08:47who have stolen almost £200,000 worth of goods
08:50from supermarkets across the UK.
08:53They were just getting away with it time and time again.

10:13to go and steal certain items, almost to order.
10:18So they will target high-value items
10:21that will have a high resale price
10:23to get the biggest bang for their buck, if you like.
10:26And these OCGs are really well organised
10:30with a whole hierarchy of people within it,
10:33and they can be particularly difficult to tackle and disband.
10:39Tesco Security passed the case to OPAL,
10:42a National Police Intelligence Unit
10:44who targets shoplifting OCGs.
10:48There were about 20 in the wider group
10:50and there were further nine that we identified
10:51of who were kind of the highest impact to go after.
10:54We identified three that were Paran, Boya and Miran.
11:10These are the spotters looking out across the store,
11:12looking for the items to target
11:14and looking at where members of staff are.
11:18Here we have another male with a backpack entering the store.
11:26And we've got the two offenders in the same aisle now,
11:29but making no interaction with each other
11:32to avoid detection that they're acting as part of a group.
11:39We can see them out entering the lift with all of the goods.
11:45And very quickly, as soon as that lift door closes,
11:48we can see them loading up into his backpack
11:50as quickly as possible.
11:57Keeping a few items in the basket there
11:59to look like a legitimate shopper.
12:02And they walk with great purpose through the store
12:04and they're knowing exactly where they're going,
12:06know exactly how they're going to operate,
12:07paying for some items to look like a legitimate purchase.
12:11Leaving the shop here with a backpack full of stolen items.
12:24He's changed his backpack to try and not look like the same individual
12:28and he's gone back in again for a second round of goods.
12:31With this group, usually they'll use foil lined bags
12:35to make sure that the alarms don't go off when they exit the store.
12:50Here they are, they're back into the store again.
12:54Defenders are really brazen in our activities.

13:10she might well be looking to fill her bag here
13:12but she's not going to do that.
13:14We have her heading out to what is the clothing aisles
13:18which has got a little bit more coverage around her
13:21where she feels like she's less likely to be seen
13:24and stashing the basket underneath the clothes
13:27so that the other shoppers around her can't see what she's doing.
13:38The trio stole almost £200,000 worth of stock
13:42from Tesco stores across the UK.
13:47One of the key areas they targeted was Surrey.
13:53When I first realised how big the investigation actually was,
13:58I was lost for words.

14:44and they were just getting away with it time and time again.
14:48The three suspects seemed linked to 120 crimes,
14:52but police still needed to prove they conspired to steal
14:55on this industrial scale to bring the maximum charge.

18:3175 for theft and dishonesty offences, loads for committing offences on bail, committing shopliftings when he's on bail,
18:40fail to comply with the requirements of a community order, breach of a CBO, so he's not bailable.
18:55John is charged with three shop thefts and kept in custody overnight.

19:54And on that criminal behaviour order, we can put certain conditions on it.
20:00It can absolutely be certain areas, certain shops.
20:04We can include times a day, so they don't go in certain times a day.
20:08Whatever you can think of, even if it's out of the box to try and quell that offending behaviour,
20:13you can apply for, and it's up to the court whether they think it's something that can stop either the
20:18antisocial behaviour side of the offence,
20:20or the offence itself.
20:23Our ultimate hope is we'll get some sort of sanction for the shotlifting offence.
20:28It could be a custodial sentence and get the CBO through as well.

27:39with more than £4,500 from a single stealing spree.
27:47Often many lines of crime that they follow, retail crime being one of them,
27:54and the funds from that are often ploughed back into other areas of criminality.

28:34He pleaded guilty at court, and he got sentenced to a 16-week suspended sentence for 12 months.
28:40But a positive with that one is he got two rehabilitation orders,
28:45one in relation to his drug use, and the other in relation to alcohol use.
28:49So, hopefully, it'll put some preventative measures in place,
28:53because this is why he's offending to fund these habits.
28:56We were also successful in getting a two-year criminal behaviour order on him
29:01to ban him from the shops he's been offending in.
29:04So, that was a really, really good result.
29:07So, today's focus is going to be around arresting brother, who looks very similar,
29:12try and get hold of him for the offences, and look to charge and remand him to do.
29:30He's wanted for numerous offences, and we don't want him re-offending.
29:37A lot of the time, when they're normally unwanted by police,
29:40they will up their offending behaviour,
29:42commit more offences because they feel like they've nothing to lose.

38:53Cases like this for the offence of conspiracy to steal, they have particular challenges with CPS.
38:57I think due to the sheer scale of the offending, trying to prove and convince them of the scale of
39:02the offending was quite unique in that respect.
39:05A decision from the Crown Prosecution Service came back.
39:09All three suspects were charged with the harder offence to prove, conspiracy to steal, and remanded in prison until trial.
39:20They originally went not guilty, therefore, the case file had to have everything on, and this is a massive job.
39:28There were so many offences across the UK, and then maybe a week before the trial, they changed the plea
39:37and went guilty.
39:41Ferran received three and a half years.
39:49Ferran received three years and three months.
39:56And Boya received two years and 11 months in prison.
40:06We were really happy with the sentence.
40:08Following on from the successes that we got with the three main offenders, we saw offending from the group cease
40:13entirely.
40:14So it was really clear that they just weren't anticipating that kind of full-force policing response,
40:19the tactic of using conspiracy charges and such heavy sentences being weighed against them.
40:23So that was the kind of greater success for us, was kind of to disrupt all that wider offending as
40:27well.
