03:24a classic case of Donald Trump boasting his military's progress while keeping options open
03:33a week ago Trump said the war will continue for four to five weeks
03:39we have the strongest and most powerful by far military in the world and we will easily prevail
03:49we're already substantially ahead of our time projections but whatever the time is it's okay
03:56whatever it takes we will always and we have right from the beginning we projected four to five weeks
04:05but we have capability to go far longer than that we'll do it
04:11It's been one week since then and Trump now says they are ahead of the initial timeline
04:16and the war will end very soon
04:20We're winning very decisively
04:23We're way ahead of schedule
04:27It's our military is the greatest in the world with the greatest equipment
04:30and the greatest people in the world is nobody's ever seen anything like it
04:34if we did not hit them they were going to take over the Middle East
04:38so we stopped it with good timing
04:42and we're very proud to be involved in this and it's going to be ended soon
04:47But before the world could breathe a sigh of relief
04:50Trump walked back on his comments saying while he could call it an end
04:54he is going to go further
04:57We could call it a tremendous success right now as we leave here

05:07Just days ago
05:08Trump said that he would not stop the war
05:11until Iran's unconditional surrender
05:14Tehran has outrightly rejected that option time and again
05:18but with global oil supply and shipping traffic on the line
05:21it appears Trump has had to change strategy
05:25He has signaled an end to the war
05:27but to maintain pressure on Tehran at the same time
05:30Trump opted for what he knows best
05:33another threat
05:34to hit Iran 20 times harder
05:36if it stops oil tankers in the Strait of Hormuz
05:41Trump's mixed messaging came on the back of his call
05:44with Russian President Vladimir Putin
05:46who offered proposals for a quick settlement to the war
05:55from the very beginning of this story before the military phase began
05:59President Putin proposed options for our mediation and good offices that could help reduce tensions
06:05Many of these proposals are still on the table
06:11Trump said after the call that Putin wanted to and could be helpful in ending the war
06:22Trump's flip-flops have put the war's timeline, nature, objectives and consequences all hanging in the balance
06:29And the world has been left scrambling for signs of when this massive military operation could end

07:09Joining me now straight from London is Martin Wolf
07:13Chief Economics Commentator at the Financial Times
07:17One of the world's most influential voices on how geopolitics and economics collide
07:22Mr. Wolf, let me begin with what's happening in Washington
07:28Donald Trump has governed largely through unpredictability
07:32With this Iran escalation, is the United States now injecting a level of uncertainty
07:39into the global economy that markets simply cannot price in?
07:47Yes, I think the answer to that is very simple
07:49It's yes
07:50I mean, nobody knows, as your introductory story showed
07:55what's going to happen next
08:01Because nobody knows what their aims for the war are
08:05And the statements that we've got from the administration are constantly changing
08:09Radically changing
08:10So nobody knows how long this operation will continue
08:14What might cause it to end
08:17And as has already been noted
08:21This has already stopped
08:26Tanker, trade, through the Straits of Hormuz
08:30Which is the most important choke point on anything in the world
08:34And as long as that continues
08:36The supply of oil and gas to the world economy will be drastically reduced
08:42And the result will be higher prices
08:45Higher inflation, tighter monetary policy
08:49Turmoil in stock markets
08:51If it's all seen as something that will go on for a long time
08:56But maybe it will stop next week
08:58Because Donald Trump will just say it's over
09:00And if America stops fighting
09:02Well, effectively it is over in a sense
09:05The Iranians have already said
09:07They will then stop attacking the Straits
09:11And it will be over
09:12So who knows what he's going to do
09:15Martin Wolf, is the global economy resilient enough to absorb that shock?
09:20The oil shock?
09:23I think there are sort of several answers to that
09:26The first answer is that it depends on how long it goes on
09:29So I've just done a column on this
09:33Which I report some research here in London
09:35Which analyzes the consequences of very little
09:41Something that's over in a couple of weeks
09:42All the way to something that continues for four months
09:45With, in addition, significant damage to the oil supply
09:50And if it's the latter case
09:52They argue we could have oil prices at $150 a barrel for an extended period
09:58We would have an 8% to 9% reduction in exports of world oil and gas
10:04And this would have significant effects on the world economy
10:10You mustn't exaggerate it
10:12It wouldn't be as bad as in the 70s and early 80s
10:15But it will be a very significant oil shock
10:18Probably reducing world GDP growth by 0.5% of GDP
10:24Half a percentage point of GDP
10:26Of course, if it goes on for a year
10:28Which does seem unlikely
10:30It will be much worse
10:31So the key question is
10:33We don't know how long this will last
10:36And we also haven't been tested at a world level
10:40With this sort of shock for a very long time
10:43We tend to think the oil economy is less important
10:48Oil is less important to the world economy than it used to be
10:51Because there are renewables
10:53And because we've reduced the energy intensity
10:56Oil intensity of our economy particularly
10:59Greatly
11:00And that will be helpful
11:01But we may be being too optimistic
11:03But my conclusion is
11:05If it's under
11:07If it's all over in a couple of weeks
11:10It'll be nothing
11:11If it goes on for four months
11:12We wouldn't notice it
11:14But it probably
11:15Probably wouldn't be a catastrophe
11:17So you're looking at a catastrophe
11:20Only when it will go on for a year
11:24Well, if the Straits of Hormuz are closed for a year
11:30It will be a very big economic shock
11:33We would find some ways around it
11:36But it's so central that
11:39And particularly if the oil
11:40You know, if you've got really big damage to the oil fields
11:44And the Gulf region contains
11:48Almost half of the world's reserves
11:50Though the production is much lower
11:52Then that will be very significant for the world economy
11:56So are we looking at the shock being felt all over the world
12:00Because much of the Gulf's oil ultimately powers Asian economies
12:03From Iran to China
12:05If this war drags on
12:07Will the real economic pain then be felt
12:09Not in the West
12:10But across the developing world?
12:12It will be felt across the world
12:15In the sense that
12:19The price rises will be for everybody
12:21This is less true for gas
12:23The markets are less integrated
12:25Because transport across continental boundaries
12:29Is more difficult
12:30With oil
12:32It's an internationally traded commodity
12:35So the price rise will be the same
12:36Essentially everywhere
12:39But the impact on economies
12:41Still varies very substantially
12:43Depending on whether countries are large net oil importers
12:47Or net oil exporters
12:49If you're a net oil exporter
12:51Like the United States
12:53This is not a shock to the terms of trade
12:56If you like
12:58Your national income is not reduced
13:01Though the price of oil goes up
13:03The value of your exports of oil go up
13:06So to simplify it a bit
13:10The net effect is mildly positive
13:13Then it's a distributional question within your economy
13:16Which you can deal with
13:18But if you are a very large net importer of oil
13:21Europe is
13:23India is
13:24China is
13:25Then you are going to be worse off
13:27And it will
13:28Affect your economy
13:30Not inconsiderably
13:31And if there are second round effects
13:34Because
13:34Monetary policies tighten
13:36To control inflation expectations
13:39And if stock markets
13:41And other markets
13:41Are adversely affected
13:42Demand in the world economy
13:44Will be reduced
13:45And you could possibly have
13:47A combination of effects
13:49Which would not be
13:50I think
13:51Catastrophic
13:52We're not talking about something like
13:54The financial crisis
13:56But it would be
13:57A significant negative
13:58For the world economy
13:59And these second round effects
