00:00she was a working mother who took care of the ones she loved she was proud of her six kids
00:09active in the church she even went to the lengths of taking in a distant cousin it was a happily
00:17blended household until a tragic death in the family there was a body under a blanket he had
00:25a bag of cocaine pinned inside of his underwear which was kind of bizarre the investigation would
00:33uncover startling revelations could this unassuming blue-collar custodian actually be a deadly seductress
00:42there was a sordid relationship and love affair happening the third murder investigation of one
00:49of josephine's lovers we're running into the same problem again it remained loyal to her she has
00:58some type of a power or a hold of them they're afraid of her you got this killer walker and you
01:04can't do anything about it
01:05june 21st 1996 it's a sweltering summer afternoon in baltimore maryland
01:33and patrol officers are investigating a call about a suspicious vehicle abandoned on the west side
01:40of town as they got close to the car they smelled something pretty foul and to the officers it smelled
01:49like it could be a body and when they looked closely in the back of the car it looked like to them there
01:56was a body under a blanket right away this turns from just an abandoned vehicle search to now a murder scene
02:10homicide detectives quickly arrive on the scene and begin their initial investigation
02:16the area where his body was found where his car was dumped it's a pretty rough area of baltimore it was
02:23kind of known as a open-air drug market drug area he was shot in the chest and back he had a bag of
02:33cocaine pinned inside of his underwear which was kind of bizarre why does he have cocaine pinned to the
02:41inside of his pant leg i mean who does that it looked like somebody was trying to set up like he was
02:48buying drugs or he was there for the reason to get drugs and he put his underwear to hide it and he got
02:55shot in west baltimore if someone is going to kill somebody they would take the cocaine that was a
03:04standout clue to anybody investigating that case that it would seem like it would be planted there
03:09when they were in the license plates they find out that the car belongs to a 28 year old man named
03:17clarence good his description matches their victim but if drug dealers didn't kill this young man
03:25then who did they begin their investigation by notifying his family and friends
03:38it was devastating i was so upset we all were around talking about it and crying and saying
03:45you know what happened why would this happen to him he had a son
03:49a sad scary feeling yeah real sad
04:05clarence good was originally from brooklyn new york but his parents sent the 14 year old to maryland
04:10in the early 1980s they decided to send him to gaithersburg maryland with his older cousin josephine
04:17to take care of him clarence was getting in trouble he wasn't doing well in school and so
04:24the family thought it would be to clarence's benefit if he left the area just took him out
04:29of the element that he was having problems with and his mom was afraid he was going to be killed or
04:35getting some really bad trouble there josephine gray was a 35 year old wife and mother who was
04:45already raising six children of her own when clarence moves in with josephine she's married to
04:51robert gray and he treats clarence like a surrogate son she had a long career in the montgomery county
05:00public school system as a custodian she was very religious and she was a very spiritual woman
05:06they were a kind and loving couple josephine was more outspoken where robert was more soft-spoken
05:19she had six children of her own but most of them were out of the house by this point
05:23her youngest was 16 right around clarence's age so josephine agreed to take him she enjoyed the idea
05:31that she could make a difference in his life in a positive way as soon as clarence starts living
05:40with them his life starts to improve he starts turning everything around and be an upstanding
05:46citizen he stayed out of trouble seemed to be doing pretty well everyone described as being quiet but
05:54didn't cause any trouble and certainly was a huge improvement over his life in new york
06:04but by 1990 that stable family environment began to crumble over the years josephine and robert drift
06:13apart eventually robert moves out and they're just not together anymore robert moved to a townhouse up in
06:21germantown maybe about 15 or 20 minutes away sharing the children but away from josephine and clarence
06:28josephine also moved on but she hadn't given up on love just yet josephine became the girlfriend of
06:36andre savoy another custodian from rich montgomery high school who had seen her around for years and kind
06:42of fallen for her just like everyone else did she eventually moves into a house in upper marlboro
06:48she moves in her boyfriend andre with clarence by that point josephine's kids were grown up and clarence
06:59was building a life for himself he got into a relationship with another woman who had a child
07:06with him a son but the relationship didn't work out so the child stayed with his mother but it remained
07:13for clarence a motivator he wanted to be a good person he wanted to be a role model for this boy
07:22he got several jobs and went to school and had a son and he always talked about his son
07:29really wanted to make sure his son would be taken care of
07:32from all the outside appearances clarence lived a pretty normal and productive life
07:45with so much going for clarence his sudden death is all the more tragic
07:50and two detectives it looks like a killer went out of their way to cover their tracks
07:56the inside of the car was relatively clean if someone had actually bled out from a gunshot wound
08:03to the head you'd expect a lot of blood it wasn't there in the 1990s it was like a murder a day in west
08:10baltimore that murder it could easily just have blended in with any other murder that happened in
08:15west baltimore so it was pretty clear to the baltimore detectives that clarence was killed
08:21someplace else put in the trunk of his car and then somebody drove the car up to baltimore and left
08:27it there when the police asked clarence's family and friends did he have anything to do with drugs
08:35they insisted that he was not a drug dealer he had nothing to do with drugs at all
08:41no way for clarence he was so into his son and like i said he advanced to buying a car he was just
08:48moving forward this was clearly a dump job by somebody trying to distract attention from the
08:54actual crime scene coming up clarence's murder investigation uncovers disturbing evidence about
09:04those closest to him they discovered that he and josephine were more than just cousins
09:11she was afraid that clarence was straying off and getting away from her her demeanor was frightening
09:20for me he just did not seem the type of person capable of doing a murder but now we're looking at her
09:42baltimore police suspect the scene where 28 year old clarence good was found murdered
09:47has been staged to look like a drug deal gone wrong so they turned to those who knew him for answers
09:55starting with josephine was talked to about clarence's death she was you know upset and surprised
10:02well she said she raised him right she took care of him she was just in shock
10:06she says she had no idea what could have happened to her cousin but as the police continued to
10:14interview clarence's friends they revealed that his connection with josephine was much more complicated
10:20than it seemed after the investigators looked more and more into clarence's past and lifestyle they
10:28discovered that he and josephine were more than just cousins they were lovers it's believed that the
10:37relationship kind of crossed the line around his late teens possibly around 18 when they really got romantically involved
10:46it's kind of hard to pin down when the relationship changed
10:50between josephine and clarence but everybody began to just see things that kind of don't look right
10:58he told me she became his his girlfriend and i was like what
11:02who's with that old lady huh it's like yeah they were really a relationship
11:11when clarence came into josephine's home he was a teenager and she was 20 years older than him
11:17but she was a powerful woman attractive and that worked its way on him so even though they're not
11:26actually mother and son she's been a foster mother to him so when they do get sexually involved the the
11:35power difference is a problem she dominates him and he will do whatever she says
11:47when he found out about the lurid affair josephine's husband decided to leave
11:53robert gray's stepson told me that his stepfather knew that clarence was having an affair with josephine
12:02and that josephine was becoming more hostile toward him that led robert to move out of the house
12:08and get his own apartment in german hell according to clarence's friends the illicit affair continued
12:16after josephine's new boyfriend andre moved in
12:19i think she wanted complete control over him and was not willing to give that up even for
12:30a relationship with another man to her mind she had taken him into her home
12:35and he belonged to her she wanted to keep a sense of power over what his life would be like
12:44and he responded to that we've gone from her being involved with robert and clarence to now she's
12:53involved with andre and clarence
12:58armed with this salacious new information investigators bring andre in for questioning
13:04had he wanted josephine so badly he'd be willing to kill over it
13:08surprisingly when police bring this up to andre that there was a storted relationship and love
13:15affair happening with her cousin andre's awkwardly okay with it i mean he just wants to have some
13:21aspect of josephine in his life andre tells the police that he found out that they were having an
13:28affair because clarence used to brag about it still even after hearing all of these details andre still
13:36would not leave josephine he still was undeterred in his decision to stay with him he is devoted
13:44to josephine he loves this woman according to andre clarence was the one who one night clarence
13:54heard andre and josephine having sex he got pissed he stormed through the house he was breaking
14:02stuff up he came upstairs he tried to break down the door josephine somehow makes her way out of the
14:10bathroom out of the house and goes to the neighbor's house nearby by her not being there that kind of
14:17calms down clarence enough that they can diffuse the situation after that big fight and that turn of
14:26events and everything clarence just moved out the house because he was trying to stay away from her
14:31he didn't want to go to josephine's house at that time so he moved in with his sister in baltimore
14:39andre says he tried to put the incident behind them but josephine couldn't let go
14:46if josephine would call clarence for something he'd be right over she still kind of had him under his
14:51thumb it's like he was trying to break away from her but he was still he was having a hard time
14:56doing it josephine and clarence continued to have this relationship couldn't seem to stay away from
15:03each other for him it was an obsession of some kind he he just he couldn't stop for josephine it was
15:11her need to control and dominate with andre savoy after a while we we believed what he was saying
15:21he just did not seem the type of person capable of doing a murder in my opinion as well as my
15:29colleagues who who interviewed him we really didn't really consider him a suspect but now we're looking at josephine great
15:43given her unconventional relationship with her cousin 20 years her junior
15:48detectives turned to josephine's friends and family for more information
15:53investigators look more into josephine's past they discover that this is not the first time that
15:59a husband has died in her presence
16:01josephine gray was born in 1946 in montgomery county maryland where she spent most of her life
16:18she led what seemed to be on a superficial level a fairly typical life she worked she had kids she
16:24had relationships she had long pretty hair she was fair skinned men seemed to drop at her feet
16:34she was very attractive very pretty but investigators discover that this raven-haired beauty also has a dark past
16:43it's not that there's just this one cousin that turns up dead in baltimore city but they talked
16:50to montgomery county police and they find out that she has other lovers husbands that have turned up dead
16:56the baltimore police were only looking at the very tip of the iceberg when they first found clarence
17:03but when they hooked up with montgomery county police the team recognized that there's in fact a trail
17:08of murders here going back to 1974. the real problem started with her first husband norman's murder
17:26investigators are diving into josephine gray's past as they investigate the murder of her young cousin
17:34clarence good and they find out that this isn't the first time one of her lovers has met an untimely end
17:50when detectives start piecing together josephine's history
17:54they learned she had been married before to norman stribbling in 1974. norman and josephine grew up
18:02together in montgomery county eventually they became a couple got married had five kids and to
18:10all appearances they seemed to be an ordinary couple enjoying their life together but after almost a decade
18:18together their relationship became contentious
18:23norman also knew that she was starting to have an affair with a co-worker named robert gray
18:31and the affair wasn't the only reason the marriage fell apart norman had told his friends before that he
18:38had feared for his safety he feared for his life norman was living with his aunt and other relatives
18:48not with josephine because he was afraid of her he recalled one night he was laying in bed one night and josephine
18:56was next to him he fell asleep and when he woke up josephine was standing over him with a gun pointed at his head
19:05and that was the final straw when he said i have to get away from josephine
19:16less than a month after norman moved out tragedy struck
19:23just like clarence norman's body was found discovered in a car with a shot to the head
19:30norman stribbling was found about two or three o'clock in the morning pulled off on the side
19:37of river road extremely rural dark area no houses around norman was sitting in a car
19:47and had one shot right in the temple with a 32 caliber a pistol like a revolver his window was down
19:55there were cigarette butts outside the window there was footprints in the ground around his car
20:01it suggested to the police that he knew someone that he was talking to meeting with and that that
20:10person had a mission to kill the 1974 investigation into norman stribbling's murder identified josephie
20:20gray as definitely involved and probably robert gray
20:26as the detectives spoke with friends and family in 1974 they began to suspect josephine may have
20:37manipulated robert into doing her dirty work we know that robert gray did own a 32 caliber handgun that
20:46was kept at his parents house and norman stribbling was killed with a 32 caliber
20:56investigators on norman's case tracked down two of josephine's relatives who were able to shed more
21:04light on josephine's actions one night prior to norman's murder josephine and robert gray met josephine's
21:13brother donald mills and her cousin clement mills who also went by peetie at a nightclub in dc
21:19they had offered peetie they had offered pd and donald money i believe it was ten thousand dollars
21:27to murder norman they denied josephine's request but their testimony gives investigators what they
21:37need to charge her so based on that josephine and robert were arrested for a solicitation to commit
21:46murder two weeks after norman's death josephine and robert are in custody
21:54but before the pair could go to trial investigators discovered just how slippery josephine could be
22:02but the case never really came together because witnesses disappear it was a circumstantial case with
22:09somewhat of an alibi and the two key witnesses that dropped off the face of the earth so there was
22:16really nothing for the state's attorney's office to do but to drop that charge and hope that it got better
22:21later when their witnesses eventually turn up it's too late to save the case donald would not cooperate
22:29we found him he's like i don't know what you're talking about i don't know nothing from nothing
22:33and with no witnesses to testify nobody to come forward josephine and robert basically walked
22:45two years later josephine had moved on with her life after norman's death josephine and robert got
22:53married they got sixteen thousand dollars from norman's life insurance policy and they used that money
22:59as a down payment to buy a new home josephine had several children with norman and after she married
23:08robert she had one more child a daughter they continued to work as janitors in the montgomery
23:15county public school system and lived life normally they went to church together they did regular suburban
23:24happy things together if josephine is innocent in what happened with norman you would expect a period
23:32of mourning being distraught depressed but we didn't see that but over 15 years the cracks in their
23:42marriage begin to show and robert's family felt that she had total control over robert his family
23:52noted that after they got married he stopped coming around and they blamed josephine for that
24:00everything from the checkbook to their daily whereabouts to who gets to drive the car we saw a
24:06pattern of manipulation control and profiting that was pretty evil coming up a community in fear
24:15watches as history repeats itself robert gray was exhibiting he was nervous he told co-workers
24:25he was afraid of her and all his actions were of a real scared person he wanted to speak to an
24:33investigator about a crime a murder that he says was going to happen robert was driving and he saw
24:40josephine's car pull up behind him he just pops up out of nowhere with a gun and points it right at him
24:55for detectives investigating the murder of clarence good a disturbing pattern is emerging
25:02his cousin josephine had been a suspect in her first husband's death
25:06and after 15 years her second marriage is following a similar path it can be pretty disturbing to realize
25:14that your wife is involved romantically with her younger cousin robert starts telling people he is
25:21scared for his safety he knows what she has done to her ex and he fears he might be next interviewing some
25:30of his co-workers at the schools they just described a guy that was afraid of his own shadow
25:38in august of 1990 robert stepson went to police for help i first became involved in the case when one
25:47afternoon robert gray's stepson bernard stripling came to a police headquarters and wanted to speak to an
25:55investigator about a crime a murder that he says was going to happen when i sat bernard down it was
26:04pretty wild the story he had saying that his mother had killed his father everybody knew it but she was
26:11never convicted of it never even went to trial for the murder and now by the way she's been acting he
26:19knows that she is going to kill his father when detectives convinced robert to give a statement
26:27he says his fears became a reality on october 5th robert reported to the police that josephine had
26:35threatened him with a club and a knife and he said that clarence had also threatened him with a handgun
26:41he was driving and he saw josephine's car pull up behind him to the side of him as they're driving
26:48and that's when clarence just pops up out of nowhere with a gun and points it right at him
26:55that's where robert has to get out of dodge robert pressed charges against josephine and clarence
27:02but a week before he was set to testify he was found murdered
27:07november 9th 1990 robert's daughter found him on the floor of his apartment he had been shot in the
27:16neck and in the chest with a 45 caliber hangar
27:21patrol units were the first ones on the scene they found sitting on the table in robert's apartment was
27:28my business card from the homicide section so i was called right away we found there was no forced
27:36entry into robert's apartment so whoever went in had a key looks like he had stopped to purchase some
27:45beer put that on the table took his coat off and was probably in the process of walking down the hall
27:51when whoever was hiding in the closet stepped out and shot robert
27:55now her second husband is found dead from a gunshot wound and once again josephine finds herself the prime
28:11suspect we interviewed clarence he said that he had no involvement in the murder didn't know anything
28:20about it said that he drove to richard montgomery high school which is where josephine was working
28:26in rockville and picked up josephine so she could drive him to work and that's all he knew
28:36we got a search warrant for her house looking for any you know evidence tying her to the murder
28:42and in the course of the search warrant we did find bullets in a purse downstairs in her basement
28:50that were 45 caliber there was no way to match them to the lot the ammunition that was used to kill robert with
29:02the evidence was circumstantial at best and just as in norman's murder investigation witnesses were hard to come by
29:10but there was really no way to prove this even if we arrested her which we eventually did do
29:20without any witnesses you were never going to convict her investigators are lost they keep asking
29:27around to family and friends but no one will speak against josephine gray and investigators are about to
29:35discover why when josephine is behind closed doors she could be extremely controlling and this was all
29:46also magnified by rumors and rumblings that she was engaged in voodoo previous witnesses were threatened
29:54with voodoo they believed in the witchcraft the spells the hex so they were scared to come forward
30:00she walked around you know with a very pleasant attitude but her family also knew that she had another
30:09side of her they was just afraid of her
30:15so
30:25baltimore detectives investigating the 1990 murder of robert gray suspect his wife and her latest lover
30:32are to blame but they need hard evidence to press charges so during the course of the investigation
30:40we were kind of running into a brick wall very much like norman stripling's murder one of the things
30:49that i did as a last-ditch effort to try to get incriminating evidence was actually applied got a court
30:55order to be able to actually bug her house and what they hear sends chills down investigators spines
31:04the technology wasn't as sophisticated 1991 as it is today but we did hear clarence talking with josephine
31:16and then another thing we recorded was josephine and her daughter and clarence having a voodoo
31:23session and i heard josephine clear as day put the spell on me
31:27she was able to put so much fear into witnesses and family members because they believed that the
31:41spells and the rituals and the voodoo aspect of it was true one of josephine gray's daughters
31:48told the investigators that she found a voodoo doll that looked like her father with pins in them
31:55they didn't get anything directly incriminating regarding participating in murder and so the
32:04prosecution ended up having to drop the charges and josephine was once again set completely free
32:10after her release josephine collects on the insurance policy she placed just months before robert's murder
32:22once again josephine was the primary beneficiary of an insurance policy that robert in this case didn't
32:28even know existed she received just over fifty thousand dollars josephine used the insurance money
32:35to move into a new house with clarence but it didn't take long for her to grow restless again
32:42it should have been that after robert was out of the picture that she would have built a new life
32:47of clarence but she moved on with andre savoy she sees the mates with whom she's had children and had
32:58relationships as a means to an end and that end being improving her life with money josephine's beauty
33:09was intoxicating and many times you could tell that it became almost a trance that she would put these
33:17men in someone always craved her and that proved deadly for most of these men
33:33now five years after robert's death her kissing cousin has been found murdered three men dead in 22
33:41years all in relationships with josephine gray yet no one has been able to prove that she committed a
33:48crime clarence good just like the victims before him had an insurance policy on his head that he
33:55apparently didn't know about and this one again josephine gray is the beneficiary not only is she
34:01getting away with participating in these murders on some level but she's profiting mightily and for
34:06clarence's case she'd gone all the way up to about a hundred thousand after several months of
34:15investigating this case at this point obviously we're trying to link josephine to clarence's death
34:22so i got together with baltimore city and we obtained a search warrant for josephine's house in
34:29prince george's county inside the garage they saw what looked like a red stain on the ground
34:38we were able to identify it as human blood investigators send samples of the blood to
34:45a crime lab for further testing
34:50meanwhile they searched josephine's phone records for further clues
34:54we know she called clarence that night we had her number on his pager and we find a strange number
35:03and come and call to josephine's house and when we tracked it down it comes back to a pay phone
35:13at a pharmacy right around the corner from josephine's house so when we contacted the pharmacy
35:20it turned out clarence apparently was sick and had a prescription that he went and got filled there
35:26so now we know the night before and he's right around the corner from josephine so
35:31it would stand to reason that she was involved in this
35:41the most likely scenario that we can think of was josephine called clarence we know she
35:47called clarence to come to the house maybe she says she needed help with something investigators
35:53suspect that once josephine lured clarence into her home her plan was in motion
36:00when he turned to leave that's when she shot him
36:02and then after he was shot she drove his body to baltimore and staged it in west baltimore
36:17to make it look like it was a regular drug murder
36:22it seemed like a very clumsy effort to dump a body that was not killed there and make it look as if it
36:28was drug related nobody in west baltimore is walking around with safety pins and cocaine
36:37but will detectives be able to prove josephine did it
36:43once again the police don't have enough evidence they have no witnesses they don't have a murder
36:49weapon and that stain that was in the garage they can't extract enough dna from it to determine exactly
36:57what it is
37:02so now for the third time the third murder investigation of one of josephine's lovers
37:08we're running into the same problem again i mean you notice that you got this killer walking around
37:13you can't do anything about it they undertake a new strategy they needed to charge her with something
37:20that they knew it was going to stick our goal was just i don't care if it was murder i don't care if
37:25it was littering we wanted to get her off the streets because she was going to kill somebody again
37:33we had to hit heavily the notion of the slayers rule
37:38you can't collect insurance if you participated in the murderous event
37:50between 1974 and 1996 three of josephine gray's romantic partners met untimely ends and the
38:03investigations revealed that she stood to gain from each of their deaths
38:09if we were to charge her and try you know to bring her to trial the way the court system works
38:15each case would have to be tried separately and could not be linked together so you'd have to have
38:22a jury who knew nothing about her past and only hear one case and not anything about the other cases
38:30then in 2001 almost five years after clarence's death detectives and prosecutors come up with a
38:41different strategy to put her behind bars so we had to be a little bit creative and we started
38:47looking at the evidence and figuring out some of the nooks and crannies of what josephine had done
38:52involved in these murders and what we realized was she was putting insurance policies
38:56on these guys heads anticipating that they would then be murdered and she would collect and she did
39:01collect have what's called the slayers rule which is if you're involved in any way shape or form with
39:08somebody's murder you cannot profit from me and she clearly did this so the federal hook was wire
39:16fraud and mail fraud that she was using the phones and the u.s mailing system to request claims for
39:23people that she had participated in the killing up what we had to do is prove up some complicity in
39:29each of the murders and then her direct involvement in collecting insurance proceeds from these deaths
39:35so even though it was a wire fraud case ultimately it was a triple murder
39:43in january of 2002 josephine gray is charged with eight counts of wire and mail fraud
39:50her trial begins six months later in july we think the motive in the first murder probably would
39:57have been a love relationship with william gray the the second victim we think the motive for killing
40:04gray was the fact that he knew about the first killing the prosecutors paint josephine gray as basically
40:12this black widow killer who killed all three of her lovers for life insurance and monetary gain
40:20and so the opening statement focused heavily on the murders and the evidence associated with each murder
40:27the prosecutors argue basically that josephine used robert to kill norman then she used clarence to kill robert
40:39the last man standing in josephine's diabolical scheme is andre savoy and prosecutors are able to
40:46convince him to testify against her once she breaks up with the lover then she takes out a life insurance
40:53policy they end up dead and she collects the money but she also enlists the help of the new lover to help
41:02with get ridding of the old lover they tell him that josephine also has a life insurance policy on him so he could
41:11be next but we told him that that i think finally a light bulb went off in andre's head andre was a
41:22very important witness in this trial as he knew what she did she admitted it to him
41:30josephine's attorneys remind the jury that three investigations have failed to prove she had
41:40anything to do with the murders but it's not enough to exonerate her this time
41:46after a long contested trial on december 2nd of 2002 the jury reached a verdict uh most nerve-wracking
41:53part of the case for for a lot of us but they came out it was a clean sweep guilty on all eight counts
41:59for wire fraud relating to her collecting insurance money off these deaths
42:05it's five years for each count since there's really no parole in the federal system just
42:10feeds at the mid-50s that essentially is a life sentence for her somebody outsmarted her but she
42:17thought she was outsmarted i'm glad they um caught her
42:29josephine gray was a woman who knew how to control the men in her life and she used jealousy manipulation
42:36and black magic to get what she wanted from them by the time they realized what she truly was it was too
42:44late josephine gray was supposed to be the guardian towards her cousin and especially by him being only
42:5318 years old but instead she had his mind twisted to some type of incestuous relationship only an evil person
43:03a person could do that
