00:00Finally, after 43 days, the longest shutdown in U.S. government history is coming to an end.
00:07So what did Congress get done during that time?
00:10We've spent 43 days in a total stalemate for nothing.
00:14The money only lasts until January 30th, so Congress is going to have to pass another round of funding by then,
00:20or the government will shut down again.
00:23But don't worry, because lawmakers say they're ready to work hard for the American people.
00:27I think that's a load of bulls**t.
00:31The government shut down because Republicans and Democrats couldn't compromise on an extension to Affordable Care Act tax credits
00:38that are set to expire at the end of the year.
00:41Without an extension, health insurance premiums are set to increase significantly in 2026, in some cases double and triple.
00:49This bill today is about ending the misery Democrats created on families.
00:55That is just about funding the government, not about solving other problems that we should be working to solve.
01:01The last time you voted on the CR, you said you held your nose and voted for it.
01:04Is it safe to say that's what you're going to be doing tonight?
01:06Yeah, I think so.
01:07I hate to say the greater good, but people really are suffering.
01:11This cold snap hit.
01:12I've got poor people in my district.
01:13They could lose their electricity.
01:15What should be Democrats' number one priority between now and January 30th for a potential full-year appropriations bill?
01:21We have to push to address this health care crisis, and the biggest way to do that is to make sure that we have an extension of the ACA tax credits, the Obamacare tax credits.
01:32Democrats say they'll introduce a discharge petition to extend the tax credits for three years.
01:37If the petition gets 218 signatures, it would force a vote on the measure.
01:42But here's the thing.
01:43They need Republicans to sign on in order to hit that 218.
01:46There are some Republicans who say they want to extend the Affordable Care Act tax credits,
01:51but they don't want to do it for the full three years, and they want to change some of the eligibility requirements.
01:56Is the discharge petition negotiable, given that some Republicans would be willing to vote for ACA extension, just maybe not in the exact way that it's being proposed now?
02:05Republicans have zero credibility on this issue.
02:07These are folks, these Republicans, who have tried to repeal the Affordable Care Act more than 70 different times in the last 15 years.
02:15There's no evidence that they're serious about extending the Affordable Care Act tax credits.
02:19As a matter of fact, they were given a very reasonable proposal by Leader Schumer, a one-year extension of the Affordable Care Act tax credits
02:27and a bipartisan commission to address the broken health care system moving forward, and they rejected it.
02:33This resolution funds SNAP Food Assistance, the VA, the Department of Agriculture, and the Legislative Branch for all of fiscal year 2026.
02:42But for the rest of the government, including the military and Health and Human Services, that is going to need more funding as of January 30th.
02:50And if Congress doesn't pass another bill, there will be another government shutdown.
02:54Are you seeing us being back here in January in the same boat?
02:57Absolutely. January 30th is the end of this CR.
03:00Do I think that the Republicans have the political juice to get to the rest of their appropriations bills across the finish line and a health care deal?
03:08Well, no. They couldn't even be bothered to sit for seven hours in a rules committee hearing last night and actually have a real debate about health care.
03:18So if we think that they're actually going to, in good faith, fix the American health care system in the next two months, I think that's a lootable.
