was this racially motivated, Rachel?
45:56Downing Street is anxious.
45:57We're not ruling anything else, sir.
45:59First black British PM gunned down by a lone wolf.
46:02Sounds racially motivated to me.
46:04PM?
46:05In waiting.
46:06I didn't say the suspect was a lone wolf.
46:08Single shooter, I understood.
46:10This wasn't the work of some crazed fanatic.
46:12This was a professional assassin.
46:14If I was the PM, I'd be anxious.
46:16This was hostile state actors, foreign or domestic.
46:18Well, all that was clear.
46:21Make trace of this aspect.
46:23So he has escaped the building, you agree?
46:25We've had eyes on every exit point, Mark.
46:27So he hasn't left the building and he's not in the building.
46:30Is that what you're telling me?
46:32That might help if we had more to go on besides white male, six foot one, medium build.
46:37White male, six foot one, medium build, late thirties, forties, clean shaven, dark brown eyes, short dark hair, last seen
46:45wearing a black zip-up sports top, black utility trousers and black approach shoes.
46:50You've got a good look at him, though.
46:51You must have been close.
46:52He was six feet away from me when he stopped.
46:56Stopped?
46:57He stopped and he looked at me for two or three seconds.
47:02Lucky you weren't sure.
47:04Rachel, after what you've been through, we can't expect you to continue.
47:09Sir, with respect.
47:09Unless, of course, you choose to do so.
47:12Yes.
47:13Thank you, sir.
47:15I'm trying to bring the new commander's start date forward significantly so that you don't have to steer the ship
47:20alone.
47:22That is a great relief, sir.
47:24We need this managed properly.
47:26How's Paige bearing up?
47:27I can take the lead on comms if you need her.
47:30Paige has been a trooper so far.
47:31She got this long check.
47:32I think she can handle the step up.
47:34Got him.
47:35Ma'am, have you got the shooter?
47:37ICM.
47:38Lifted the brightness as high as it'll go.
47:40There's one or two frames where he's in focus.
47:41We only need one.
47:42Outstanding.
47:43Thank God for that.
47:49Zoom in.
47:53It's not him.
47:54What do you mean?
47:56That is not the shooter I saw.
47:58Well, then who is it?
47:59A second gunman.
47:59Am I clear to release this image?
48:01Absolutely not.
48:02Eyes on target.
48:08Not him.
48:09Ma'am?
48:16None of this is right.
48:19Found a smudge?
48:20No.
48:21Suspected interference.
48:23Sir, this footage is compromised.
48:25We need to investigate before we can even think about releasing it.
48:28From a public safety standpoint, that is out of the question.
48:30Then we send to search teams, but not to the press.
48:33Liaison officers have spoken to Simone Turner, sir.
48:35Family are aware there'll be an announcement.
48:38You think this is correction?
48:41Yes, sir.
48:42I believe it is.
48:46I want updates every 15 minutes.
48:49Sir.
48:55I need all footage over to CTC.
48:58OK, Mum.
49:01Your attention, please.
49:03All footage will now be held under a D-notice embargo.
49:06That means it stays with us.
49:08Tom.
49:08We need to act fast.
49:10I won't be able to lead this op for much longer.
49:12You've still got eyes on Frank Nabya?
49:14I do.
49:15Contained and controlled.
49:16If Frank's involved, he's remotely involved.
49:20Stay on him.
49:21I want you to put eyes on Danny Hart.
49:25And bring Gemma Garland in.
49:27Gemma Garland's suspended, Mum.
49:28For questioning.
49:30Correction is in Playtime.
49:32They're all suspect.
49:33Correction?
49:33The news footage.
49:34Well, any camera running on its own battery supply
49:37would have kept recording after the hack,
49:39but that doesn't mean those feeds could have been intercepted and corrupted.
49:42There were a lot of cameras running for conference.
49:44Paige?
49:45Paige?
49:46The smart cam on stage, the demo cam,
49:49the fucking, the, the, the, the, the, the carry cam.
49:50Did you say it was running on battery power?
49:53Uh-huh, yeah.
49:55Nadia?
49:56Mum.
49:57Secure that camera to CTC.
49:59On it.
50:00DC Clark?
50:01No.
50:01Secure the Varietest camera.
50:03Yes, ma'am.
50:05Outstanding work page.
50:07Okay.
50:08A de-notice embargo means that all of your footage is not going anywhere.
50:11It is considered evidence.
50:13The sooner we can get through this, the sooner you can go.
50:16Failure to comply will be considered a criminal offence.
50:39Shortly after one o'clock this afternoon, the Home Secretary, Isaac Turner,
50:43was shot and fatally wounded by a gunman in Westminster.
50:48Four armed officers were also killed as the gunman made his escape.
50:54The suspect is believed to be armed and he remains at large.
50:58Anyone who has any information as to the identity of the suspect should report to the police immediately.
51:05I don't know if it's a crime.
51:06I don't know if it's a crime.
51:08I don't know if it's a crime.
51:09I don't know if it's a crime.
51:09Are you making a crime?
51:12I don't know if it's a crime.
51:13The cold Cary is trending already.
51:15This would be possible if it weren't for the moral courage, conviction...
51:19I refuse to call her Action Commander.
51:21Commander Rachel Cary.
52:02I don't know if it's a crime.
52:04I don't know if it's a crime.
52:05I don't know if it's a crime.
52:08Mum, the TV cameras, what makes you think they were corrected?
52:12That is not the shooter.
52:13Is that enough?
52:15The news cameras were offline.
52:16Were they offline or were they intercepted?
52:18It's possible, isn't it?
52:19Possible, yeah.
52:20Is it also possible this is the shooter?
52:23Try this.
52:24The demo camera, it was rolling at the time of the attack.
52:27Full frame, on the shooter, battery-powered.
52:30You've got comms to thank for that.
52:31Didbis lauded mum.
52:32Every POI on file match in your description.
52:35Bring them up. Cross-reference them with this as soon as it's loaded.
52:38The online signals will have been blocked, but the local one should be intact.
52:41Smudges from ITN, Sky News, I'll just get it uploaded.
52:45Tom, the smart camera.
52:46It was facing the suspect. We've got him.
52:49Mum, this is a demo model.
52:53The clue's in the title.
52:56It's not kitted out.
52:58There's no operational hard drive, no memory card.
53:00Battery power might have been on, but he can't have been recording.
53:03Smudge from Reuters uploaded.
53:05Our camera.
53:07Our smart camera built to record two channels of video.
53:13Wasn't recording one.
53:15Smudge from channel four?
53:17I'm sorry. It's not your fault.
53:19I'm so sorry.
53:21It is not about you, for fuck's sake.
53:23Mum.
53:25She's seen a medic.
53:27Sit her somewhere.
53:30Smudge from Associated Press.
53:32She stays here.
53:33If she's here, we don't have the head of comms breathing down our neck.
53:36Suspect on another camera, Mum.
53:37That is not the suspect. Footage has been corrected.
53:39Matches the others?
53:40Yes, because it's all been corrected.
53:42That is not the shooter.
53:44Are you 100% sure, Mum?
53:46He matches your description.
53:48White male, six foot, medium build.
53:50Yes, I am 100% Nadia.
53:52The shooter was nothing like him.
53:54He didn't even have a beard, for fuck's sake.
53:56Smudge from GB News.
53:57He is not sophisticated.
53:59The man appears out of nowhere,
54:02shoots the government minister right before my eyes,
54:04and then disappears without a trace.
54:05I'd say that was sophisticated.
54:06I'd say he was a genius, Tom.
54:08He is laughing at us.
54:09He is laughing at me.
54:11Why did no one else see him?
54:12It was a fucking press conference.
54:14There's a room full of journalists with cameras rolling.
54:16Why am I the only one who saw the suspect?
54:19Forgive the intrusion.
54:20I know this is a critical time for Operation Veritas,
54:23not to mention a sensitive one.
54:24Even so, all the more reason to waive the ceremonials.
54:27We'll do this over a simple handshake.
54:32Deputy Commander Carey,
54:33allow me to introduce Commander Pearson,
54:35our new head of SO-15.
54:44Hi.
54:46Noah.
54:47Pleased to meet you.
55:31That is the man that shot Isaac Turner.
55:34Okay.
55:35You and I have a rather important case to solve.
55:37The BBC are going to release the name at 10 o'clock.
55:40You can't say it's not in the public interest.
55:42If you want to be known for pushing fake news, Khadija, put it out there.
55:46I saw you kill Isaac Turner.
55:50And you know I did.
55:51I need your help.
55:53Why on earth do you think I'd want to help you?
55:56Because you care.
55:57About you.
55:58About matters of national security.
56:00I'm trying to bring it.
56:19Only one way through this, Rachel.
56:22Together.
56:24You
