00:00The cost of parking your car in Liverpool's city centre will go up later this year after new plans were signed off by the City Council.
00:09As part of an annual review of fees and charges, Liverpool Council's moving ahead with increasing the price of on-street parking spaces by as much as 20% in some places.
00:18It was confirmed last year that after a lengthy delay, free parking after 6pm would come to an end, meaning all on-street spaces within the city centre would have charges applied until 11pm.
00:30Despite almost 90% of respondents indicating they were against the move, Council has pressed ahead with the change, arguing it would standardise parking across the city centre.
00:40After consultation with businesses, the Local Authority's Cabinet has also confirmed now the length of stay for any space will increase to five hours after 6pm.
00:49In a report to be considered by Council leaders, the wider increase of fees and charges will support financial recovery and sustainability for the Local Authority.
00:57Studies by the Council said the prices being sought indicate the charges remain competitive compared to other core cities and private sector operators.
01:08Leaders have endorsed an increase to the price of a parking ticket by an average of around 11%.
01:14This means a 30-minute stay in the city centre will increase from £2 to £2.30, with an hour going up to £4.40 from £4.00.
01:24A two-hour bay will increase from £6 to £6.50.
01:28Parking before 6pm will be limited to four hours maximum stay, increasing to five hours after following consultation with businesses, particularly around the Hope Street area.
01:38This will affect Hope Street itself and Blackburn Place, Faulkner Street, Catherine Street, Maryland Street and South Hunter Street as well as Caledonia Street.
01:47This charge will rise from £10 to £10.60 from the 1st of April.
01:53Council-owned car parks, including at Mount Pleasant, Victoria Street and the M&S Bank Arena and Paddington Village, are also expected to go up by an average of more than 8%.
02:02Councillor Nick Small, Cabinet Member for Growth and Economy, said it's welcome to introduce the increase to five hours parking after 6pm.
02:11It shows we've listened to hospitality, especially around Hope Street and pre-theatre venues.
02:17Councillor Small added how this would help bring more money into the city, with people able to stay longer during the evening, describing it as a win-win.
02:25He added, we still need to bring this in line with core cities' average and ensure they remain competitive.
02:33According to the Council's analysis, forecast suggests an under-recovery of total parking and enforcement income against a budget of more than £4 million.
02:41This includes almost £2.8 million in unrecovered pay and display income.
02:46The current monthly receipts for pay and display parking are thought to be just under £1 million and are unlikely to fully recover over the remainder of the year, prompting a review of the charges.
