00:00Prime Minister Sébastien Legrandu has said he will use the Article 49.3 as opposed to the legally untested
00:06ordonnance measure which was previously on the table. So first of all, what is this Article 49.3?
00:12Well, we've seen it before. Essentially, it's a measure that enables the government to push through the
00:182026 budget without an approval from Parliament. But there is a catch and that's that it could trigger
00:26a vote of no confidence. So the process will begin tonight on Tuesday when the Prime Minister
00:30will put forward the motion to the National Assembly and the opposition will then have 24 hours to file
00:37a vote of no confidence. This whole process will happen three times throughout the three stages of
00:44the budget. The first stage is the tax part of the budget. The second part is the spending and the
00:49third part is a vote on the adoption of the budget as a whole. So essentially,
00:55Sébastien Legrandu will face three separate votes of no confidence and each time he could be kicked
01:01out of office. So why is he taking this risk? Well, he's made a deal with the Socialists. He's made
01:06major concessions with the party last week to ensure that they don't vote against him in a vote
01:13of no confidence. This is absolutely critical for French politics. We're at a critical moment
01:20because France is currently running on an emergency finance law, which is essentially an emergency kit
01:25which enables it to pay for essentials like the police and hospitals, but it can't make any major
01:31investment. So the government is hoping that it will survive these three firing squad votes in
01:37Parliament so that it can finally put through a budget by mid-February and get itself out of this
01:43emergency situation.
