00:39In middle of all of this has come now on what was called an apology by the Environment Minister Mr Sirsa.
00:47Are we to take that seriously? Is there more to it than meets the eye?
00:52What exactly is the solution for pollution and what's the plan?

03:53This is from Hyderabad Police, which has issued a statement on the Bondi beach shooting.
03:58And this is an important one.
03:59The police has said that the suspect, Sajid Akram, is from India.
04:04The shooter there, Akram's kin, had no idea about his radicalisation.
04:09Cops are also saying that there is no Indian link to Akram's radicalisation so far.
04:16And no local link or influence has been suspected.
04:19In fact, his association from India was long cut off, is what the cops have come out to clarify.
04:25They're also saying that family had limited contact with the suspects there.
04:32My colleague Abdul Bashir joins us for the very latest on this.
04:36Abdul, take us through what else do we know about this matter.
04:39We earlier thought that it was, you know, the father-son duo were of a different nationality.
04:45What exactly is their India connection?
04:51Well, during investigation, the agencies have found out that Sajid Akram was born here in Hyderabad.
04:59He's completed his BCOM, that is, graduation in Hyderabad.
05:02After that, he's left to Australia, where he has married a European national, European-origin girl there.
05:09And after the marriage, they had a son, a 24-year-old son, who was also involved in the attack.
05:14Now, here, what the family have to say is that after Sajid had left the country here,
05:21he's travelled only six times, reportedly, just for an occasion of related to property dispute.
05:27He did not even get back during his father's demise.
05:31And the family here says that there is no any kind of radicalization link or any information about his radicalization at that moment
05:39because it is not linked to Telangana.
05:40Well, the Telangana police have said that before 1998 is the time when Sajid Akram had left the country.
05:46He had no criminal record here in Telangana.
05:49Whatever, you know, cooperation, the central agencies or any other agencies are required,
05:55we are ready to cooperate, is what the Telangana police have to say.

06:09Air quality across the national capital continues to deteriorate.
06:12There is no good news coming from that.
06:14But the development at this hour is that Delhi's Environment Minister, Majinder Singh Sirsa,
06:18has apologised to Delhiwalas, stating that the government is working hard to fix the issue.
06:26Now, his remarks have come against the backdrop of the Delhi Chief Minister, Rekha Gupta,
06:30being booed at the Messi event at the Arunjaitli Stadium in the national capital last evening.
06:37Take a look at what he first said.
06:39Then we'll deep dive into the statement.
06:41I want to say that the government is going to give you a lot of relief.

08:20These sort of sprinklers at construction sites are sitting dumb.
08:24The sprinkler sites are only hovering around the AQI meter.
08:28They are not there for general citizens.
08:30It's been documented, it's out in the open for people to see.
08:36I'm not able to understand what you said.
08:39I'm not getting your voice.
08:41But what I'm able to understand is that you are saying that water sprinklers are not working on any construction site.
08:51It can happen.

11:25So you heard that, earlier he was not even recognizing or defiant about it, today there is a bit of an apology, perhaps triggered by what happened with the chief minister yesterday, when we saw the anger of Delhi, it's really pouring out on the field over there.
11:39But what else has happened, I don't want to go on and on about pollution, because by now, if you cared about your life, you already know everything there is to know about pollution in this city.
11:52Every winter, Delhi's live music scene also peaks up with festivals and gigs, but this time, it's quieter and it's punctuated with coughing fits.
12:02Now with the AQI often over 500, the season meant for performances has become a battle to breathe.
12:09Amid the peak concert season, you know, there are Christmas markets, all of that, artists are dealing with throat issue and feeling compelled to now cancel shows.
12:20Renowned Sufi and Ghazal artist and music director there, Kavita Sage, canceled her performance at an event in Delhi.
12:26She put out, I'll request the producers to put out that page as well.
12:30She put out an apology saying that she does not want to put herself through the, you know, suffocation and choking.
12:36She said she cited severe discomfort, suffocation and choking the moment she landed in Delhi.
12:40She also said that the pollution levels in Delhi are extremely concerning.
12:45One of the most popular, and she's not the only one, remember, because one of the most popular Indian bands, Euphoria, was also scheduled to perform in the national capital on the 6th of December.
12:53That's also canceled.
12:54Palash Sen, again, put out a similar saying, you know, post saying that he apologizes, he will postpone this because AQI is just not permitting him to come out in the open and expose himself at least to this.
13:07However, the concert was postponed due to severe air pollution leading to rising levels of AQI over there.
13:14Now, Palash Sen, like I said, took to Instagram, official update expressing concern about the situation.
13:20Palash, who's a native of Delhi, remember, shared the news of the concert's postponement with a note saying that he is heartbroken.
13:29Now, as Delhi's air quality continued to remain in the severe category, meanwhile, while all of this is happening, what did the Singapore High Commission say?
13:38The Singapore High Commission in India issued an advisory for its nationals, also residing in Delhi NCR.
13:43The notice said that the Delhi government has urged citizens, especially children and those with respiratory or cardiac aidings over there, ailments to stay indoors and to mask, use mask if stepping out.
13:55The High Commission also urged Singapore nationals in Delhi to heed to that advice.
14:01And in the middle of all of this, concerts getting canceled, advisories coming from foreign governments for their nationals, etc.
14:09What is China saying?
14:12Now, China has drawn attention to what is called a shared struggle with India on its air pollution.
14:17On this very show, if you'll remember, we spoke about the China model, how Beijing cleared its air, cleaned its air, and what are the lessons for India?
14:26Now, in the latest, China, while presenting itself as an example of how severe air quality problems can be reduced over time with sustained efforts,
14:34they have compared AQI levels of both countries like India and China and claim that its sustained efforts over the past decades have delivered noticeable improvements
14:43and there will be a real solution if both the countries actually work together.
14:50So, China has come forward to offer a solution on how to clean India's air.
14:56The question is, will India take that help?
14:58The question is, do we really have a solution for pollution?
15:04And the question really is, do we care enough about air pollution?
15:07Which is, remember, not a Delhi problem, not a national capital problem, but one that impacts 60% of our country.
15:15On that note, let me bring in Dr. Sanjeev Bagaia on the program and Pimblentu Jha.
15:22Thank you both for joining us, Dr. Bagaia.
15:24I have to first start by asking you, we've seen in the past two cancellations, very visible ones, of artists who refuse to come out and play.
15:34Perhaps not so much about what the people who will come there and, you know, feel exposed to AQI, but for their own lungs.
15:44This is Kavita Seth, hugely popular, especially with the Delhi crowd.
15:49And Palash Sen, who's also a native Delhiwala, by the way, both of them saying that the AQI is just not permitting them to put their own lives at risk.
15:59What happens when you sing, perform in like 500 plus AQI?
16:05Right. So I think much has been said about the statistics.
16:10First of all, good evening. My apologies.
16:13Much has been said about the statistics and the mortality and the morbidity rates, the organs damaged right from the brain,
16:21from dementia to heart attacks in the heart and hypertension to lung cancers, bronchial asthma, bronchitis,
16:26involvement of the liver, the gut, the spleen, the prostate, cancers of almost 18 different organs,
16:32almost increasing by 80 to 90 percent in the last 10, 15 years, unborn fetuses, pregnancies have been involved.
16:38So let's come to what happens in this AQI during exertion, physical activity or singing or choir.
16:46What really happens in these kind of situations is that there is, as it is, a level of hypoxia.
16:52That means decreased oxygenation and your demand is much more in your body during these physical activities.
16:59In presence of an extra load on your body, such as stress as singing, your lungs demand more amount of oxygen, which is not there.
17:07More amount of breaths being taken per minute during singing means more amount of pollutants and co-pollutants being inhaled and therefore being absorbed.
17:16This is more than toxic as it is, but if you're going to exert, run, play or sprint or have any kind of outdoor activities such as singing,
17:25it's putting more load on your cardiovascular system.
17:29In routine times, a 10 microgram increase in PM 2.5 gives you a twofold increase in cardiorespiratory metabolic mortality.
17:37This will give you a lot more.
17:40So there is a direct link.
17:41There is a direct risk.
17:42We need to be careful.
17:43I think now we've got to move away from politics.
17:46There has to be a Delhi state medical advisory.
17:51This is a health emergency.
17:52There is no shame in admitting that, OK, things have gone wrong.
17:56Let's not play politics with one party to another.
17:58Let's draw out an action plan.
18:00And I've written on this on Twitter, on social media, on various platforms.
18:03We need a 12-point action plan.
18:06Trust me, it is doable.
18:09The Delhi government has instituted two high-power committees and bodies.
18:13But my request really is let there be a neutral scientific advisory board which advises the Delhi government and the chief minister of office directly.
18:23And Mr. Sirsa, who I know personally is a good man, strong man, this government can turn it around.
18:30The intent has to be clear.
18:31The first way to acknowledge that there is an issue is to identify and recognize where the fault lines are.
18:38Once that is done, we can find a solution.
18:40At the present moment, we have not...
18:42OK, but I don't know if...
18:43Dr. Bagai, I don't know if the problem of Delhi NCR can be solved and Wimlen to come in on that one.
18:48By anybody in Delhi alone, we are looking at a northern basin which gets formed across the northern belt, right?
18:57We are looking at inversion taking place.
19:00We are looking at vehicular pollution.
19:03And that's why I keep saying 60% of India has bad air.
19:08We've got to sort of get comfortable with that number.
19:10We look at metros like Kolkata, where AQI is permanently between 200 to 300.
19:16Bombay, no difference over there.
19:18Several other North Indian, you know, whether you pick up Kanpur or Lucknow, you pick up Merat or Aligarh.
19:25All of these places have really bad AQI.
19:28So, Wimlen to go.
19:29Rekha, what exactly is the way forward?
19:32Should we take China's advice, maybe take their help and understand what exactly did they do?
19:38Or is our situation very different?
19:41One, you're absolutely right that, you know, disproportionately we cannot be blaming Rekha Gupta or Mr. Sirisa.
19:47Of course, you know, the voters of Delhi or otherwise will ask their immediate leader and therefore they are the immediate leader.
19:53But as you rightly said, the issue is not just of Delhi.
19:56Your studio is in Noida.
19:57I'm sitting in Gurgaon.
19:58I think you should also start blaming your chief minister and I should also start blaming my chief minister,
20:03which I do not know these two chief ministers are completely missing in that sense.
20:06And that brings us to the main issue that if, forget about this, if 40 to 50 percent or majority of India's air is actually bad and terrible,
20:13therefore it's important that the prime minister of the union and the union of environmental ministers should be here.
20:18That's very important.
20:19So, it's not a Vidhan Sabha issue anymore.
20:22It's not a state-specific issue anymore.
20:24It's a regional issue.
20:25It's a national issue.
20:26And therefore, it needs that national focus.
20:27It needs that national budget.
20:29It needs that revision in national clean air program.
20:31Your question with regard to China's assistance, why not?
20:34As they were, China was yesterday's New Delhi.
20:37And if they were able to solve it, why shouldn't we learn from them as if they're extending their assistance?
20:42And by the way, extending their assistance in terms of assisting their case study, what did they actually do?
20:46They were also very, very populous, a country, very, very aspirational country, very, very industrious in that sense.
20:52And of course, the pollution levels are very, very similar to India.
20:55And what they actually did, the first thing that Beijing did was allocated adequate resource for air pollution mitigation,
21:02which was actually 15,000 crores, almost 15,000 crores per year,
21:06which basically, if you look at India's budget for six years, is around 19,000 crores.
21:11And for 130 cities, which comes to an average of 25.
21:15So what Beijing did, and Beijing's case study should be a very, very important study and learning for us Indians and our policymakers,
21:24that you actually spend adequate resources, proportionate resources, first of all, in terms of budget.
21:30Then what they did was working on the public transport, public transport, not of the city centre or of the Lutyens Delhi or of the South Delhi or of North Delhi alone,
21:40but of the entire area which actually caters to this entire so-called national capital territory in that sense,
21:46and therefore national capital region.
21:47And that's where we need 10,000 buses.
21:4910,000 buses, not just as monuments of public transport and mobility, but something that is used.
21:56And for that, you'll have to make it affordable.
21:57For that, you will have to make it last mile and safe and so on and so forth.
22:01You don't want empty buses to be plying on the road in that sense.
22:04And alongside that, you will have to disincentivize a vehicle or private vehicles,
22:10because your study, my study, everybody's study says that 40% to 50% of PM2 points concentration in Delhi's air
22:17is because of private vehicles that are plying.
22:19And the more and more, there's almost 20% growth here on here in terms of more cars that's actually being bought in Delhi in that sense.
22:26So disincentivize private vehicles.
22:29Construction activities.
22:30I think, you know what, in some way, as in I'm being a little, this thing, but GRAP should be banned.
22:37As in I've not said this for so many years, because we all hide behind, the government hides behind GRAP.
22:42GRAP is just a band-aid.
22:44We think we have done enough by just shouting GRAP five times.
22:47Sometimes GRAP one, GRAP two, GRAP three, GRAP four, and all of it together.
22:51And that makes five times.
22:53And then you think the pollution goes away.
22:55Pollution, that's not a solution.
22:57GRAP is not a solution.
22:58The idea of GRAP was an advisory, precautionary, stopgap, reactive measure.
23:03But now what has happened is that everyone in the government and in the courts also, everyone depends only on GRAP as a governance measure.
23:13And that is doing a large disservice.
23:15Of course, the implementation, whatever that is there.
23:19You and I have spoken several times over years now on the same issue.
23:24We highlight the same matter, the same topic.
23:27Dr. Bagai has his breathless moment.
23:32You know, there is Shankar Mahadevan who has a breathless moment, doctor.
23:35Dr. Bagai has a breathless way in which he speaks about the issues of pollution as well.
23:40But let's not get carried away.
23:41I understand that you're saying the government hides behind GRAP.
23:45But the point is, this is also required.
23:47This year, we've had to fight for GRAP implementation also.
23:50I know.
23:50I mean, at 1000 AQI, we had kids going to school.
23:54Absolutely, no doubt.
23:56I'm not saying GRAP shouldn't happen.
23:58But imagine, GRAP is the only thing that happens then.
24:01You think that you've done your bit.
24:02The government thinks they have done their bit.
24:04The courts of our country think they've done their bit.
24:06By just announcing GRAP in that sense, and that too, very little, very late.
24:10And GRAP is not a solution.
24:11GRAP actually looks after some of the symptoms rather than the source in that sense.
24:16And it is not long term.
24:17It is only, as I told you, if you look at the documentation, the idea, the rationale behind GRAP was supposed to be precautionary.
24:24So that, you know, when you're in stage 3 or when you're in 300, the situation should not become 400.
24:29And that's the reason why you put certain issues.
24:30No, it's a short term measure, yes.
24:32It's a short term fix.
24:33So from that point, if you are not getting carried away, fine.
24:36But we need a long term.
24:36Yeah, yeah.
24:37We need a long term solution.
24:38Yeah, I get that point.
24:40But Dr. Bhagai, we are missing another important point here.
24:42I hear of singers saying, well, my throat will not function.
24:46I will not subject myself to this AQI and I cancel a concert.
24:50But what about events like the one we had with Messi being here?
24:56What about events like that?
24:59When we've got sports icons, etc.
25:01Of course, you know, those visuals and videos are now viral everywhere of the chief minister being booed.
25:08But shouldn't GRAP actually, should somebody have, you know, made better sense?
25:14And I'm asking, maybe not done it in Delhi in this air, not subjected people to coming out in the open?
25:21So just a few important points.
25:24India loses 7 lakh crores every year as an economic loss because of fighting the complications of air pollution.
25:31Isn't it wise just to spend half that money in preventing it and therefore preventing complications like death and mortality and morbidity?
25:40Point number two, being in clinical practice, a small child which came to my clinic just yesterday,
25:45I did a live show on the roads of Vasanth Bihar where I stay,
25:48said that, uncle, why don't you add a C in front of GRAP?
25:55What's the C?
25:56Just add a C and then pronounce it.
25:59He says nothing happens with GRAP.
26:03Okay, there's a pun intended.
26:04I will not spell it out.
26:06Going forward, I think it's important that all outdoor exposures be limited.
26:11Therefore, therefore, it is important as a public advisory.
26:15It is possible to control the traffic emissions, the traffic congestion.
26:20It's important to control the road dust.
26:22You can't have MCD workers grooming the roads every morning and reopening the dust,
26:28which is already stagnant on the ground, into open air and remaining suspended for hours.
26:33Therefore, it just gets redistributed.
26:36Construction norms are in thin smoke.
26:38As it is, there is smoke in the air.
26:40We have to look at possible solutions and strong implementation.
26:44I am again saying it cannot be done in silos.
26:46I have said this for very, very long, that at least four or five or six major states alongside with Delhi have to put their heads together.
26:55Let there be a proper national advisory board.
26:58Let there be a national guideline.
27:00Give yourself a five-year agenda plan.
27:02Monitor it every quarter and declare the results every year.
27:06Do not wait for AQI to reach 400 and 500.
27:11Trust me, AQI of 200 to 300 is long-term damaging.
27:17400 to 500 is fatal.
27:19Few hours of exposure, let's say like in a stadium, can give you cardiorespiratory mortality.
27:26How many death certificates will read heart attack due to air pollution?
27:31None.
27:32The situation is such that even doctors now know solutions.
27:41Doctors are also saying this is how you will fix an environment problem.
27:45But who's listening?
27:47Who's going to do this?
27:50We don't have a central ministry to look at air.
27:53We don't have ministers who are ready to recognize it.
27:56We don't have a parliament is going on in full spell.
28:00Nobody's spoken about pollution.
28:02And then we are feeling very happy.
28:04Oh, they said they will discuss.
28:05When will they discuss?
28:06And what is the point of discussion?
28:09Just implement.
28:10You know how to manage.
28:11If you can manage COVID, you can manage air pollution.
28:14Absolutely.
28:15If you know how you can enforce it across the country,
28:18you can get people to wear their masks.
28:21You can have advisories, enforce it,
28:23get people to understand the problem and the health issues.
28:26Why can't we do it for air pollution?
28:28And frankly, I am tired and sick of just saying the same thing every day.
28:32But Vimlo Nduja, on the issue of dust, I want to clarify,
28:35because Dr. Bagai raised it.
28:36And I think there is a confusion in people's mind.
28:39People think dust is very, very harmful.
28:42But what they don't see is PM 2.5.
28:45What they also don't understand is what is water sprinkling actually doing?
28:49What exactly is water sprinkling doing?
28:51Can you explain that to our viewers?
28:53So, okay.
28:54So, basically, you know, right now,
28:56if you look at that budget conversation that we were having,
28:58that very little money that's been spent,
29:01of course, majority of that is actually unspent
29:03in most of these cities that we're talking about.
29:05There's some media reports that talk about that only 1% to 30%
29:09of that budget that's been spent.
29:11And out of that 1% to 30% money that's actually been spent
29:13on air pollution mitigation in these 130 cities,
29:16majority of that is actually spent on sprinkling water
29:18on roadside in that sense.
29:20And that's what we've actually done.
29:22In the name of air pollution,
29:23if you look at every interview or every press conference
29:25of Mr. Sirsa or Ms. Gupta,
29:28in that sense,
29:29they've talked about how their so-called road cleaning
29:31or road sweeping
29:32or this entire sprinkling regime has changed,

29:37I think what it does,
29:38and what Dr. Bagai was also talking about,
29:40that it doesn't remove dust,
29:42it actually settles dust in that sense,

29:45How much water do you want a river to flow there
29:48so that that dust actually becomes sludge
29:50and goes somewhere?
29:51No, it doesn't.
29:51You only are creating mist situation there
29:54for temporarily actually settle it.
29:57And in many, many ways,
29:58you're only doing it at,
29:59you know, perhaps maybe, say,
30:0110 to 15 meters from the ground level.
30:03It's not as if PM10 only remains there.
30:05PM10 remains in the entire air column
30:08that we actually have,
30:09the atmosphere,
30:09the breathing column that we have.
30:10So, you know, right now,
30:12when you and I were talking about
30:13the Ethiopian crisis,
30:16of course, the volcano eruption,
30:19we saw glass and dust and sulfur dioxide
30:21actually travel 4,000 kilometers.
30:23And here we are feeling very, very happy
30:25that just 10 meters by 10 meters
30:27we sprinkle water.
30:28So, am I to say that water sprinkling
30:30is doing nothing?
30:32No, temporarily it might be,
30:33but, you know, in the sense,
30:34partially for that second,

31:15Dust is not the main thing.
31:16PM2.5, Dr. Bagai will tell you,
31:18is 40 times smaller than human hair
31:21and more harmful.
31:23It really, you know,
31:24that the PM10 perhaps gets stuck
31:26at your upper level
31:28versus PM2.5 getting into your blood
31:30and therefore getting into your entire immune system
31:32to everything else.
31:33Dr. Bagai will be better
31:34to answer that question.
31:35Very, very quickly.

31:37So water sprinkling, smoke guns,
31:40artificial rain is a big no-no.
31:42It's a passe.
31:43It's been scientifically proved
31:44to be a gross failure
31:45and waste of time, money and energy.

31:49for a gangrene lying elsewhere.
31:51The fact of the matter is
31:52that the water sprinklers
31:53are dealing with the larger particles
31:55and PM10, not PM5, not PM2.5.
31:59Second point,
32:00it increases the relative humidity
32:02in that given area.
32:04In fact, what it does is
32:05it galvanizes
32:06the PM2.5
32:08to become more active.

32:09what does the relative humidity do?
32:11It aggregates them

39:31and once that happened,

39:34immigration point
39:35where the entire
39:37official arrest
39:38took place
39:39and now subsequently
39:40we saw those
39:41visuals of them
39:42being brought
39:43outside from the
39:44immigration point
39:45at the IGI airport
39:46now to the
39:47Patiala house court
39:48where the entire
39:49picture shifts
