00:00And the U.S., Saudi Arabia, the UAE and Egypt, the Quad, as they know,
00:05have been working on ways to end the civil war in Sudan.
00:10But Dr. Eli, what are the major sticking points where they can't seem to move forward?
00:16There's just too much complexity in this situation.
00:19First, the four need to agree on what is their vision for the future of Sudan.
00:24They still don't see eye to eye on every aspect of this conflict.
00:29As I said before, some of them are close to this party of the conflict or to the other.
00:35So we don't have a clear roadmap fully supported by all four countries that are mediating
00:40and that shows a clear way forward.
00:43So this is the first hurdle.
00:45The second hurdle is once we have this agreement or this roadmap,
00:52will we guarantee the support and the enforcement by both parties of this temporary transition plan
00:58or whatever you want to call it?
00:59That's the second challenge.
01:01Will they agree on it?
01:02Will they implement it?
01:04Who will enforce this, practically speaking?
01:06And third, is any of these countries willing to send boots on the ground
01:10to actually act as a peace force or as an enforcement mechanism to force this transition on both parties
01:17and actually act as a guarantor of this agreement?
01:21This is also nowhere to be seen by any of the four or any other power.
01:26If we go towards the peacekeeping force, be it an African peacekeeping force or a UN peacekeeping force,
01:32peacekeeping force is not enough in the case of Sudan.
01:34We need a strong enforcement capable under Chapter 7 of the UN Security Council
01:40that allows the UN forces or the multinational forces to actually enforce and use force
01:45to implement a specific peace process.
01:49So there's the international agreement, there's the agreement of the internal parts,
01:53there's the practicality of it, and then there's the enforcement mechanism.
01:57All of these are sticking point.
01:58We're still, unfortunately, a very long way to go.
02:01And everybody was distracted by what's happening in Gaza, very rightfully so.
02:06But then this is a clear genocide, a clear massacre happening just a few hundred kilometers away.
02:12We need to give it as much attention as we gave Gaza
02:16and actually bring all the efforts of the international community to stop what's happening
02:21because it is really unacceptable to any human being,
02:24let alone to the international community and to the world altogether.
