Government officials and contractors are under investigation by the Independent Commission for Infrastructure (ICI) over alleged lapses in Cebu’s flood control projects that worsened the impact of Typhoon Tino.
ICI teams conducted inspections in Cebu City, Mandaue, Talisay, Liloan, and Compostela, focusing on areas hit hardest by the storm. Sites included the Butuanon River in Mandaue, the Mananga River in Talisay, and flood mitigation projects in Liloan and Compostela.
Rodolfo Azurin Jr., ICI special adviser and lead investigator, said preliminary findings point to negligence or misconduct that could result in both administrative and criminal cases.
