Venezuela has launched a new phase of “Plan Independencia 200,” deploying 200,000 troops alongside air and naval forces. Defence Minister Vladimir Padrino Lopez announced the operation amid rising tensions with the United States over recent military activities in the Caribbean. Caracas has condemned US actions as “intimidation” and vowed to defend regional sovereignty and stability.
00:00If you could give us an assessment, what does this higher phase consist of in the current territory?
00:08Today, at midnight, our commander-in-chief ordered us, as is his custom, to carry out a deployment and exercise within the framework of Plan Independencia 200, but raising the level of the military on the streets, registering with the militia.
00:30We went to the barracks, the militia went to the barracks, we deployed almost 200,000 troops throughout the national territory for this exercise, and I must say that this does not detract from the daily deployment carried out by the Strategic Operational Command General-in-Chief Domingo Hernandez-Leres, the Strategic Operational Commander who is here by my side, combating all other threats, the threat of drug trafficking, the threat of armed terrorist groups, drug traffickers, armed groups that operate, intend to operate on the Venezuelan border.
01:00We are responding effectively to all of this, and the people of Venezuela must know that they have a Venezuela that is protected, safeguarded, and defended by the Bolivarian National Armed Forces and by the leadership of our Commander-in-Chief, President Nicolas Maduro Moros.
01:23We study all of this with the entire general staff, almost daily.
01:30So this exercise, well, in addition to that, of completing and studying and preparing for command and control, also involves the deployment of, well, air, land, naval, and missile resources of all types.
01:42In other words, it is a, that is why we have called it a higher phase, because it includes exercises that we have already repeated, but in a comprehensive manner, of an integral nature.
01:56That is the vision of this, and we are going to do it today, we are going to do it tomorrow.
02:03We have carried out campaign maneuvers.
02:05Do you remember the maneuvers we did in Orkula?
02:07Today, coincidentally, the National Assembly is
02:10practically debating
02:12The final phase of this special law for the Integral Defense Commands.
02:22That's what it's going to be called, the Special Law for the Integral Defense Commands.
02:26What does that mean?
02:29Well, that the state, the state is such, its institutions are integrated into the armed struggle and complement each other, if not the entire Caribbean and the Latin American region.
02:38The great powers have spoken out against
02:42This aggression that is taking place in the Caribbean, this intimidation, this threat, uh, dirtying the waters of the Caribbean Sea with hatred, with supremacy, with the intention of imposing and making the Caribbean Sea a closed sea for the interests of the United States.
03:08Decentralization of the media, exercise of disaster management and here in Venezuela the rejection exceeds 90%.
03:16The rejection exceeds 90% of all the people with an aggression against an aggression against Venezuela.
03:25That is to say, that tiny, minority, subversive, fascist faction that still tries to do politics in Venezuela, calling it invasions in Venezuela, well, that is no longer the case.
03:39It does not exist, it does not exist for us, they are no longer Venezuelan, they themselves have ceased to be Venezuelan, they themselves have lost their nationality, I insist, there has been no pause and there will be no pause.
03:55We will continue.
03:56I see that the military forces of the United States, the armed forces of the United States are being used as mercenaries, as mercenaries to assassinate, that is what their main spokesmen have said, we are going to deploy around the world to assassinate, to kill.
04:13And that is what is happening in the Caribbean, assassinating.
04:16This has been rejected internationally, but categorically.
04:40Categorical.
04:41There is a rejection, a notorious rejection, against this excessive, disproportionate, illegal and illegitimate use of the military forces of the United States against the peoples of the Caribbean,
05:06against the peoples of the Caribbean and against peace in the Latin American region to continue optimizing the national state.
