02:29We're just seven days away from Christmas Day.
02:33I'm DJ Moises.
02:35And welcome to Beyond the Headlines.
02:36Here are our top stories for today.
02:40Cebu's wealth boosted by land appraisals,
02:43Governor says.
02:45Metro Cebu commuters face longer travel times
02:48amid seasonal congestion.
02:51Cebu City launches free holiday bus rides to ease commuter burden
02:56and canceled, scheduled power interruption in Naga City, Cebu on December 22, 21.
03:03We have plenty to talk about today.
03:06But first up, Cebu province has again been named as the richest province in the Philippines
03:12in the Commission on Audit or COA's 2024 Annual Financial Report,
03:18marking the 11th consecutive year it held this distinction.
03:23But before we go any further, let's ask the most basic, most honest question.
03:32Do you personally feel that Cebu is a rich province?
03:37Sa matagbuntag na matagbuntag na mataka, does life in Cebu feel easier or heavier?
03:44And as a commuter or worker, kung musakay ka jeep, do you feel any benefit from Cebu being rich?
03:53And has your life improved in the past years because Cebu is considered wealthy?
04:02Drop your comments now.
04:04Dilini Pamulitika, ng mga pangutana.
04:06We just want to hear your real experiences because today,
04:10it's not just about what the numbers say,
04:13but about how life actually feels for Cebuanos.
04:16In the COA report, the province recorded a net worth of about 336.42 billion pesos,
04:25backed by a total assets of roughly 339.85 billion pesos.
04:33Cebu Governor Pamela Baricuatro attributed Cebu's status as the wealthiest province in the Philippines
04:39to the inclusion of land appraisals in its asset valuation.
04:44She pointed out that much of this wealth is tied up in high-value lands and unused properties,
04:52which may be why many residents don't feel the benefits of Cebu's rich status in their daily lives.
05:00She also said she had discussed the matter with other governors,
05:04who reportedly admitted that land appraisals were not reflected in their asset valuations.
05:10Let's watch this short interview with Governor Pamela Baricuatro as she comments on this matter.
05:17What is your comment on the COA's report that Cebu is the richest province?
05:23Yeah, from what I've always talked about this during the campaign,
05:27the appraisal of land was included.
05:30What is your comment on the COA's report that Cebu is the richest province?
05:35Yeah, from what I've always talked about this during the campaign,
05:38that the appraisal of land was included.
05:50So that's why it's higher compared to the other provinces.
05:55We're the only ones that did it, but they get away with it.
05:59So, because I was just talking to the other governors,
06:01they didn't include the appraisal of lands in their assets,
06:06so mawag na, taas kayo ang sub-subok.
06:09And what's the point?
06:11We have all the assets we're not making use of it.
06:14So, mawag na-feel sa mga tao,
06:16ang atong pagka-reach kay,
06:19naano liha atong lands,
06:20at high-value properties na wala ang gigamit.
06:31So, on screen, you would see her reaction
06:53when she heard about that result.
06:55So now, for our viewers,
06:57you have seen two sides of the story,
06:59and we would like to hear what you have to say about the matter.
07:05Does this ranking make life easier for you and your family?
07:11Do you see real benefits in public services, roads, or transportation?
07:17Does Cebu's prosperity make it easier for families to dream,
07:22save, and plan for their children's future?
07:26And finally, from your daily experience,
07:30sa matag-adlaw ni mo nga pagmata,
07:33do you truly feel that Cebu is a rich province?
07:38Please comment below and share your experiences.
07:41Would be interested to hear your thoughts.
07:45We are the country's richest province,
07:48but what matters most is how wealth touches everyday lives.
07:54And speaking of stories that hit home,
07:57as Christmas season picks up in Cebu,
07:59and holiday activities reach their peak,
08:02motorists and commuters across Cebu City and Mandawe
08:06are experiencing worsening traffic congestion
08:09that is testing everyone's patience.
08:14And to give us a closer look at how holiday traffic
08:17is really affecting commuters on the ground,
08:19we go live to Cherry Ann Virador,
08:22who's been on the streets of Cebu City
08:24covering the congestion firsthand.
08:28So, Cherry, kumusta?
08:37So, Cherry, I think we still have to adjust
08:40so that we can hear you clearly, no?
08:43Hello?
08:45Yes.
08:45Hi, Cherry.
08:48Hello, DJ.
08:50Yes, mayang hapon.
08:52Mayang hapon.
08:53Yes, so kumusta naman din na?
08:54How are Cebuanos coping with the holiday rush?
08:57Okay.
08:59So, the Cebu City residents and people
09:02are being urged to prepare for health care
09:06than mismatch traffic.
09:07All people secure those with holiday food.
09:10Well, as the local government dropped up measures
09:14to be managed from conventions
09:16during one of the business time of labor.
09:19Mag-graduate kit,
09:20between the City and Mandawe
09:22did you know,
09:23even the big hours
09:24naagya doon ang profit
09:26at napahimang mo
09:28si Cebu City members
09:30to achieve ang
09:31sa asin ng limitations
09:33sa Esnotabal
09:34sa holiday season
09:36na ang mga tao
09:37mga gawal

09:41and that was
09:42and mauna ang nga huido
09:43ang maunang gabi
09:45out traffic
09:46for today's holiday season
09:48So, although
09:50Archibald acknowledge
09:52that the
09:52increase in vehicles
09:54and the streets
09:55is

13:14So, wala lang silang naliklamo kayo.
13:18He themselves is also a couple things na naka-experience anak.
13:23So, wala lang silang naliklamo kayo.
13:30Hello, Cherry Murag.
13:37Wala na guba ang Christmas atong commuters, but Murag nagubah ang imuang sound.
13:42Hello?
13:43Yes, Karol Madunga na.
13:45So, you were saying para dili magubah ang ilang celebration.
13:48That was what you were saying?
13:50Uh-huh.
13:51Yeah.
13:52Uh-huh.
13:53Sige.
13:54Yeah.
13:55So, what I'm saying is that I interviewed some of the commuters and they said,
14:06it's normal for them to experience this kind of traffic.
14:10You know, it's holiday season and it's normal ang mga tao kay Manggao was good.
14:16No, actually, that's always been a typical characteristic of every Cebuano or even every Filipino in general.
14:25That's why we are known to be resilient.
14:27But I'm also hopeful that at least our government leaders will use that resilience to inspire them to provide better services.
14:36Because as you also said, and which I agree, it is normal for people to go out during the holiday season.
14:43So, it's also normal for our government leaders to already forecast this peak because we see this year on year.
14:50So, Cherry, before I let you go,
14:52Yan.
14:53Nakadawat man po siguro kasi mo ang 13th month just like the rest of the commuters.
14:57Kunsa ba yung ma-advise ni mo sa ito ang mga commuters?
15:00For them to be able to still have a Merry Christmas in spite of the traffic and the congestion that's testing their patients.
15:09Okay.
15:10I, as a commuter myself, no, I encourage everyone to do not go out of death.
15:20It's important.
15:21And if travel is unavoidable, the best thing to do is go outside before the peak hours to avoid being stuck in heavy traffic.
15:33Also, the motorists are also encouraged to take other alternative routes.
15:38If na sila'y makita nga routes na hindi kaayot traffic to avoid lighter traffic at the exercise patients.
15:44So, maorag yun ako ang ma-advise nila.
15:47As for the city government, no, they are doing their best to make the traffic smoother.
15:54We are doing their best.
15:59Especially that according to Cebu City Council, Merwin St. 52, Chairman of Transportation,
16:07na usasad sa nakatraffic ang, usasad sa nakatraffic is because ting klasi pa.
16:13So, meaning, dahil pag mga students na nasa ng mga schools or during sa mga ting-uli na,
16:20biha na ang gradual traffic.
16:21So, he assured that after siguro sa ilahang klase, malighter na ang traffic.
16:26And as for Cebu City Mayor, Mr. Archival, he said that ilahang i-player ang mga major troopers.
16:36Di bawal nila ang mag-park hindi sa dalan.
16:40And if na amang gano'ng, they will make it, they will, they will, um,
16:45give submissions and ilang ito ang truck or ilang i-clap.
16:49So, aron, maon ay lahang mga measures,
16:52mga short-term measures na ilahang di-implement karoon for the holiday season.
16:57Sige, salamat kayo, Cherry, ha?
16:59Okay. Thank you, DJ.
17:01And thank you sa itong mga viewers sa Sunstar Beyond the Headbands.
17:04So, that was Cherry Ann Virador, no?
17:07Ang correspondent sa Sunstar.
17:09And I would agree with what she said na itong iyang tip.
17:13We will have to use the app ganit when it comes to kanang directional or map nga kanang apps.
17:18Not just for direction, but also for us to be able to know which roads to avoid.
17:23Kaya makitan magin na itong nga red siya.
17:25So, if there are alternative roads, then might as well utilize those roads.
17:29The other thing said, that's one of the reasons why
17:32a lot of the malls these days giextend na nila until 10 o'clock in the evening.
17:37So, that para dilita magtapok tanan early in the evening.
17:41So, katong mga gustong mo avoid because I know that you are buying a lot of gifts.
17:46And I hope apidunin ninyo sa inyong mga gipamalit.
17:50But seriously, then avoid also kanang the rush like kanang 6pm, 7pm, or 8pm.
17:56Because what I normally do is I would start the buying at 9 o'clock.
18:01And manotis man said ako nga, there's not much people anymore and the lines are no longer just as long.
18:07So, yes, this is a good time for us to just exercise our patience, understand one another.
18:12Because at the end of the day, this is the season of giving.
18:16But I still wish that our leaders will also take our resilience and our patience
18:21as an inspiration for them to prepare better.
18:24Because balik balik magid din Christmas season.
18:27So, as the holiday rush continues to test patience on the road.
18:31We look at a development aimed at easing the daily commute for thousands of Cebuanos.
18:39The rollout of free electric buses for Cebu City commuters.
18:45Cebu City is set to introduce free electric buses and coasters for commuters
18:50in response to long-standing public transport challenges and growing frustration over daily travel woes.
18:59This initiative aims to provide no-fair rides and modern eco-friendly transport options
19:06to help ease congestion and commuting costs for workers, students, and everyday passengers.
19:13Mayor Nestor Archibald cites that as the city answers to public demand for better commuting services,
19:19and while detailed route information and full implementation timelines are still being finalized,
19:26and I hope ma-finalized siya before end ang December,
19:30the program reflects the city's broader push to modernize transportation,
19:36reduce reliance on older vehicles, and offer more accessible mobility solutions for residents.
19:46So, again, I hope ang atong mga viewers, please, join us here in the conversation.
19:53So, will these free buses ba make a difference in your commute?
19:57Okay, we would like to hear your thoughts also, okay?
20:00Even if nai mga limitations, and kanimagong traffic problems na to,
20:03these are also compounded issues.
20:05So, to be fair with the current leaders, di magid nila ma-solve po di yun ang problema overnight, no?
20:11Given that these are also problems that are created over time.
20:15So, this is also a good feedback that we can give to our leaders.
20:18So, kaning mga free buses ba, eco buses that are being provided by Cebu City,
20:23we'd like to hear your thoughts whether they can really make a difference in your commute.
20:29And if you could improve public transport even more,
20:33So, what do you want to do first?
20:36Do you think initiatives like this help Cebuanos, no?
20:51Truly feel the wealth and progress of our Cebu province?
20:56And of course, I will not let this segment end, no?
20:59Without also tying this to the bus rapid transit.
21:03Why are we not making the most of the BRT buses, no?
21:06And what's delaying the implementation?
21:09This would have been the perfect time to test its effectiveness, no?
21:14Dahil daas ba na nga ito ang commuter volume.
21:16So, we would be able to see on ta, no?
21:18Kung makamake ba gini siya o difference to the lives of everybody or every Cebuano commuters.
21:24And as we talked about earlier, progress is not just measured in new programs or big rankings.
21:31It is measured in how well our basic services such as transportation are maintained and delivered.
21:41So, finally, we take a closer look at a scheduled maintenance by VECO
21:46and how it might affect households and businesses across the city.
21:51So, this is good news. This can also be bad news. It depends on you.
21:56But there is a canceled scheduled maintenance, no?
22:01So, please be informed that the scheduled power interruption on December 20 and 21,
22:06that's this weekend, Saturday and Sunday, will be canceled due to technical constraints.
22:13So, unsa man yung mga lugar that would have been affected kung nadayon ni siya.
22:18So, katong gi-announce na katong 8pm to 4am sa Barangay Lanas and Uling,
22:26di li ito siya madayon, no?
22:28So, katong gi-announce na to nga scheduled power interruptions sa Lanas, Uling, Naga City along Naga Uling Road, di li ito madayon.
22:38So, this is good news, no?
22:41But still, it depends, no?
22:44Because that could have also been better services, no?
22:47So, we will keep you posted, okay?
22:49The intent also of VECO is to maximize opportunities for every Cebuan, no?
22:54To have the most or to make the most of the holiday season.
22:58So, that's a look at life here in Cebu.
23:04Now, from the rankings that name our province, the richest in the country,
23:09to the challenges of holiday traffic and solutions like free electric buses
23:14that aim to make everyday commuting easier for residents.
23:20At the end of the day, progress is only meaningful if it reaches every Cebuano,
23:26touches homes and families and communities, and makes life easier for all of us.
23:33So, I'm DJ Moises.
23:35Thank you for staying with us today.
23:39Don't forget to share your thoughts.
23:41We want to hear your experiences and ideas on how Cebu's resources and services can truly benefit everyone.
23:48And from all of us here at Sunstar, we wish you a safe, joyful holiday season.
23:52See you again tomorrow.
23:54Happy Holidays!
23:56Happy Holidays!
24:13Happy Holidays!
