02:31This morning, he posted that he canceled a second wave of attacks against Venezuela because of cooperation from the country's new leaders.
02:39Meanwhile, Democrats warn Venezuela may not be the end of it, pointing to Trump's comments about Greenland and elsewhere.
02:46The resolution still faces long odds.
02:49The House would have to pass it, and Trump could then veto it.
02:53But the message from the Senate is clear.
02:55Congress is no longer willing to stay silent as the president signals a broader use of American power abroad.
