00:00Samantala, sumalang na sa period of amendments ng Senado ang panukalan 2026 National Budget.

00:06Pinatatapyasan ang pondo ng Department of Public Works and Highways

00:09habang pinadalagdagan naman ang pondo para sa rehabilitasyon ng mga nasa lanta ng kalamidad.

00:15May report si Luisa Erispe.

00:19Isa-isang inilatag ng mga senador ang proposed amendments

00:23o ang mga panukalan nilang mabago o ma-realign na pondo sa proposed 2026 budget.

00:28Si Senate President Pro Temporay Pan Filolakson, inuna ng ipinanukala ay iban ang mga politiko

00:35mula sa pamamahagi ng ayuda ng Department of Social Welfare and Development.

00:40Anya, nakukulayan lang kasi ng politika ang dapat sana tulong sa taong bayan.

00:45There must be no room for political exploitation and manipulation of the government programs in any shape or form,

00:53especially when those at the other end are already suffering.

00:57To politicize a social welfare program is not only unjust but also inhumane.

01:04To this end, between lines 40 and 41, page 228, volume 1-B of fiscal year 2026 gab,

01:14insert a new provision to read as follows.

01:17Number 9, prohibition on political involvement in cash aid distribution.

01:22Sa panukalan ni Lakson, ang pwede lang mamahagi ng ayuda ay ang mga tauha ng DSWD, mapaaiks, AKAP o kahit tupad program.

01:32Hindi dapat susulpot ang sino mang politiko na nakaupo sa pwesto, kandidato o kahit mga representative ng politiko sa bigaya ng ayuda.

01:40Pinatatanggal din ni Lakson ang umano'y pataba sa budget ang Department of Public Works and Highways.

01:47Ito ay ang pambayad sa right of way dahil may alokasyon na naman raw ito mula sa mga rehyon.

01:53Pero pinadagdagan naman ni Lakson ang budget para sa rehabilitasyon sa mga lugar na nasa lantanang lindol at bagyo sa bansa.

02:01Ayon naman kay Sen. Sherwin Gatchalian, chairman ng Committee on Finance, nadagdagan na ng 25 billion ang local government support fund

02:09at may 15.3 billion pang dagdag sa National Disaster Risk Reduction and Management Council o NDRRMC.

02:17We will also increase the National Disaster Risk Reduction and Management Fund by 15.3 billion pesos specifically

02:26to support the recovery of disaster-stricken areas. Supported interventions include shelter and resettlements,

02:34education and health services, rehabilitation of agriculture, and social protection programs in areas affected by national disasters.

02:42Bukod dito, dinagdagan din ng 68 billion pesos ang alokasyon para naman sa konstruksyon ng 27,000 classrooms

02:50na target matapos sa susunod na taon. Ayon naman kay Sen. Minority Leader Alan Peter Cayetano,

02:56Sana lang, malinaw ang listahan ng amendments ng bawat senador at malinaw din ang mga priority programs

03:03para sa unprogrammed funds.
