00:00I am in the city of Haifa in a deep down underground facility of this city and in fact I'm
00:07taking you to the command and control structure, command and control center of this city where all the services, all
00:13the security management is being done in the city of Haifa.
00:17I am in a bunker which is many meters deep and in fact you can see the blast doors, blast
00:23gates here and in fact they close down in the time of any eventuality, in the time of any accident
00:29or any missile impact.
00:31In fact there are specialized arrangements. This is a special office for the entire city where all the important departments
00:38come together.
00:39You can see the map of Haifa city and in fact this is such a detailed map that you can
00:44find every structure, be it Senegal, be it stadium, be it hospital, be it port, be it airport.
00:50In fact the crucial port area of Haifa city, in fact the Haifa refinery, everything you can see here and
00:57this helps these city planners and these coordinators to plan their emergency response.
01:03In fact, I would like to take you inside this facility because this facility is working in this one quick
01:09time.
01:09This is, you can say, it's a war room, it's a war center where they are coordinating, the city is
01:15coordinating these response.
01:16In fact, this is yet another blast door. So they keep multiple arrangements in the city and in fact different
01:24offices, all the departments have sent their representative to this very place,
01:28to this nerve center, this coordination center, where you can see, be it IDF, be it home front command, be
01:36it other departments coordinating the emergency response of the city.
01:40And in fact, the Haifa port, Haifa refinery, everything which came under attack in recent days was responded by this
01:49very office only.
01:50And in fact, from city mayor to different representative of the Haifa government, they are present here, they mend this
01:58office around the clock and they manage and they ensure that within few minutes,
02:04there should be a response to resolve the issue, to reach out to any impact site if there is an
02:10impact.
02:11And in fact, in the last 37 days, if 100 houses were damaged, they have already managed to repair most
02:17of those houses.
02:18And this is how city want to show its resilience as well.
02:22And therefore, you see around the clock, the city is not only monitoring, but also responding.
02:28So let me take you to the command center and the place where they are monitoring everything.
02:37Many meters deep in the municipal corporation building of Haifa city, I am currently in the nerve center, the coordination
02:45center, the emergency response system of Haifa city is being run from this very place.
02:50And this is the command and control structure, command and control center of Haifa city.
02:55And yeah, there you can see the map of Haifa, a detailed map of Haifa where anything which is there
03:00on the ground can be seen in this map.
03:03And this will help, you know, this map helps people, those who are planning here for coordinating emergency response to
03:09plan how they need to formulate their response.
03:13And behind me, you can also see these multi-camera output.
03:17This is the output from every nook and corner, every part of Haifa city and everything is being monitored through
03:24these hundreds of CCTV cameras on this big wall.
03:28And they can take, they can capture, they can, they can locate any part of the city.
03:32And there you can see the most important strategic part of Haifa city, the Haifa port, Haifa oil refinery.
03:38In fact, the stadiums, hospitals, major infrastructure, the bigger view, even the Mediterranean coastline is quite visible here.
03:48In fact, every angle of the city's view is being monitored.
03:52And in fact, the larger picture of the city is also being monitored on the map.
03:57And they have these detailed view.
03:59The refinery is also there, which was targeted twice in last 37 days.
04:03In fact, the traffic is also being monitored.
04:06All the major infrastructure, including stadiums, hospital, residential apartments, major parks.
04:12This detailed view, and especially the monitoring of the skyline of Haifa city from different angles,
04:18helped, you know, city coordination center to monitor any incoming projectile and formulate their response.
04:25And this is how they coordinate.
04:27In fact, in this very office, which is being mended by people from home front command, from the IDF, from
04:32the city emergency services,
04:34from mediation teams as well.
04:36And you can see the different departments, their reporting time, how do they manage this schedule.
04:42And in fact, you know, the news outlets are also being monitored for any breaking news or any, you know,
04:49report.
04:49And in fact, this is a unique system which monitors every call.
04:54In last 12 hours, the Haifa city has received almost four missile alerts.
05:00And after that, they have received around 163 calls from different residents, different people from Haifa city.
05:08And in fact, they have already responded to 160 calls they have attended and three calls they are already working
05:13on.
05:13And in fact, there is a zero mark in green.
05:17This clearly shows that there is no severity.
05:19There is no emergency.
05:21And in fact, they are managing the city from this very room.
05:25And this shows that how the Haifa management or Haifa city administration is managing its emergency response,
05:33because that emergency response is the key for Haifa city to manage its response and to minimize the damage.
05:40It's a city of three lakh people, which is not a big number, but definitely it is very strategic.
05:46It's very important.
05:47In fact, from the economic point of view, after Tel Aviv, this is the most important city of Israel.
05:52And in fact, this city has a special connect in terms of the infrastructure investment from India as well.
05:57Because at the Haifa port, there is an investment from an Indian company.
06:01There are a lot of Indian workers who work here.
06:04There are Indian professionals who are working in Haifa city.
06:06And therefore, even at the liberation of this Haifa city, India shares a very historic relation with the city.
06:12And therefore, you know, if anything happens in the city of Haifa, then you get to hear its resonance back
06:18in India as well.
06:19And therefore, it is our effort to show you that how they are managing the city affairs.
06:25And in fact, you know, we have been told by the team here that so far in last 37 days,
06:31around 100 houses have been damaged.
06:33But they have already managed to repair most of these houses.
06:37In fact, many people have been shifted to the shelters, those whose houses were badly been damaged.
06:42But the city is being managed.
06:44In fact, the Haifa oil refinery is up and running.
06:48And all the damages sustained by the Haifa refinery have been repaired now and it is back in action.
06:55So this remains the spirit of Haifa's emergency response, Israel's emergency response in these conflict times.
07:01And the city of Haifa is facing a two-front conflict, a two-front challenge from Hezbollah, from Lebanon.
07:09And Iranian missiles are also targeting this very city.
07:13But this coordination center tells us that how they are managing, thwarting all those incoming projectiles and missiles,
07:21and also formulating their emergency response.
07:24Pranayapadhyay reporting from Haifa for India Today.
07:31Well, evidence-in-law.
07:31The city of Haifa hasn't been taken away from me.
07:32This is what are you?
