00:00After today's session of the Legislative Executive Development Advisory Council,

00:05the President expressed his ardent wish for the Legislature to prioritize in their lawmaking task,

00:11all four of them tied up to effective anti-corruption measures.

00:16Our Melas Moras hashes over the President's express order for these four bills under urgency.

00:21House Deputy Speaker Ronaldo Puno assured that the House leadership still prioritizes the passage of the measure

00:31that will strengthen the Independent Commission for Infrastructure or ICI.

00:35At present, their focus is just on the proposed 2026 national budget,

00:40but they're not setting aside the Independent Commission Against Infrastructure Corruption or the ICAIC bill.

00:46Kasi naman, nasa kalagitnaan tayo ng national appropriations considerations, no?

00:52But syempre, anything that's going to help solve the problem of corruption and restore the fate of our people

00:59is a priority of Speaker Bojede.

01:02During the Legislative Executive Development Advisory Council or LEDAC meeting in Malacanang,

01:08the ICAIC bill of the House or the Senate's proposed Independent People's Commission Act

01:14was among the measures President Ferdinand R. Marcus Jr. ordered to be given priority.

01:19The President directed Congress to prioritize the following proposed legislative measures

01:25Anti-Dynasty Bill

01:27Independent People's Commission Act

01:29Partly System Reform Act

01:32Citizens Access and Disclosure of Expenditures for National Accountability or CADENA Act

01:38To institutionalize transparency and accountability on public finance.

01:43According to Executive Secretary Ralph Recto,

01:46it is best to conduct extensive consultations on these proposed measures

01:50to ensure that Congress will pass the best possible version.

01:54Some lawmakers, however, have differing views on the proposal.

01:58Bagamat nagagalak tayo na gano'n, na may ganyan ng pronouncement,

02:03ang Pangulo mismo, dapat sinertify na niya diretsyo as urgent.

02:07We need actual actions.

02:09Para yung nasa sari-sari store, their credit is good that we need cash.

02:13So they should put their money where their mouth is.

02:16Aside from the four measures,

02:18the timeline for the proposed 2026 national budget

02:21was also agreed upon during the LEDAC meeting.

02:24Deputy Speaker Puno said they are now working intensively in preparation

02:28for the budget's deliberation in the Bicameral Conference Committee.

02:33So, December 9, yan ang approval on third reading ng Senate.

02:37Pagkatapos, we will prepare and then 11 to 13, which is two days from now,

02:43yan yung bicam.

02:45Dapat maratify yung bicameral conference by the 17th.

02:50Lahat ito para ma-approve na ng Pangulo ito within the year.
