At the India-Brazil Bilateral Summit in New Delhi, Brazilian President Luiz Inácio Lula da Silva expressed strong confidence in India-Brazil ties, saying Brazil looks at India with great hope. Addressing Prime Minister Narendra Modi, Lula stressed that deeper cooperation would strengthen the Global South and help prevent future Cold War-style divisions between global superpowers.

00:15And my dear friend Modi, it is a reason of happiness for me to return to this country
00:26for the sixth time. The meeting between India and Brazil is a meeting of superlatives.
00:33We are not just the two biggest democracies of the global south.
00:39This is a meeting of the world's pharmacy with the world's barn.
00:47And a digital superpower with a renewable energy superpower.
00:55We are both mega diverse countries and hubs of industrial, of the cultural industry.
01:02And we both defend multilateralism and peace.
01:07The invitation by Prime Minister Modi for this state visit and also to attend the AI Impact Summit
01:16shows the synchrony and mutual trust that binds us together.
01:23A few months ago, in July last year, I had the honor of hosting my friend Modi in Brasilia.
01:30His visit was a milestone.
01:33On that occasion, we restructured the bilateral cooperation agenda in five areas.
01:42Defense and security, food and nutritional security, energy transition and climate change,
01:52digital transformation and emerging technologies, and industrial partnerships in strategic areas.
01:59Today, in Delhi, in the year when we celebrate 20 years of the establishment of the Brazil-India strategic partnership,
02:08we are going into action.
02:11Therefore, the preparation of this visit involved the visit of my Vice President Giraldo Alcami
02:19and a business delegation last year.
02:22Also involved the early arrival of many ministers and 300 business people this week.
02:30We signed several agreements that provide concrete quality to our cooperation in these areas.
02:38It is notable the Indian evolution in cutting-edge sectors such as information technology,
02:45artificial intelligence, biotechnology and space exploration.
02:50They create a lot of cooperation opportunities with Brazil.
02:57And this translates our commitment with an agenda that places technology at the service of inclusive development,
03:06increasing investments and cooperation in matters of renewable energies and critical minerals
03:15is at the core of the pioneering agreement that we have signed today.
03:20At the level of the Global Biofuel Alliance, our countries are securing the due place for this technology
03:28in the climate agenda and global energy agenda.
03:33The establishing of synergies between the industrial hubs of health for our countries
03:40is also a central part of the bilateral cooperation.
03:44India and Brazil work side by side and have done so for decades in defending equal access to medication,
03:53above all generic medication, and also for health sovereignty at the World Health Organization.
04:02In this visit, few crews have signed several agreements for research and local production of strategic inputs
04:09such as vaccine for tuberculosis and oncologic medications, immunosuppressors and for neglected and rare diseases.
04:20There is also a great potential for cooperation in the area of smart hospitals,
04:26such as the hospital that Minister Padilla visited in Bangalore two days ago.
04:32In the area of defence, our aeronautic industry has been strengthening its presence in India
04:39as it can be seen by the opening of the Embraer office in Delhi.
04:45The trilateral agreement between Mazagon Dock and the Indian and Brazilian navies
04:54is going to be part of the maintenance activities for submarines of the Scorpion class and other military vessels.
05:03All of these efforts will help for us to reach the target that Prime Minister Modi and I agreed on
05:11last year
05:12of increasing our trade flow to $20 billion by 2030.
05:17In 2025, bilateral flow surpassed $15 billion for the first time in history,
05:27a growth of 25% in relation to 2024.
05:31We are moving forward so fast that we should revisit our goal of reaching $30 billion in exchange by 2025.
05:46And then depending on the Brazilian business delegation that actually came to India,
05:53we are going to continue with this bilateral relationship.
05:58The agreement to increase the validity of tourism and business visas to 5 to 10 years
06:06is an initial step to facilitate and increase the flow of people between our countries.
06:11In the same way, the Brazil-India Economic Forum will gather about 600 representatives from the private sectors
06:20from both countries looking for the many business opportunities.
06:26As a reply to the trade union lateralism, Mercosur, as well as India,
06:30recently concluded a free trade agreement with the European Union.
06:36Therefore, it is more than natural that Mercosur and India work so as to increase significantly
06:44the preferential trade agreement which we already have in force amongst us.
06:50My friends, a turbulent global scenario requires our countries to strengthen and deepen our strategic dialogue.
07:01I hosted the presidency of the G20 in Prime Minister Modi in 2024.
07:08I received the presidency from him.
07:10And this year, India received from Brazil the presidency of BRICS.
07:13This presidency flow between our countries is extremely beneficial to the interests of the global south.
07:21India and Brazil are crucial voices at the UN, at the WTO and G20.
07:29We are partners in building a multilateral governance which is more just, peaceful, governed by international law.
07:38Prime Minister Modi and I talked at length about how we can persevere the paths to peace.
07:45There is no possibility of having a fair, sustainable development in a conflicted world.
07:51As stated by Prime Minister Modi at the BRICS summit in Rio de Janeiro,
07:57it is impossible for us to run a 21st century software in old typewriters from the 20th century.
08:06Today, we emphasize our commitment with the UN reform, particularly of the Security Council,
08:14so that it may represent the interests from the global south and that have Brazil and India as natural candidates.
08:21Here it is important to remind the Indian and Brazilian press that for over 20 years,
08:27Brazil, India, Japan and Germany set up a group called G4,
08:33where we defend the increase of the UN Security Council,
08:39which is something that hasn't happened until now, but will definitely happen soon,
08:44because the UN needs more representation.
08:47The UN needs to have the force, the strength to interfere in the conflicts that we see throughout the world
08:53today.
08:54And if it is, you know, a body that doesn't operate, this will not survive.
09:00So we're going to continue to fight for the UN to be more representative with more countries throughout the world,
09:05and more, you know, Brazil and India as members of the Permanent Security Council.
09:10Increasing the categories of permanent and non-permanent members is an essential condition
09:15to provide legitimacy and efficacy to global governance amidst so many challenges.
09:22We support the efforts for the end of the war on the Ukraine.
09:26It is also urgent, important to alleviate the suffering of the Palestinian people.
09:32Brazil has really repudiated the attacks in Kashmir.
09:37We know that terrorism is not associated to any religion or nationality.
09:43Also, it cannot be confused as public security challenges that many countries face.
09:49These are different phenomena, and that should not be used as an excuse for intervention at the margin of international
09:58law.
09:59I reaffirm to Prime Minister Modi that Brazil is committed to maintaining and keeping South America as a zone of
10:07peace.
10:08After all, the only wars that humanity should engage in is the wars against hunger, poverty and environmental degradation.
10:18This state visit provides a new chapter for a long journey of bilateral cooperation between Brazil and India.
10:26My dear friend Modi, I would like to finish by saying to you, sir, that I am completely sure that
10:38the eyes of Brazil towards India is one of very hopeful eyes.
10:46In India, we have a country of a lot of similarities, despite the difference in the number of inhabitants.
10:54We have very similar problems.
10:56Our scientific and technological knowledge, they are closed.
11:01And if we work together, we are going to strengthen Brazil-India bilateral relation.
11:08We are going to strengthen our relation with America.
11:11And we are going to strengthen the global self so that we never, ever again are faced with a cold
11:21war between, you know, two big superpowers.
