Jay Inslee of the Democratic party and Governor of Washington State vows that the presidency of Donald Trump will not affect climate action in the US. He was speaking at a high level meeting in Baku under the patronage of the UN Secretary General.

00:00There was no mincing of words by Governor of Washington State Jay Inslee as he tackled
00:07the elephant in the room.
00:09I know there's concern about the last election last Tuesday, but I want to make it really
00:13clear if you take anything home from this meeting.
00:16This election will not stop, will not slow down, and will not retard the absolute commitment
00:23of states to lead this battle against climate change.
00:27I'm a chair of the U.S. Climate Alliance.
00:28We represent 24 states, and let me remember, it's the United States of America.
00:34Those states are all jointly committed.
00:36We represent 60% of the entire United States economy.
00:40Many heads of state from the biggest carbon polluters including the United States and
00:44China have skipped COP 29 this year, but representatives are in attendance.
00:51Governor Inslee says many states are developing binding commitments to climate action.
00:56That is not going to be slowed down, and I'll make clear about this.
01:00Donald Trump can do anything he wants, but he cannot stop me from committing to climate
01:06change in my state.
01:07He cannot repeal my cap and invest bill.
01:10He cannot repeal my low carbon fuel standard.
01:13He cannot repeal the best billing codes in the United States.
01:17He referenced an incident last Tuesday committing that their efforts as it relates to climate
01:23action will not be derailed.
01:25We had some miscreants to try to repeal our Climate Commitment Act.
01:30This is an act that has created $3.5 billion that's going back to clean energy citizens
01:34in my state.
01:36We thrashed them.
01:37We defeated them.
01:39It was a tsunami and an earthquake by 62 to 38.
01:43Dr. Sabin Modoro, chair of the Network for Greening the Financial System, says the organization
01:49has been modeling certain scenarios, and one of those scenarios is what will a hot world
01:55look like in economic terms.
01:59Under the current policies, the GDP globally could be 15% lower by 2015 compared to a baseline
02:10scenario.
02:11And I'll just repeat, up to 15% lower by 2050 globally.
02:17And this is a number.
02:18And just to make sure that this number is well understood, this does not include tipping
02:24points.
02:25That does not include seawater rise.
02:29This does not include migration or other socio-economic issues.
02:37So the number might be even higher.
02:41But even with all the policies in place, studies show they are insufficient to keep warming
02:47at a 1.5 degrees Celsius increase by 2050.
02:52We are racing the clock.
02:53Violent weather is inflicting human tragedy and economic destruction worldwide.
02:59And efforts to limit the rise in global temperature to 1.5 degrees Celsius are slipping away.
03:06The comments were made at a discussion of the implementation of the high-level expert
03:11group on the net-zero emissions commitments of non-state entities.
