00:00On Friday, the U.S. Supreme Court ruled that President Donald Trump violated federal law
00:06after unilaterally imposing widespread global tariffs last year.
00:11But while some have framed the decision as a loss for the White House, the president feels otherwise.
00:17While I am sure that they did not mean to do so, the Supreme Court's decision today
00:23made a president's ability to both regulate trade and impose tariffs more powerful
00:28and more crystal clear rather than less.
00:32I don't think they meant that. I'm sure they didn't.
00:35As such, the U.S. president has immediately moved to impose more tariffs on the entire world,
00:41this time under the Trade Act of 1974, a different provision from the law which he had used previously,
00:49which the court had ruled against.
00:52Therefore, effective immediately, all national security tariffs under Section 232
00:58and existing Section 301 tariffs—they're existing, they're there—remain in place, fully in place
01:08and in full force and effect.
01:10Today, I will sign an order to impose a 10 percent global tariff under Section 122
01:16over and above our normal tariffs already being charged.
01:21And we're also initiating several Section 301 and other investigations to protect our country
01:29from unfair trading practices of other countries and companies.
01:34The Supreme Court's decision, which Trump has labelled terrible, disappointing and ridiculous,
01:40did not indicate whether the over $130 billion collected will have to be refunded.
01:47Hundreds of billions of dollars, not millions, hundreds of billions of dollars.
01:52And so I said, well, what happens to all the money that we took in? It wasn't discussed.
01:57Wouldn't you think they would have put one sentence in there saying that
02:00keep the money or don't keep the money, right?
02:03I guess it has to get litigated for the next two years.
02:06The temporary levies take effect three days from now for a potential maximum of 150 days,
02:13following which congressional approval will be required.
