00:00The United Nations will be choosing its next Secretary-General this year.
00:04Antonio Guterres' replacement will serve a five-year term starting from the beginning of 2027.
00:10But selecting the next symbol for the United Nations ideals will be a complex process.
00:16This week, the President of the World Bodies General Assembly, Annalena Baierbock, called for nominations.
00:22It is a choice that will determine how we address pressing global challenges,
00:28from conflicts and climate change to inequality.
00:33We need someone who is up to the task at hand,
00:38who can chart a path to the future while passionately defending the principles of our Charter.
00:46So how does the UN go about choosing its next Secretary-General?
00:49And might it finally get a female leader?
00:52Candidates first have to be nominated by UN Member States by April 1st this year.
00:59Nominees will then take part in so-called interactive dialogues, which will be broadcast online.
01:05That gives them a chance to present their vision and take questions.
01:08So far, only one candidate has been formally nominated.
01:12Rafael Grossi is a veteran Argentine diplomat who serves as Director-General of the International Atomic Energy Agency.
01:19Two other publicly declared candidates have yet to be formally nominated.
01:25Former Chilean President Michelle Bachelet also previously served as the UN High Commissioner for Human Rights.
01:33While Rebecca Grinspan is the former Vice President of Costa Rica,
01:37and currently serves as Secretary-General of the UN Conference on Trade and Development,
01:42both potential candidates will be nominated by their home countries.
01:45In the UN's 80-year history, no woman has ever served as Secretary-General.
01:51But in a resolution adopted in September, the General Assembly encouraged countries to, quote,
01:57strongly consider nominating women as candidates.
02:01Though Grinspan says that's not helpful.
02:04We don't need a special treatment.
02:06What we are really asking for is no discrimination.
02:11Once member states have put up their nominations, the UN's 15-member Security Council steps in.
02:18It will hold secret ballots, called straw polls, until a consensus is reached on a candidate.
02:24Ultimately, the five permanent, veto-wielding council members must agree on a candidate.
02:30That process could take multiple ballots, as was seen with Guterres' appointment.
02:35After our sixth straw poll, we have a clear favourite, and his name is Antonio Guterres.
02:40The Security Council's choice then has to be approved by the General Assembly,
02:45though that's usually a formality.

02:49The UN Charter calls the Secretary-General the Chief Administrative Officer of the World Body.
02:55Currently, the UN Chief oversees thousands of civilian staff and 11 peacekeeping operations.
03:01The core annual United Nations budget is $3.45 billion, while the peacekeeping budget is $5.4 billion.
03:10Only the Security Council can authorise military force or sanctions,
03:14while the UN Secretary-General can merely advocate action.
03:18Many diplomats say the five Security Council veto powers prefer a Secretary rather than a General.
