00:49We begin with the news.
00:56On Sunday, Venezuelans head to the polls to choose which communal projects will receive
01:06funding from the Bolivarian government in their fourth public consultation.
01:10From 8 a.m., polling stations open in the communes and communal circuits, and will remain open
01:15until 6 p.m. local time.
01:16The day, like previous ones, is shaping up to be an important mobilization of popular power
01:21in neighborhoods and urbanizations.
01:24According to the Ministry of Communes, there are more than 36,000 proposals from which
01:29voters will have to choose 10,662 projects that will begin to be implemented next week,
01:35a figure that will be added to the 23,000 already approved and executed in the last 18 months.
01:42Focused on highlighting public institutions to assist and improve the efficiency of communal
01:47projects through participatory and protagonistic democracy, the consultation contributes to the
01:52transformation and evolution of the nation in all four branches of government.
02:03In this context, the Minister for Communes and Social Movements, Angel Prado, highlighted
02:07that 79 international observers are in the country to witness the democratic participation
02:13of the Venezuelan people.
02:17There are 79 international observers who came from Latin America, the United States and Europe,
02:24and these people will inform their countries, the world, and their people about what they
02:29are seeing today.
02:29At the 9,963 polling stations in the 8,630 electoral centers that are enabled to carry out this public
02:38consultation where people are going to vote.
02:41So it is a day of democracy.
02:43It is a day where we are going to have a double celebration.
02:45And to talk more on the importance of today's public consultation in Venezuela, let's welcome
02:53Analyst and Human Rights Specialist, David Lopez.

02:58Hello, good evening from Beijing today.
03:03Thank you very much for the invitation.
03:04It's a pleasure to have you.
03:05David, from an international perspective, how can we interpret the holding of this public
03:09consultation?
03:10Is it simply a local planning mechanism or does it represent a further step in the construction
03:15of the communal state envisioned by the Venezuelan constitution?
03:20So something we have to understand is that the fourth national popular consultation responds
03:28to the exercise of the democracy in the middle of many threats.
03:33We can remember that the Vienna declaration and program of action mentioned that the democracy
03:40it's an universality of ideals who can give guarantees of the democracy.
03:45So this is something that Venezuela is exercising just right now to give the guarantee for the international
03:57law.
03:58And I think that since many months, since the as well many years when started the genocide
04:05in Palestine, the international law is unfortunately attacked.
04:12But we have countries like Venezuela like today made this consultation and give guarantees of respect
04:20of the international law.
04:21So this is not a political mechanism only because of course it's part of the constitutional law,
04:31but it's as well part of the international rules and international rights, basically international
04:38rights we have in the international confidence of political and civil rights.
04:45This is something very important we have to understand today.
04:49In your experience, do similar actions like this participate in democracy on this scale that
04:53is happening today in Venezuela, do they exist in other parts of the world?
04:58Yes.
05:00And you know, this is very interesting because we know that the United States today consider,
05:05for example, that these kind of policies to consult the people in the middle of the threats
05:12they have, it's absolutely a political manipulation.
05:18But remember that Switzerland has a system where the people can request the the the referendum
05:25by the federal constitution.
05:27And in this context, because it's Switzerland, the United States will never mention nothing because
05:32it's Switzerland, because it's a friend.
05:34But because here we have Venezuela who make this consultation.
05:38Venezuela tried to use mechanisms to hide all the criminal criminal acts they made.
05:50So this is what mentioned the United States, we know this is wrong.
05:53This is maybe the way used by the United States to manipulate the people and give to them the idea
06:03that the President Maduro is using the many instruments to hide criminalities who never existed because
06:12it has no proof about that.
06:14All what is mentioned from Washington that President Maduro it's an aqua traffic and etc. until today
06:20has no proof.
06:21Today what we see it's again the respect of the international law, what who is as well
06:29guaranteed in the UN Charter of the United Nations and the Vienna Declaration as well.
06:38In your opinion, is this model successfully attracting and involving new generations of
06:43Venezuela as we saw earlier in the year the youth public consultation which had excellent results.
06:48So how important is that youth is also encouraged to participate in today's process?
06:52You know, this is very important that this process happen because actually in the Western countries it's very
07:00strange that the people have the opportunities to vote. We have to mention that in numbers today we have 36,624
07:11community projects who are voted today in 5,336 communal circuits, 9,963 polling stations and 8,630 electoral
07:28centers where in which country today not only in Europe but around the world it excised.
07:36It not excised just right now only in Venezuela. This is the respect and promo of the democracy and this is
07:46important to know that because it means that it have a part on the world on the side of the world where
07:53a country it's beginning to give the example of the right democracy needed right now not only in Latin America
08:04but as well in the United States but as well in the United States where the people have not the opportunity to
08:07choice which life they want to have, which condition of the dignity want to have the European people.
08:17This is very important that happen and in Venezuela in this sense it's like the start who bright right now on the
08:26democracy and on the hope of the respect of the international law.
08:31You referred to this a bit earlier in hegemonic media Venezuela is often portrayed as an authoritarian
08:37state. In your analysis do you do processes like this public consultation serve to counter that narrative
08:43and show the nation's true democratic values?
08:47Yeah exactly and here the the medias as you mentioned are very important to to be taken in
08:53consideration because here the medias are like a weapon we have to to be careful with that.
09:02Of course today you will see for example BBC, CNN and other western media who will mention that this is
09:09a manipulation from the President Maduro to don't be invaded by the United States, an invasion who is
09:15totally illegal on the framework of the international law. But again this is the
09:21the importance uh and the dangerously of the medias uh when they try to manipulate a reality
09:31who has not reason to excise in opposite these medias have to inform what happened they have to inform that
09:39this kind of action are on the framework of the international law and this is important to repeat
09:46that again and again because actually Venezuela what make the country right now it's only to make
09:55something who is warranted in the UN charter this is not something who is manipulated by the government
10:02any other country can make that just right now why they don't make that because it have interest behind
10:07and unfortunately many medias hide that and this is very important to understand that what i mentioned
10:15just right here it's not that just for the people believe what i mentioned is i mentioned that because
10:20the people need to have the curiosity to gonna search what happened what it's right maybe in the
10:26international law and why this election happened it's for this reason that the United States is today
10:33angry because they don't accept that the Venezuelan people has today the possibility and the power
10:41to go to the streets and vote what they want to choose this is something who never happened in the
10:45United States it happened on the country who has the biggest oil reserves around the world that today
10:52United States need to be a stronger country against Russia and China today thank you very much David

13:201 200 interviews throughout the national territory confirms that most venezuelans prioritize stability
13:26continuity and governance of the bolivarian revolution the poll showed that 90 percent of
13:32venezuelans believe that the president of the republic nicolas maduro guarantees peace and tranquility
13:38in venezuela while only six percent mentioned an opposition government and four percent do not know
13:43or did not respond furthermore 86 percent preferred that the head of state continue to resolve the country's
13:49economic problems but in peace and unity only eight percent opt for an opposition government six
13:54percent do not know or do not respond
14:04and on sunday in new york demonstrations were held in support of venezuela and in rejection of a possible
14:09military escalation by the u.s against the polivarian nation dozens of people gathered on the streets to
14:14demand that any attempt at war be stopped and that the rights of the venezuelan people be respected
14:20protesters asserted that conflict should not be resolved through military action and warned that
14:25an intervention would have serious consequences for the entire region they also drew attention to the
14:30increase in tensions in the region the protest was peaceful and participants announced that they
14:35would continue to hold similar events in the coming days to keep their message visible
