00:00California is no stranger to legal battles with Donald Trump and this is the latest one.
00:04The state, alongside 18 others, is suing the administration over a new $100,000 fee on H-1B visas,
00:11which allow U.S. employers to hire highly skilled foreign workers.
00:15Until now, this process typically cost a few thousand dollars.
00:19Here in California, these visas are the backbone of the economy, of the tech economy.
00:23Silicon Valley giants and thousands of smaller startups rely on them
00:27to recruit engineers, researchers and AI specialists from around the world.
00:32The state officials also warn that the new fee could have a major impact on schools and hospitals,
00:37which depend on foreign teachers and doctors to fill long-standing labor shortages.
00:42The Trump administration argues that the H-1B visa system has been abused for many, many years,
00:48replacing American workers with cheaper foreign labor and threatening national security.
00:52In that lawsuit, California Attorney General Rob Bontis says those claims are baseless.
00:57And that the president does not have the authority to impose this new fee without Congress's approval.
01:03This lawsuit does fit a broader pattern.
01:05During Donald Trump's first term, California filed more than 100 legal challenges against federal policies.
01:12And it is once again positioning itself as the administration's most aggressive legal opponent.
01:17However, the common leash is not so much for people to hope and burden the need of AHU's paper.
