Duterte stays at The Hague prison after ICC denies plea for release

Judges at the International Criminal Court (ICC) on Nov. 28, 2025 denies appeal by former Philippine president Rodrigo Duterte, 80, to be released provisionally while awaiting a decision on whether the case against him will proceed.

Duterte, in office from 2016 to 2022, was arrested and taken to The Hague in March on a warrant linking him to murders committed during his war on drugs, in which thousands of alleged narcotics peddlers and users were killed.

Duterte is currently being detained at the ICC Detention Centre, which is located within a Dutch prison complex in Scheveningen, on the outskirts of The Hague.

The Scheveningen prison facility is where many former leaders prosecuted by international courts or U tribunals spent years during legal proceedings.

Duterte and his lawyers maintain his arrest was unlawful. In October, Duterte appealed the ICC's decision to continue its case against him and sought his release.
