00:42Ano po ang role ng intellectual property pagdating sa mga ito?
00:49Babalik po ako doon sa ating National Innovation Act Strategy document na nakalagay po doon that innovation should be IP enabled.
00:57So kami po sa Intellectual Property Office of the Philippines ay ginagawa po namin yung aming mga pulisya at saka partnerships,
01:06including the one with the DICT na nilagdaan po noong January 26,
01:14na magpapatibay po sa kolaborasyon ng IPOPHL at ng DICT para po namin that we could contribute
01:21to the improvement of the digital infrastructure para po natin mapapatibay yung ating IP system
01:33that would enable our creators and inventors to produce more and high quality and especially IT products.
01:43Attorney, no? Excited ho kami, syempre, with this partnership with DICT, being the parent agency of CICC.
01:50Pero gusto namin malami sa inyo, ano yung mga konkretong reforma ang sinusulungo ng IPOPHL
01:55upang gawing mas competitive at innovation-driven ang ekonomiya ng ating bansa?
02:01Well, unang-una po, USEC, nung nagkaroon po tayo ng pandemic,
02:05the IPOPHL was one of the first agencies po naging fully online lahat ng frontline services.
02:12So, if you file for a patent, for a trademark, utility model, industrial design,
02:18it's completely online from filing to payment to the issuance of our certificate of registrations.
02:27And, ang ginagawa din po natin para po more accessible,
02:32meron po tayong mga, um, what we call regional, um, offices, um, desks, house in the DTI, um, regional and provincial offices
02:46para po yung servisyo po namin ay mapalpit namin po sa ating mga kababayan outside Metro Manila.
02:54Because we feel, uh, we believe that, um, if the services are accessible
03:01and, and our stakeholders know that IP registration and protection is important,
03:09ay mapapalago po natin yung innovation ecosystem natin.
03:13Okay. Attorney, para po mas maunawaan din ang publiko,
03:16paano po nakakatulong ang IP systems sa pagpapalakas ng MSMEs at creative industries,
03:21lalo na po sa pagpasok nito sa regional at global markets?
03:24And also, can you cite some examples?
03:25Ano po yung mga IP products and, uh, services?
03:28Okay. First, let me cite, um, what, really, what IP is.
03:36Yung intellectual property, ang tawag po namin dyan sa aming opisina ay yamang isip.
03:41So, marami po tayong malikhaing Pinoy, nakakagawa po sa ganang produkto,
03:46na servisyo, even, um, apps or IT programs.
03:51At gusto natin po, eh, mapaprotektahan nila yan just like a physical or a tangible asset.
03:59So, mapaprotektahan mo po lang yan pag nare-rehistro nyo po sa amin sa IPofill.
04:05Ngayon po, kaya namin yan, um, sinasabi na it's important because if it is not registered,
04:13kaya pong kunin yan ng kahit sino gagamitin nila at ibang tao na ang nakikinabang.
04:20So, para lang physical asset mo, babakuran mo siya or safeguard it through registration
04:26so that kung merong gustong mag-infringe, mag-counterfeit sa produkto mo,
04:32ay meron po kayong way of going after that person, that entity.
04:38So, pinapalagun po natin yan through awareness,
04:42through bringing the registration out there online,
04:46and also ensuring that dun sa enforcement naman,
04:50we work through the National Committee on Intellectual Property Rights
04:53na talagang sinusulong natin na mapaprotektahan natin yung IP rights.
05:00So, ginagawa po natin yan, like you were asking for examples, ano po?
05:05So, dun sa example, pwede po natin i-ano, if for our MSMEs,
05:11pag meron po silang bagong produkto,
05:14for instance, pumunta ako dun sa Likha Exhibition Halls,
05:18ang dami-dami po dun, let me just cite food items, no?
05:21Nakalagay yung merong, yung sagon na nakalagay na sa isang kahon,
05:28na nandun na po lahat na very easy to prepare.
05:32Ngayon, to protect that, para hindi siya gagamitin ng ibang tao,
05:36register your trademark, and register as well your recipe dun sa amin.
05:43It could be through a utility model,
05:47because wala naman po yung inventive step pa.
05:50So, register it so it can be protected.
05:53Pag kayo po ay magtitinda in the domestic market,
05:57kahit sa international markets,
05:59if you're registered here,
06:00and registered as well in the market where you are selling your product,
06:04eh, mapoprotektahan po kayo dun sa gustong mag-infringe ng produkto mo,
06:11or gagamitin yung marka mo na walang pahintulot sa inyo.
06:15Importante po yan, kasi kung hindi mo paprotektahan yan,
06:19yung gumagawa, hindi niya mapapakinabangan,
06:23because when that person or that MSME commercializes it,
06:30tapos ninakaw sa kanya, kinuha ng iba,
06:33hindi na niya mapapakinabangan, hindi na siya kikita,
06:37hindi na din sila mamaiinggan yung gumawa pa ng ganong produkto.

06:45alam namin yung challenges from the perspective of cybercrime,
06:48at saka lalong-lalo na pag magpapatakedown tayo,
06:50at saka magbablock tayo ng mga contents.

07:00na umiireal sa inter-intellectual property at trade policies ng Pilipinas?
07:04Okay, Yusek, sasagutin ko yan two-fold.
07:11First, syempre kailangan po namin,
07:14dun sa mga proseso namin on the administrative side,
07:17we can leverage ang technology.
07:20Kasi nga po, kahit yung sa mga pinatawag natin nag-search,
07:24mag-search tayo dun sa mga databases for trademarks,
07:29for patents, e kailangan po natin yung informasyon po na yan.
07:35So, yung sa proseso po namin na online,
07:37sila lahat,
07:38we also need to leverage ang technology
07:41para magiging CTM-less,
07:44at saka accessible and dependable,
07:46at meron din naman siyang security, no?
07:49Na hindi siya kayang i-hack na lang pong kani-kanino.
07:53On the policy side naman po,
07:56yung aspect ng technology,
07:59meron din po kaming pinag-aaralan in terms of policy
08:02who owns the IP
08:05if there is, you know,
08:08artificial intelligence that is used in creating that IP.
08:14Kailangan po din natin yan na magagawa ng pulisiya.
08:18We, of course, are looking at the AI,
08:22na strategy map that was issued by the National Innovation Council.
08:29Syempre po kami, yun yung basihan din namin sa aming
08:32own IPOFIL AI strategy map.

09:04that their movies are being illegally streamed,
09:07walang pahintulot po sa kanila.
09:08And doon sa aming enforcement office,
09:11ay nakikita po na talaga naman pong merong piracy na nangyayari.
09:17We informed the National Telecommunications Commission
09:20and tinitakedown nila,
09:22voluntary takedown po yan
09:24because it is a cooperation also between the internet service providers
09:29and the National Telecommunications Commission.
09:32So, gumagawa po tayong bang na ganyan
09:34para ma-address yung mga piracy concerns.

09:53Well, the primary purpose really is to be able to enhance
09:58institutional collaboration.
10:01We would like to work with the DICT
10:03kasi nakikita po namin yung role
10:04ng strong and robust IP system
10:07is important for the DICT's really thrust
10:15to be able to bridge the digital divide,
10:17to be able to also improve connectivity.
10:20So, on our part, kami po sa IPUFIL,
10:23kami po yung tumatanggap ng mga application,
10:26for instance, mga patents.
10:28It could be IT apps,
10:32patents or utility models
10:35that use IT,
10:38intellectual,
10:39I mean,
10:41internet,
10:42internet-enabled apps.
10:46So, ang anong namin doon,

10:50yung tumitingin po doon sa application,
10:53ay also very knowledgeable
