00:122023 and stepped up in April 2024. A review by AECOM for the North East Combined Authority
00:19found elements were deferred, including tower repairs and central motorway work. It warned
00:26of reduced benefits but said there was reasonable confidence the scheme would still deliver value for
00:30money. Council leaders say funding will be sought, the Liberal Democrat councillors have voiced concern
00:37and are seeking clarity on motorway commitments.
