00:00A lawyers group has asked the Salango government to clarify the legal provision being used
00:05to ban pets from shopping malls.
00:08While state executive councillor Ng Siu Lim said that the ban was still in force, lawyers
00:13for animal rights said no statute, legislation, local government by law or gazetted guideline
00:19had been identified to back this prohibition.
00:23It urged the state government to publish the exact legal provision that authorized the
00:27ban or for Ng to retract his claim of the prohibition.
00:31In a statement, the group said shopping malls are privately owned premises and in the absence
00:36of clear legislation, the state has no authority to impose a blanket prohibition on how private
00:41property owners regulate lawful behavior on their premises.
00:45It also said there were less restrictive measures the state government could impose than a blanket
00:50ban, such as strict hygiene standards requiring pets to be leashed and designated areas for
00:55pets.
00:56A newly opened Klang Valley shopping mall had allowed visitors to bring pets onto its premises,
01:01drawing mixed reactions online.
01:03However, Ng later said that the Salango government prohibited pets from being brought into malls.
