00:26We are looking at 48 hours after the blast.
00:28What are your thoughts, sir?
00:31Good evening, ladies and gentlemen.
00:33The defense doctrine seems to be more reinforced than ever
00:36with a tough, no-nonsense and a clear message.
00:40And the posturing that is so necessary in international terms,
00:43make no mistake about it, Maria, it's very seldom
00:45that the prime minister speaks in Hindi
00:47and then translates his word into English,
00:50not for the Indian audience which is in Hindi,
00:52but for the world audience in English.
00:55Therefore, there is a clarity that those,
00:57it is a terror act, number one,
00:58there are sumptuous takeaways in this brief address,
01:01that it is a terror attack.
01:03Number two, there will be consequences
01:04and the perpetrators will be pursued to the last
01:07and pursued very, very vigorously.
01:10Therefore, the defense doctrine is very clear.
01:13And of course, it is on the similar lines
01:14that after Operation Sindhur,
01:17Operation Sindhur, there was a declaration
01:19that any act of terror will be treated as an act of war
01:23and it will be repulsed in equal measure.
01:26Therefore, I feel it is a matter of tremendous satisfaction
01:29for all of us Indians in India and elsewhere
01:31that a defense doctrine giving a befitting reply
01:35indicates that a resolute nation is standing behind
01:38to give a befitting reply to the terrorists,
01:42wherever they may be,
01:43whether Jaisi Muhammad or wherever in the world they are,
01:45they should not feel safe and secure.
01:47Okay, so in terms of the investigation so far,
01:50Mr. Jain, how are you viewing the direction of the investigation?
01:56You are asking me?
02:02Yes, sir, please go ahead.
02:04Yeah, investigation has been recently taken over by NIA.
02:08Once investigation is taken over by NIA,
02:10it's absolutely clear that government thinks
02:16that it's an act of terror.
02:18And the Cabinet Committee on Security, CCS,
02:23has also briefed the media
02:25that it's being treated as an act of terror.
02:29Prime Minister has taken it very seriously.
02:31Home Minister has taken it very seriously.
02:34I have never seen such quick response
02:36from senior officials, senior most officials
02:38of various intelligence agencies.
02:40They were all on the ground.
02:42Home Minister was also there.
02:44So action is being taken.
02:45Raids are being conducted throughout the country.
02:48In UPIC, raids are being carried out by ATS
02:51at a number of places,
02:52and there have been several detentions also.
02:56JNK, massive raids are going on,
02:58I'm told, at 300 places,
03:01and people are being detained.
03:02So befitting reply is being given to the incident.
03:05And I think within four or five days,
03:09picture will be clear,
03:10and all the players involved in this,
03:13they will be behind bars.
03:15It's very unfortunate that well-read people,
03:18MDs and MBBS,
03:20they are involved in this type of ghastly incident.
03:25Luckily, because of initiative taken by JNK police,
03:32Shilnagar civil police,
03:33the entire gang was busted.
03:40Raids were carried out at Faridabad.
03:42Otherwise, I think there would have been
03:45several blasts at several places in the country,
03:50either on 2611 or on 6th December
03:53or 26th January.
03:55Preparations were going on
03:57for massive attacks at several places.
04:02So thanks to JNK police,
04:05Haryana police,
04:07action has been taken.
04:09But unfortunately,
04:11there was one blast near at Fort.
04:13It will have to be verified
04:14whether it was accidental
04:16or he acted as a fidain.
04:18But I think things will be clear
04:20in a day or two.

04:56behind the scenes,
04:57the series of state coordination,
05:00the series of multi-agency coordination,
05:03what are you sensing?
05:05Is it, you know,
05:06the larger sinister plot
05:07as it unravels?
05:10See, one thing which struck me,
05:13I mean, this was as of the day before,
05:15was that this has been going on
05:16for some time,
05:17this plotting.
05:18I mean, it is apparently
05:19at least more than two years old.
05:21So, if we are looking at it,
05:23in that case,
05:24it is not really much to do
05:25with Sindhur,
05:27its aftermath,
05:28it's not really linked to that.
05:30Number two is,
05:31it's a radicalized outfit.
05:33Radicalization is a cell
05:35which is the most difficult to unravel.
05:38You can unravel a tight terrorist plot,
05:40but radicalism is very, very difficult
05:42to find out where
05:44these veins of poison go through.
05:45That is number two.
05:46But number three,
05:48in terms of action,
05:49I think this action
05:50by the agencies
05:51was brilliant.
05:53This kind of coordination,
05:55to be honest,
05:55we've rarely seen
05:56from one police
05:57to the others
05:58across state boundaries,
06:00they have actually managed
06:01to nab these people.
06:03But now comes the difficult part,
06:05is to see where,
06:07how did they get
06:08this ammonium nitrate together?
06:09Number two,
06:10is there more of it?
06:12And the way it looks,
06:13it looks like there is more,
06:15you know,
06:15which has been stashed away somewhere.
06:17Are there other people involved?
06:19Which is also likely,
06:20I'm happy to see
06:21that there is a bunch of,

06:23in going on,
06:24even in my own home state,

06:26there is a,
06:27I think,
06:28various initiatives being taken.

06:37well thought out,

06:41for a really large attack.

06:45to the agencies
06:46for finding this out

07:03a very important link
07:05which is the red Ford
07:06EcoSport
07:08because,

07:09the fear was
07:10that are there
07:11similar such cars,
07:12one I-20,
07:13another one EcoSport
07:14which is moving around
07:15as the entire plot
07:17is being linked now
07:18to their larger plan
07:21which was to
07:23cause a huge impact
07:25on 6th of December.

07:31let's be clear,
07:32I think their plans
07:33were very, very clear
07:34to carry out
07:35a major strike
07:35in Delhi and Sierra
07:36and in most parts
07:37of the country

07:38intended aim.

07:40that they have procured
07:412,900 kgs
07:43of ammonium nitrate
07:44over a period of time
07:45and I do agree,
07:46I think it was
07:47over a period of two years
07:48and they were
07:49bringing in
07:49small consignment.
07:50So there are
07:50a large number of issues
07:51which are of concern.
07:53Firstly,
07:53from where have they
07:54been able to procure
07:55such amount
07:56of ammonium nitrate?
07:58Obviously,
07:59today it is
08:00commercially available,
08:01it is used
08:01in construction activities,
08:03it is used in mining.
08:04So somewhere
08:05we have faltered,
08:06I think the security drills
08:07have to be
08:08very, very taped up.
08:09Number two,
08:10Al-Fala University.
08:12You know,
08:13arms are being found,
08:14the explosives
08:15are being found,
08:16people are being entering
08:17and I think
08:18in one of the lockers,
08:19AK-47
08:20were being found.
08:21What does it indicate?
08:23The security personnel
08:24who are deployed
08:25in the university campus,
08:27were they sleeping?
08:28So this is another thing.
08:29So I think
08:30there are
08:31a far number of leads
08:32and I personally feel
08:34this person,
08:35Dr. Umar,
08:36he was very,
08:36very instrumental
08:37and I think
08:39my assessment is
08:40that probably
08:41this guy knew so much
08:43as it is
08:44the number of people
08:45who were caught
08:46right from October,
08:48mid-October onwards.
08:49I think they have
08:50given a lot of information
08:51and that is how
08:52the Umar was also
08:54being traced.
08:55So therefore,
08:56it proves that
08:56there are many more
08:58handlers in this,
08:59there are many more
08:59perpetrators
09:00and they are
09:01loitering around
09:02and the fact
09:02each minute
09:03a lot of things
09:04are being unraveled.
09:05So I think
09:06the first priority
09:07of the government
09:07of India
09:08and obviously
09:09the NIA
09:10would be to go
09:11into minutest details,
09:13find out
09:13even those two guys
09:14who were at the
09:15gas station
09:16who sat down
09:18in the vehicle
09:18for some time
09:19and then they came out.
09:20I think
09:21the role of those
09:22two people
09:22have to be found out
09:23and perhaps
09:25there is a possibility
09:26that Umar,
09:29when he was in that area,
09:31I think he was
09:31not contemplating
09:32a suicide kind of attack
09:34because, you know,
09:34when I was in Afghanistan,
09:35I've seen
09:36once a person
09:37decides on a suicide attack,
09:39thereafter,
09:39the way his brain was,
09:40then he just goes
09:41for the mission.
09:42In this case,
09:43he was almost there
09:44for three and a half hours
09:45in the masjid parking area.
09:47So he was
09:48contemplating something
09:49and what he could
09:50have been contemplating,
09:51definitely not a suicide.
09:53He would have been
09:53contemplating now
09:54that he is going
09:55to be cornered
09:55and the fact that
09:56JNK police
09:57had stated
09:57that you will be caught
09:58and you surrender.
10:00So he would have
10:01come to know
10:01that he will be chased
10:04and caught.
10:04So I think
10:05his handlers
10:06would have ensured
10:07that he dies
10:07because in case
10:08he would have been
10:09captured live,
10:10perhaps he would have
10:11revealed so many
10:12other things.
10:12So his existence
10:14was an existential threat
10:16to the entire network
10:18and therefore
10:18they have eliminated
10:19this threat.
10:20So anyway,
10:21the fact of the matter
10:22is perhaps he could
10:23have been detonated
10:24by remote control
10:25and I have seen
10:25enough of these
10:26in Afghanistan
10:27and even there are
10:29a large number
10:29of issues
10:29that there were
10:31no critters.

10:33probably the explosive
10:34may have been kept
10:35in the rear seat
10:36for all you know itself.

10:40the vehicle
10:40and then de-boarded

10:43perhaps they may
10:43have kept it
10:44somewhere knowing
10:45that this person
10:46perhaps may even
10:47surrender or will be
10:48caught and he will
10:49give out a lot of
10:50leads.

10:53India as on date

10:55now the raids have
10:56happened in Assam,
10:57a lot of people
10:57are being caught.

11:01inter-state coordination

11:04hats off of course
11:05to the JNK police,
11:06they are the start
11:07point.
11:07So things will be
11:09unraveled.

11:12the lead out
11:12and the role
11:13of Jensheh
11:13and including
11:14of Turkey
11:15because what
11:16was their role?
11:17How these people
11:18had gone and met?

11:20roles and affiliations
11:21which is all tied
11:22to Alphala
11:23and allied networks
11:25becomes important.

11:42as Dr. Death
11:43was plotting
11:44a major bomb
11:45attack in Delhi.
11:47When was this
11:48attack planned?
11:50December 6th,
11:51the anniversary
11:51of the Babri
11:53Masjid demolition.
11:54The attack
11:54was dubbed
11:55a revenge date
11:57and aimed
11:57at maximizing
11:59impact targeting
12:00high footfall
12:01areas
12:02across central Delhi.
12:04so they were
12:05planning multiple
12:06bombings on that
12:07particular day.
12:09Investigators in fact
12:10believe that the
12:11plan was finalized
12:12after Umar's
12:14visit to Turkey
12:15where he reportedly
12:17received orders
12:18from Jaish-e-Mohammed
12:20handlers.
12:21This becomes
12:21important because
12:23many would say

12:26has moved ahead
12:27from what happened
12:29in 1992
12:30particularly
12:31because there
12:32is a Ram
12:33temple
12:33in Ayodhya.
12:36So why
12:37is it
12:37that these
12:38relatively
12:39young
12:40doctors
12:41are talking
12:42about an event
12:43where India
12:44has moved ahead?

12:46consecration
12:46ceremony of Ram
12:47temple which
12:48has happened

12:49country rejoiced.

16:58terrorist, you

17:28mean that Turkey
17:28itself is involved

17:30you know these
17:32people are
17:33adept at using
17:34various countries
17:35and then trying
17:37to spoil your
17:38relations with
17:38them.
17:39So that is a
17:40caution we need
17:41to keep in
17:42mind.

17:43thing is
17:44these I mean
17:46the fact that
17:47they are doctors
17:48I mean that is
17:49what at least

18:48to be done by
18:49constantly showing
18:50them the demolition
18:51of Babri Masjid

18:54came to know from
18:55the Taliban and
18:56all these people
18:56who are trained
18:57there because this
18:58is the first thing

18:59indoctrination is
19:01done.

19:02are shown these
19:03videos constantly
19:04and anything which
19:05is anti-Islam
19:06which they consider
19:07actually anti-Islam
19:08maybe in India
19:10you know there is
19:11no end to that
19:12they can present
19:13anything in such a
19:14way.
19:15So these kind of
19:16videos are showing
19:16constantly and that
19:18hits their psyche
19:18because they are
19:19seeing it.
19:20Though a point
19:21came out by
19:22Mr. Vikram that
19:23they would have
19:24been youngsters
19:24that time but
19:26yet you know
19:27trying to show
19:27that this was
19:28demolished by
19:29Indians and
19:32that was such a
19:34great masjid and
19:34you know this is
19:36what they have
19:37been doing
19:37radicalization.
19:38So yes I
19:39exactly agree with
19:41Dr. Gartha that
19:42dates today become
19:43very very significant
19:44and therefore 6th
19:45December obviously
19:46the Babri Masjid
19:48demolition that
19:48indoctrination so
19:49that revenge factor

20:19the matter is
20:20radicalization is
20:21happening,
20:21indoctrination is
20:22happening and let's
20:23not be surprised

20:25women carters may
20:26have been already
20:26radicalized.
