Finnish President Alexander Stubb met with NATO Secretary General Mark Rutte in Brussels on November 17, ahead of discussions with Belgium's Prime Minister Bart de Wever.

Stubb emphasized the importance of EU solidarity in supporting Ukraine, highlighting three potential options to finance Kyiv, including the use of frozen Russian assets. He expressed hope that European leaders will find solutions ahead of the December European Council meeting.

European Commission President Ursula von der Leyen also confirmed that financing Ukraine could involve loans, asset use, or a combination of methods. The discussions follow EU leaders’ agreement last month to address Ukraine’s urgent financial needs for the next two years.

00:00Good to see you. We are pleased to have the President of Finland here with us today.
00:21We will start with a statement from the Secretary General, followed by the President, and then
00:25we'll have time for some of your questions.
00:27Lately, Russia has tested the alliances and the EU's unity and resolve by using means
00:34of hybrid warfare.
00:37We need to strengthen our societies and capabilities, but also keep our cool heads acting united.
00:44We can do this.
00:46When it comes to funding Ukraine, it seems rather clear that there are three options.
00:51The first one is that EU member states or NATO member states, for that matter, pay directly,
00:59either by taking more loans or using current reserves.
01:06The second option is the mutualization of debt on a European level, as was done with next-generation
01:11Europe and with SAFE.
01:16And the third option, of course, is the use of the immobilized assets.
01:23I will discuss these matters today with Belgium's Prime Minister.
01:43I think a lot of European leaders have understood the concerns that Belgium has in this situation, both
01:51political and legal.
01:55And I hope that when leaders start moving towards the European Council of December, that solutions
02:02will be found, because it is of utmost importance that we continue to fund Ukraine in its fight
02:09for its existence and survival.
