00:00At the end of the day, we're going to be a part of the Women's Month.
00:03We're going to be a part of the Women's Month in the National Fire Training Institute
00:09with Fire Senior Superintendent Christine Dr. Kula,
00:13acting director of the NFTI.
00:15Good morning, ma'am.
00:17Good morning, ma'am.
00:19Good morning, ma'am.
00:20Good morning, ma'am.
00:22Good morning, ma'am.
00:23Welcome to the Philippines.
00:24Ma'am, ma'am, ma'am, ma'am, ma'am,
00:34Actually, nag-start po ako bilang isang firefighter the year 1996 right after my graduation
00:41and passing the board examination for nursing.
00:49And after that, I entered the Philippine National Police Academy
00:52and I became one of the graduates of PNP 8, ang Lawlahi Class of 1999.
00:58And after that, tumalun po ako ng seven ranks to reach an officer rank.
01:03And after that, ito na yung dahan-dahan na pag-angat.
01:06And I'm almost 30 years in the service.
01:09Yun.
01:10Actually, this is really ironic.
01:45Actually, nung nag-field ako, year 20, 2000,
01:51nagsimula ako ng first female farm marshal of ganito.
01:54First provincial farm marshal of this province.
01:58Nakailan po akong first.
02:00So, this paved way pala.
02:01First and then, people came in already, other officers, followed after me.
02:26So, this inspired women like me that we can also do the same.
02:30How we have to build, unang-una, credibility mo.
02:34You have to be skills-oriented na dapat marunong ka sa mga bagay-bagay.
02:40So, this is a challenge for all women, for all female firefighters or females like me,
02:52You should capacitate.
02:53Pero syempre, mag-aaral ka ng maigi, mag-aaral ka ng mabuti,
02:56and then grab every opportunity na makapag-train ka.
03:00Parang last time, sabi, mag-training sa Taiwan, grab.
03:03So, these are calling pala.
03:06Sabi ni Lord, you enhance yourself.
03:07So, you have to heed to that call para makapasitate mo nga ang sarili mo,
03:12and then be like the men that they are capable of doing their jobs well
03:16because you capacitated yourself.
03:18So, sa mga bata, sa mga nag-a-aspire na maging gaya namin,
03:23balang araw, makaabot man lang ng 30 years,
03:25kailangan i-build mo yung sarili mo.
03:27And one of those building blocks is your character.
03:42we build on character.
03:57Kasi, ang tawag nila dyan is moral ascendancy.
04:07So, kailangan talaga,
04:09bata ka pa lang,
04:10ini-improve mo na,
04:11or binibuild mo na yung service reputation mo,
04:13para hanggang mag-retire ka,
04:15dala mo yun.
04:16Magandang sinabi mo, Doc,
04:17na yun nga,
04:18you keep capacitating yourself,
04:21you keep equipping yourself with skills,
04:23na hindi natatapos yung learning.
04:24Yes.
04:25It has to be continuous.
04:25It is a learning,
04:26continuous process.
04:27Continuous process.
04:28Now, bilang isang proud graduate ng PNP class,
04:31or PNPA class,
04:32ng Laulahi Batch 1999,
04:34paano po ito nakatulong?
04:36Ito yun yung training at karanasan sa PNP,
04:38sa inyong leadership,
04:39ngayon bilang director ng NFDI.
04:41Actually, nung kadete ako,
04:43ang turo naman sa amin,
04:45do not lie, cheat, or steal,
04:47or tolerate those among you
04:49na gumagawa ng kalukuhan,
04:52or gagawa ng kalukuhan.
04:53So, sa akin naman,
04:54lalo ngayon sa training institute ako,
04:56yun din ang nire-replicate ko sa kanila,
04:58na these are just basic.
05:00If you don't lie,
05:01if you don't cheat,
05:01you don't steal,
05:02you're just doing good.
05:04Kasi these are basic things
05:06that we should know,
05:07kaya meron po tayong wisdom eh.
05:09Yan ang binigay sa atin ni Lord,
05:10na we have wisdom
05:11to know what is right from wrong.
05:13So, if you're guided by this principle,
05:15everything will go smoothly.
05:17So, ito yung principles
05:19na natutunan ko sa PNPA,
05:20na hanggang ngayon,
05:21daladalo ko pa rin siya,
05:22and I can proudly share
05:24with my comrades,
05:25with my personnel,
05:27and also the trainees
05:28that undergo training at NFTI.
05:30So, NFTI kasi is under
05:32ng Philippine Public Safety College,
05:33which is under also the DLG.
05:35So, ang NFTI is
05:38the institute that takes care
05:40of all the trainings,
05:41mandatory trainings.
05:42Pag sinabi mong mandatory,
05:43hindi kasi siya mapapromote,
05:44hindi siya pag hindi niya in-undergo.
05:46Yes.
05:46So, kailangan niyong pagdanan.
05:48Yeah, these are prerequisites
05:49so that they will be promoted
05:50to the next higher rank.
05:52So, this is an opportunity
05:53na kung gusto mong ma-promote,
05:55eh, kailangan i-enhance mo
05:57yung sarili mo.
05:57And of course,
05:58also,
05:59kasama kasi dyan yung discipline.
06:01So, going back to the basics,
06:02the discipline that
06:03we have to instill in them,
06:05madadala nila yun
06:06hanggang nila,
06:06pagdating nila sa stations.
06:08And then,
06:08the people there
06:09na natatouch nila
06:10or they intermingle with,
06:13na-adapt nila yung good character.
06:14At the same time,
06:16yung success na makukuha mo,
06:18tama ba, ma'am,
06:19is fulfilling
06:20dahil you did not take any shortcuts.
06:23Yes.
06:23Tama ba?
06:24Okay.
06:24Now, ano po yung,
06:25from your perspective,
06:26Doc,
06:26ano po yung kahalagahan
06:27ng representasyon
06:28ng kababaihan
06:29sa pamuno
06:30sa larangan ng public safety?
06:33Actually,
06:33sa gender and development,
06:35ang tingin kasi namin,
06:36we are co-partners.
06:37Wala pong mas mataas sa lalaki,
06:39wala ding mas mataas sa babae.
06:41So, we are just co-equals.
06:42Kaya ngayong opportunities,
06:43it should also be equal.
06:45So, sa larangan naman namin,
06:47ano ba ang role namin
06:48ng mga babae?
06:49Kailangan
06:51supportahan namin
06:51ang mga males
06:52and then the males
06:53will support us
06:54because the success of one
06:55is the success of all.
06:57Kasi teamwork yan eh.
06:58Nakikita natin,
06:59may ibang rules lang talaga
07:00ang babae
07:01kasi siyempre
07:02may personal touch,
07:03may motherly touch,
07:04na pag nag-handle
07:05sa mga tao,
07:06kumain ka na ba?
07:07Kasi sa amin,
07:08sa stations,
07:09we stay there
07:10for more than 24 hours.
07:11We go on duty,
07:12dire-diretso yan.
07:13Kumisan,
07:14one week duty,
07:14one week off.
07:15So, nakikita mo,
07:16ano bang pangangailangan
07:17ng mga tao mo?
07:19Ganon din naman sa lalaki,
07:20pero iba talaga
07:21pag manpagnanay,
07:22andyan yung disiplinar yan.
07:24Bawal,
07:25bawal ang
07:26mag-inom sa estasyon,
07:27kasi stricto ang nanay eh.
07:28So, you enforce that.
07:30At the same time,
07:31yung sabi ko nga,
07:32yung women touch,
07:34yun yung siguro isang,
07:36pagdating naman na,
07:37pag naging leader ang babae,
07:39there's a different leadership.
07:41However,
07:42iba din naman yung leadership
07:43ng lalaki.
07:44Kaya sabi ko,
07:45pag win-win-win mo yan,
07:47there are difference,
07:48but the ultimate goal here is
07:50you give public service
07:51with the best of your ability.
07:53So, wala dyan sinasabing,
07:55mas mahusay ang babae,
07:56mas mahusay ang lalaki.
07:57We should work together.
07:58Yun po yung learning ko
08:00sa gender and development
08:01that,
08:02kumbaga sa parents ko,
08:03parenting yan eh.
08:04So, kailangan,
08:05we work together,
08:06parang nag-sasayo ka ng chacha.
08:08It's the same with public service,
08:10public safety,
08:10enforcing public safety.
08:12You do your roles properly
08:14and give your best
08:15in everything that you do.
08:15Shared responsibility,
08:17sabihan na it takes two to tango.
08:18Yes.
08:19Kasabay po ng National Women's Month,
08:20ang pagdiriwang ng
08:21Fire Prevention Month,
08:22ni Marso,
08:23paano ninyo nakikita
08:24mahalagang papel ng kababaihan
08:25sa larangan ng fire safety
08:27at disaster response.
08:29So, sabi ko kanina,
08:30pareho lang naman tayo
08:31ng trabaho niyan.
08:32Pero,
08:32ang babae kasi,
08:33pag nagturo ka sa mga
08:35studyanting mga bata,
08:36mas nakaka-relate ka.
08:38Pag sinabing ang
08:39one, two, three, zip.
08:40Di ba, zip?
08:41Pero pag nagturo ka doon
08:42sa mga bata,
08:43nakikinig sila kasi
08:44akala nila,
08:45teacher ka.
08:46Ayun yung mother approach
08:47ng pagtuturo
08:49ng fire safety.
08:50Nagagamit po namin yan,
08:51lalo na sa fire stations.
08:52Kasi usually,
08:53we give lectures
08:55in elementary schools
08:56or high schools
08:57and we go there
08:58as their teachers.
08:59So, mas na-appreciate nila
09:00pag babae kasi,
09:02unang-una,
09:02disiplinary yan.
09:03Mag sinabing
09:03one, two, three, zip.
09:05Di na, tatahimik na yan
09:06at makikinig na sila.
09:07So,
09:08we have different roles
09:09and for example,
09:10din sa emergency responses,
09:12mostly kasi ng nurses natin,
09:13mga babae.
09:14So,
09:15ibang aspeto din yun.
09:16And we see
09:18the roles of women
09:19as to
09:22enforcing public safety
09:23or giving public,
09:24ensuring the safety
09:25of the public
09:26na sa lalaki,
09:28may strengths din sila.
09:29So,
09:29we have different strengths
09:30and we make use of
09:31these strengths
09:32in fire safety trainings,
09:35in fire prevention activities
09:36and we just
09:38do our roles
09:39na makita namin na
09:41ang babae
09:41as strong as men.
09:43Yun.
09:44Pero ito pong sa
09:45fire prevention,
09:45speaking of fire prevention,
09:47ma'am,
09:47ano-ano po yung mga
09:48training, seminar
09:48o kampanya
09:50o kampanya
09:51na inilunsad
09:51ng NFTI
09:52para mas mapalakas pa
09:53ang kaalaman
09:53ng publiko hinggil dito?
09:56In
09:56our
09:58mandatory trainings,
09:59we have
10:00community extension services
10:01and
10:02one of the activities
10:03in the community
10:04extension services
10:05is yung pag-give
10:06ng information
10:07dissemination
10:08sa mga elementary students,
10:10sa mga
10:10less represented
10:12in the communities
10:13like we
10:13engage in
10:15people who
10:16have
10:17disabilities,
10:17mga
10:18PWDs
10:18natin,
10:19mga
10:19senior
10:19citizen,
10:20single
10:21parents.
10:21So nagbibigay kami
10:22ng lectures
10:23doon,
10:23we reach out
10:23to them.
10:24Actually,
10:24on Friday,
10:25we will be going
10:26to an integrated
10:27school
10:27na ang mga
10:28studyante
10:28dyan,
10:29mga
10:29indigenous.
10:30So we
10:31give lectures
10:31on fire safety,
10:32on fire
10:32prevention,
10:33and what
10:33is their
10:34role.
10:34In case
10:35na nasa
10:35school
10:36sila
10:36or nasa
10:36bahay
10:37sila
10:37at merong
10:37sunog
10:38na nakita,
10:39ano yung
10:39roles nila?
10:40Yun yung
10:40mga
10:41tinuturo namin
10:45we go
10:45there
10:46kasama
10:46po ang
10:46mga
10:47female
10:47or
10:48god
10:48advocates
10:49ng
10:49office
10:49po.
10:49Well,
10:50going back
10:51to your
10:51success,
10:52madam,
10:53sa inyo pong
10:54karanasan,
10:55ano po yung
10:55pinakamahalagang
10:56aral na
10:56you can
10:57share
10:57with our
10:58aspiring
10:59generation
11:00na gustong
11:01pasukin
11:01ng public
11:02safety
11:02service?
11:03Ang unang-una
11:04dyan is
11:05dedication.
11:07Women
11:08usually have
11:08sacrifices.
11:09Iwan mo
11:10yung mga
11:10anak mo,
11:11you cannot,
11:12sometimes you
11:13cannot attend
11:13special events,
11:15in their lives
11:15because you
11:16have to
11:16perform your
11:17job.
11:18So,
11:19sa public
11:20safety,
11:20kasi hindi mo
11:21na yan
11:22maiisip na
11:22ikaw ay
11:23nanay,
11:23na ikaw
11:24ay
11:24asawa.
11:25You just
11:26focus on
11:27your work
11:27na kailangan
11:28mo siyang
11:28gawin
11:29kasi maraming
11:30buhay
11:30ang nakadepende
11:31sa'yo.
11:31So,
11:32these are
11:32motivations
11:32also for
11:33younger
11:34generations
11:34that if
11:35you love
11:36your job,
11:36you can
11:37make
11:37sacrifices.
11:38Now,
11:38sometimes you
11:39have to
11:39explain that
11:40to your
11:40families
11:40na kasama
11:41ito
11:42at parte
11:42ito,
11:42kaya sila
11:43nakakapag-aral,
11:44kaya sila
11:44nakakamaling,
11:47nakakapunta
11:47sa ibang
11:48lugar kasi
11:48there are
11:49sacrifices
11:50to make
11:50and sometimes
11:51they just
11:52become
11:52part of
11:53the
11:53sacrifices
11:54and
11:54sometimes
11:55it also
11:56makes them
11:57grow.
11:57Well,
11:58nakikita po
11:59natin
11:59na dumarami
11:59na nga
12:00itong mga
12:00kababaiha
12:01na pumapasok
12:01sa fire
12:02safety
12:02at fire
12:02safety
12:03training.
12:03Ano pong
12:04ginagawa
12:04ng NFTI
12:05para mas
12:06hikayatin pa
12:06yung kababaiha
12:08na sumali
12:08o pumasok
12:09sa larangan
12:09ito?
12:10Actually,
12:11now,
12:11of the
12:1135,947
12:17BFP
12:18personnel,
12:19nasa
12:199,847
12:22ang babae.
12:23So,
12:23roughly
12:24nasa
12:2427.47%
12:26na o.
12:27So,
12:28panghihikaya
12:28dyan is
12:29mag-apply
12:30ng mag-apply.
12:30You take the
12:31opportunity
12:31na mayroong
12:33pagkakataon
12:33na may
12:34vacancies.
12:35Every time
12:36that there are
12:36vacancies,
12:36they are posted,
12:37you grab the
12:38opportunity.
12:39Kasi,
12:39hindi mo naman
12:40alam kung
12:40kailan ikaw
12:41naman ang
12:41matatawag
12:42ni Lord
12:42na o
12:42sumali
12:43ka sa
12:43BFP
12:44and that's
12:44already a
12:45privilege.
12:46Unang-una,
12:46hindi mo naman
12:46isipin
12:47kung minsan
12:47yan dahil
12:49gusto mong
12:50mag-serve
12:50the public.
12:51Ang unang-una
12:52dyan is
12:52kailangan mong
12:53magkatrabaho.
12:55Yan naman talaga yan.
12:56Bakit?
12:57It will be
12:57your bread and
12:58butter.
12:59So,
12:59once you
13:00enter the Bureau
13:00for Protection,
13:01you give your
13:02best na.
13:02Ayan na yung
13:03pag-motivate mo
13:04sa sarili mo.
13:05When they can,
13:06you can also
13:06do it.
13:07Just give your
13:08best and try
13:09every time.
13:09Pag hindi ka
13:10nakuha ng una,
13:11pangalawa,
13:12minsan kasi
13:12nakaka-sampung
13:13beses na mag-apply,
13:14hindi na kukuha.
13:15Pero eventually,
13:16dahil
13:17masigasig sila,
13:19nakukuha naman
13:19na sila.
13:20And then,
13:20they have to
13:21perform also.
13:22So,
13:22totoo lang sir,
13:23pag may lumalapit,
13:24may mga volunteer
13:25fire brigades,
13:25patulong naman.
13:26Sabi ko,
13:27sige,
13:27kasi we give
13:28priority also
13:28those who have
13:29trainings already
13:30na may experience
13:31sila sa firefighting.
13:32And,
13:33pag nakakapasok na
13:34nakakatawa,
13:34kasi last time,
13:35during the graduation,
13:37pagsaludo nung bata
13:38sa akin,
13:39ma'am,
13:39pasalamat ako sa iyo.
13:40Bakit?
13:41Kasi ma'am,
13:41ako yung volunteer
13:42fire brigade noon,
13:43nakapasok na ako.
13:44And,
13:44nakagraduate na siya.
13:45So,
13:46motivation nito,
13:47kasi,
13:48hindi lahat
13:49nakakapasok.
13:50Out of usually,
13:512,000 quota,
13:5220,000 ang nag-a-apply.
13:53Wow.
13:54So,
13:55maraming babae,
13:56maraming namang babae
13:56nakakapasok.
13:57So,
13:58motivate yourselves
13:59to keep on pushing
14:00and eventually,
14:01malay nyo,
14:02pagbigyan kayo ng
14:02dadhana na makakapasok
14:04and then you give your best.
14:05Right.
14:06Now,
14:06with that being said,
14:07bensahin nyo po
14:08sa ating mga kababayan,
14:09particular na sa ating
14:10mga kabataan,
14:11Pilipinas,
14:11na nangangarap
14:12na maging bahagi
14:12ng Bureau of Fire Protection
14:14o ng Uniform Service
14:15sa inaarap.
14:16So,
14:16sa mga kabataan,
14:18nagdaan din kami
14:19gaya nyo,
14:20unang-una,
14:21mag-aaral kayo
14:21ng mabuti.
14:22And then,
14:22meet the minimum
14:23qualification standards.
14:27Every opportunity
14:28that is given to you,
14:29you grab it
14:30because this may be
14:31your calling.
14:32Apply lang ng apply.
14:33And then,
14:34for every training,
14:35kung kailangan,
14:36mag-masteral ka na,
14:37advance yourself,
14:38you do it.
14:39Alam nyo ba,
14:39marami po tayo
14:40mga bumbero
14:41habang nagtatrabaho,
14:42nag-aaral,
14:43nagiging lawyer.
14:44So,
14:44just motivation na
14:45from being a non-officer
14:47then eventually
14:47they become officers.
14:49So,
14:49that's a good thing to know na
14:51you capacitate yourselves,
14:52you improve yourselves
14:53so that eventually
14:54if you want to become
14:56an officer someday,
14:58eh di,
14:58magandang opportunity yan
15:00na habang nagtatrabaho ka,
15:02pinapasawod ka ng gobyerno
15:03and then eventually
15:03become an officer
15:04and you become an asset
15:05to the agency
15:06you are serving.
15:07So,
15:07sa mga kabataan,
15:08mag-aaral po kayo
15:09ng mabuti.
15:10Sundi na mga payo
15:11ng mga magulang
15:12kasi wala namang magulang
15:13na nagsasabing
15:14hindi maganda para sa ito.
15:16Ang gusto lang na mga yan,
15:17makapagtapos ka,
15:18makapag-aaral ka
15:19at makahanap ka
15:20ng maayos na
15:20trabaho.
15:21And the Bureau
15:22for Protections,
15:23once you meet
15:25the minimum
15:25qualification standards,
15:27you are
15:28more welcome
15:29to serve
15:30the Philippines
15:32na mag-involve
15:34sa public safety.
15:36On that note,
15:36maraming maraming
15:37salamat po sa inyong oras
15:38at sa inyong inspiring message,
15:40Fire Senior Superintendent Dr. Kula,
15:42ang ating director
15:43ng National Fire Training Institute.
