37:15Mr. Yeltsin took a page out of Mr. Clinton's recent script emphasizing how U.S. economic aid to Russia will benefit Americans as well.
37:23In supplying food, technologies, goods, etc., etc., you do create additional workplaces, additional jobs in the United States.
37:36So these are not Christmas presents, I put it to you.

37:39So this is policy and major policy making.
37:43The package of aid the two men agreed on here today involves a total of $1.6 billion.
37:47Almost half of that, $700 million, is in the form of agricultural accredits,
37:52which would allow Russia to buy American grain and other foodstuffs.
37:56Some of the other money will enable Mr. Yeltsin to repair Russia's old and dilapidated oil industry
38:01and to build housing for soldiers being recalled from Eastern Europe and the Baltic States.
38:07Now, Mr. Yeltsin heads home.
