Congress President Mallikarjun Kharge has called for the reintroduction of paper ballot voting across all elections following the party's performance in recent Member of Legislative Council elections across four states, where Congress secured just one seat out of 28. Prime Minister Narendra Modi targeted the opposition party's electoral record, observing that paper ballots did not assist Congress in Karnataka. Rajya Sabha Member of Parliament John Brittas responded to the Prime Minister's remarks, urging the union government to bring back paper ballots if it believes they do not aid the opposition. Brittas also criticised selective statements on local elections, pointing to recent Kerala local body by-election results.

00:00Congress Chief Malik Arjun Kargay's first reaction on the Congress-MLC route.
00:05Congress Chief Malik Arjun Kargay insists on ballot paper polls.
00:09So after MLC pulled a battle across four states, Kargay dares commit to ballot paper polls.
00:14Out of 28 MLC seats, Congress managed to win just one in Maharashtra.
00:19And remember, Prime Minister Modi also took a jive at the Congress Party.
00:23He questioned Congress Party's poor performance and he said that,
00:27guess how many seats did the Congress win?
00:30And at that time, the Congress had not won any seats.
00:33But now they have been able to win a single seat in Maharashtra's Nagpur.
00:39But now Malik Arjun Kargay, despite the poor performance of the Congress Party in the MLC polls,
00:43which were held using ballot papers, he's insisting that ballot papers should be used in all the elections.
00:51And my colleague Moshmi is now joining us on the story.
00:54Moshmi, despite the performance that we've seen of the Congress Party in the MLC polls,
00:59in which they have been able to win just one seat out of the 28 in four states,
01:05the Congress President is adamant and is insisting on the use of ballot papers in all the polls.
01:14Let's take that question straight to John Brittas and we'll seek his reaction on that, sir.
01:20There is a lot of debate over ballot paper.
01:22And now Mr. Kargay has also demanded that elections should happen on the ballot.
01:27While the BJP is pointing out the dismal performance of the Congress,
01:33one out of 28 in the MLC seat elections.
01:35It's very interesting that the Prime Minister commented on the MLC elections in Karnataka
01:43and he went on to say that ballot papers have not helped the Congress Party.
01:49So now it is all the more important for Prime Minister to support our cause of bringing back the ballot.
01:55So if he feels that it's not going to help the opposition and the Congress Party or the India Bloc,
02:02let him forthwith take a decision that ballots will be reintroduced.
02:07So if he thinks that it's not going to benefit Congress Party,
02:11it should be all the more important for him to reintroduce ballot.
02:13Sir, you are spinning a complete web.
02:17The Prime Minister or the BJP, Deba, implies that ballot or no ballot, EVM or ballot,
02:23Congress is going to lose and they are crying foul.
02:26That's what the attack is as far as opposition is concerned.
02:31I understand.
02:32For the first time I am seeing the Prime Minister of this country
02:35commending on MLC elections which had two lakh voters.
02:43Those people who participated in the voting in the MLC elections in Karnataka
02:47was hardly two lakh people out of 4.5 crore voters there.
02:55Could you ever imagine a Prime Minister of this country commending about that?
02:59Then he should actually commend about the by-elections that happened,
03:03local self-cordies by-elections that happened in Kerala.
03:06It also had more or less this number.
03:08In that by-elections, LDF got 46%, UDF got 40%, NDA was nowhere.
03:16So he should not selectively come on to vote elections in this country.
03:20All right, not me.
03:20So that is how the Congress Party is still defined.
03:24They are still insisting that how ballot papers should be used,
03:27not just in MLC polls, but in fact in all the elections.
03:30That is what Congress Chief Malik Arjun Kargay is saying
03:33despite the poor performance of the Congress Party in the MLC polls.
