00:01:38similar program I'm going to tell the story of the Pentagon's secret UFO project
00:01:44it's a big story it involves the government the intelligence community and
00:01:50the military-industrial complex and it's a bizarre story with a colorful cast of
00:01:56characters that includes not just politicians and shadowy intelligence
00:02:01community figures but a billionaire businessman and even a rock star this is
00:02:06the inside story of a UFO program so cleverly hidden that its title didn't
00:02:12mention UFOs at all this is the story of a tip the advanced aerospace threat
00:02:18identification program
00:02:29to tell the full story of a tip we need to go back in time we need to go back over
00:02:3770 years to when it all began on June 24th 1947 a pilot Kenneth Arnold saw nine
00:02:47strange craft flying in formation over the Cascade Mountains in Washington State
00:02:52traveling at a speed of well over a thousand miles an hour the media got wind
00:02:58of the story and labeled these mystery objects flying saucers or flying discs
00:03:03further reports came in from other locations in the United States and from
00:03:08countries all around the world what were these strange craft what were they
00:03:14doing and who was flying them then as flying saucer fever swept across the nation in
00:03:21early July 1947 something crashed in the New Mexico desert close to an army
00:03:28airfield the name of this base was Roswell wreckage from the crash was gathered up
00:03:35from a local ranch by military intelligence officers stationed at Roswell then in an
00:03:41extraordinary turn of events the US military reached out to the media and let
00:03:46it be known that they recovered one of these strange craft a news release read as
00:03:52follows the many rumors regarding the flying disc became a reality yesterday
00:03:58when the intelligence officer of the 509th bomb group of the 8th Air Force
00:04:02Roswell Army Airfield was fortunate enough to gain possession of a disc at the
00:04:09time the 509th bomb group was the only atomic bomb capable squadron anywhere in the
00:04:15world Roswell was arguably the most strategically important military base on the
00:04:21face of the planet unbelievably within 24 hours the military issued a follow-up report claiming
00:04:30that the object had simply been a weather balloon could the military intelligence personnel
00:04:35at this elite military unit really have misidentified debris from a weather balloon
00:04:40its stretching credulity to breaking point especially as the area concerned saw numerous
00:04:46weather balloon launches and personnel at Roswell were familiar with what these balloons
00:04:51looked like when they came down some believe the weather balloon explanation was a cover
00:04:57story hastily ordered by senior military officers horrified that personnel at Roswell
00:05:03had revealed they'd recover the flying disc some believe this was the beginning
00:05:08of a UFO cover-up that has lasted over 70 years but which might now as we'll see
00:05:14finally be coming to an end after Kenneth Arnold's flying saucer sighting after Roswell and with similar
00:05:23sightings coming in from all over the US it was clear that the government needed to take action
00:05:28military intelligence specialists studied the problem theories were formulated reports were written but
00:05:36nobody could agree what these objects were there were four main theories the first was that all sightings could be
00:05:45written off as mirages misidentifications hoaxes or delusions a second theory was that flying discs were secret
00:05:54prototype aircraft or missiles operated by another part of the US government with information compartmentalized and restricted to those with a need to know
00:06:03was it possible that one part of the government didn't know what another part was up to the third theory was a variation on the second but suggested these missiles or aircraft weren't American but belong to the Soviet Union
00:06:19might the Russians have developed long-range missiles or aircraft and could they be probing US air defenses gathering intelligence looking for weaknesses
00:06:29it was a terrifying thought the final theory began as a minority report but gained ground steadily the theory was that these objects were extraterrestrial spacecraft
00:06:41whatever the truth the US government and military needed to know and fast while much of the research and investigation was done in secret behind closed doors military commanders recognized that if they wanted to amass
00:06:58evidence they needed to ensure that people who saw these mystery objects could report them to the authorities the United States was about to get a UFO project the US government's UFO research and investigation program operated from 1947 through to the end of 1969 it ran under three names project sign project grudge and most famously of all project blue
00:07:28project blue book investigated over 12,000 sightings of which precisely 701 remained unexplained these included cases where the witnesses were police officers military personnel and pilots and cases where visual sightings were corroborated by radar evidence in many cases objects demonstrated speeds
00:07:56and maneuvers that were significantly in excess of even the fastest and most capable military aircraft
00:08:03project blue book even invented the term UFO correctly judging that unidentified flying object sounded more serious and scientific than flying saucer or flying disc
00:08:15project blue books headquarters was at Wright-Patterson Air Force Base the very location where it was alleged that wreckage from the ship
00:08:25the wreckage from the Roswell crash had been taken and stored in 1969 the plug was abruptly pulled for some years it had been clear that the United States Air Force had been looking for a way out of the program they commissioned the University of Colorado to undertake a study from 1966 to 1968 the university ran a project known as the condon committee so called because it was chaired by physicists

00:09:04it was a damning skeptical assessment of the UFO phenomenon and it recommended that no further government resources be used on investigating the mystery
00:09:13the mystery the media the public the media the public and even some of the people involved with project blue book was suspicious it looked like a fix the best cases in the blue book archives had been ignored and undue prominence had been given to sightings where conventional explanations had been found these objections were ignored and on December 17th 1969 project blue book was officially terminated
00:09:41in terminating the project the United States Air Force gave these carefully scripted reasons

00:09:49no UFO reported investigated and evaluated by the Air Force has ever given any indication of threat to our national security

00:10:01there has been no evidence submitted to or discovered by the Air Force that sightings categorized as unidentified represent technological
00:10:10developments or principles beyond the range of present-day scientific knowledge

00:10:18there has been no evidence indicating that sightings categorized as unidentified are extraterrestrial vehicles
00:10:25the then secretary of the Air Force Robert Siemens jr. summarized the position by stating that blue book could no longer be justified either on the ground of national security or in the interest of science
00:10:39are we really to believe that from 1970 onwards the US government ignored all reports of unidentified objects in their airspace
00:10:46this would be ridiculous no government and no Air Force on Earth could fail to react if their own pilots saw UFOs and if their own radar operators tracked them all of which was happening
00:11:01project blue book may have been terminated but UFOs didn't go away
00:11:08sure enough the clues were there suggesting that in parallel with project blue book a secret reporting system existed where even if the public were cut out the military could continue to report UFOs
00:11:20In a memo dated October 20th 1969 Brigadier General Carol Bolander stated
00:11:29reports of unidentified flying objects which could affect national security are made in accordance with JNAP 146 or Air Force Manual 55-11 and are not part of the blue book system
00:11:44the US government's UFO project had gone dark the trail had gone cold
00:11:51it would be decades before it emerged from the shadows but when it finally did everything would change
00:11:59for years after the termination of project blue book anyone who asked about UFOs was told there was no official involvement
00:12:08whether you were a senator a journalist or a member of the public the answer was always the same
00:12:14it didn't matter if you asked your question to the Department of Defense the CIA NASA or anyone else
00:12:21the response was identical we're not interested we don't investigate but they did
00:12:28in 2007 Senate majority leader Harry Reid quietly got together with two like-minded colleagues both now deceased
00:12:39Senator Ted Stevens and Senator Daniel Inouye they instigated a program known as the Advanced Aerospace Threat Identification Programme or AATIP
00:12:50to add to the confusion about this project it's also been described as the Advanced Aviation Threat Identification Programme and the Advanced Aerial Threat Identification Programme
00:13:05irrespective of the title the brief was clear investigate and evaluate all aerial objects and phenomena that might pose a threat to the air defense of the United States
00:13:17in some cases such objects might be secret prototype aircraft missiles or drones in other cases they were UFOs
00:13:28Harry Reid's interest in UFOs stems from his friendship with Nevada based billionaire Robert Bigelow who made his fortune in the hotel business
00:13:37but who now runs an aerospace company that among other things constructs space station modules and whose clients include NASA
00:13:46Bigelow also owned a sprawling 500 acre property in Utah known as the Skinwalker Ranch where numerous UFO sightings and other paranormal events were witnessed and investigated by the National Institute of Discovery Science
00:14:03a privately funded organization that Bigelow created to investigate UFOs the unexplained and fringe science
00:14:11Bigelow also channeled funds to the mutual UFO network the world's largest civilian UFO research organization
00:14:18One of Bigelow's initiatives with MUFON was to fund the creation of a rapid response team that was deployed immediately in the aftermath of a significant UFO incident to interview witnesses and to recover evidence
00:14:33Aside from Robert Bigelow
00:14:36Aside from Robert Bigelow, Harry Reid had discussed the subject with astronaut John Glenn
00:14:41who was concerned that UFO sightings weren't being properly investigated
00:14:45especially in cases where the witnesses were military pilots and where the objects were tracked on radar
00:14:51He felt that after Project Blue Book was terminated, pilots were reluctant to report sightings up the chain of command for fear that they'd be disbelieved, ridiculed or even grounded due to concerns about their state of mind
00:15:08ATIP was run from the Pentagon, but the program was owned not by the Department of Defense, but by the super secret Defense Intelligence Agency
00:15:19Officially designated as a DOD combat support agency
00:15:24From their website, the DIA mission is described thus
00:15:29We produce, analyze and disseminate military intelligence information to combat and non-combat military missions
00:15:39We serve as the nation's primary manager and producer of foreign military intelligence
00:15:45and are a central intelligence producer and manager for the Secretary of Defense, the Joint Chiefs of Staff and the Unified Combatant Command
00:15:57Now here comes an interesting twist in the story
00:16:00While the DIA owned ATIP, much of the work was contracted out into the private sector
00:16:07This often happens with specialist projects where there may be insufficient in-house expertise
00:16:13and leveraging the knowledge and resources of defense contractors can have considerable advantages
00:16:19Whether intended or not, it can, for example, make congressional scrutiny more difficult
00:16:25and critically can take much of the work outside the scope of the Freedom of Information Act
00:16:31The UK Ministry of Defense did the same thing with some highly classified UK defense work
00:16:37Especially projects that could be considered somewhat out there and thus politically embarrassing
00:16:43So guess who got the ATIP contract? Bigelow Aerospace
00:16:49Officially at least, ATIP ran from 2007 to 2012
00:16:57During that time, around 22 million dollars was spent on the project
00:17:02It doesn't sound much when you consider that the annual US defense budget runs to around 600 billion dollars
00:17:09and that's just the way they wanted it
00:17:11It was small enough to fly under the radar and not attract attention
00:17:16And in the murky area of government accounting, it all depends how you do the math
00:17:2122 million dollars may be the additional cash costs
00:17:26But if you include the costs of the resources used
00:17:29Things like military radar systems and imagery analysis capabilities
00:17:33The costs are much higher
00:17:35So what exactly did ATIP do?
00:17:39To answer that question, we need to know something about the man who ran the program
00:17:45Step forward, Luis Elizondo
00:17:49Luis Elizondo is a man who's lived most of his life in the shadows
00:17:55That's until October 2017
00:17:59When, having resigned from the US government under dramatic circumstances
00:18:04He blew the whistle on ATIP
00:18:06And revealed what much of the world already suspected
00:18:09Namely, that the US government was investigating UFOs after all
00:18:14Despite the denials
00:18:16So who is Luis Elizondo?
00:18:19After studying microbiology, immunology and parasitology at University of Miami
00:18:27Elizondo joined the US Army, wanting to serve his country
00:18:31He quickly found that he had an aptitude for intelligence work
00:18:35And served in a number of different roles and theatres
00:18:38Many details of which are still classified
00:18:41In view of his particular skills and his love of intelligence work
00:18:45He soon left the army
00:18:47And went to work for the Department of Defence as a civilian
00:18:51Serving in a variety of posts all around the world
00:18:54Then, in 2008, his life changed forever
00:19:00When he was asked to join ATIP
00:19:02Which, as we've seen, had been set up in 2007
00:19:05At the instigation of Senate Majority Leader Harry Reid
00:19:09When the director of the program moved on in 2010
00:19:13Elizondo took over and filled the post until 2017
00:19:17When he resigned from government service
00:19:20Elizondo decided that his priority in investigating UFO sightings
00:19:26Should be to answer two questions
00:19:28What were these things?
00:19:30And how did they work?
00:19:32In other words, what was the technology behind them?
00:19:35He deliberately set aside the more provocative questions
00:19:39Who's behind the wheel, as he puts it
00:19:42And what's their intent?
00:19:44ATIP was beset by problems and controversies
00:19:49There was the inevitable struggle for funding
00:19:52In a situation where there was intense competition
00:19:54For limited defence resources
00:19:57And while they tried to avoid terms like UFO
00:20:00The phrase had so much pop culture baggage
00:20:03That ATIP was always going to struggle to be taken seriously
00:20:07They even came up against problems from more senior staff
00:20:11Whose personal paradigms and religious worldviews
00:20:14Were challenged by some of the ATIP data
00:20:17That's one of the reasons why
00:20:20In October 2017
00:20:22Luis Elizondo decided to resign not just from ATIP
00:20:26But from the Department of Defence
00:20:28Leaving after a distinguished 22 year government career
00:20:32It was a resignation of principle
00:20:35Elizondo felt that what he'd learned
00:20:38Was too important to be hidden away
00:20:40As he puts it
00:20:42To do his job properly
00:20:44He had to leave
00:20:45He had to leave so he could be part of a process
00:20:48Whereby the American people
00:20:50Could have a serious conversation about this subject
00:20:53Not about flying saucers and little green men
00:20:56But about the important defence
00:20:58National security
00:21:00And air safety issues raised by the phenomenon
00:21:03On his departure
00:21:05Elizondo wrote a letter of resignation
00:21:08To Secretary of Defence Jim Mattis
00:21:10A man he admires greatly
00:21:12And under whom he served in combat
00:21:14Expressing his dissatisfaction
00:21:17At the lack of attention
00:21:18More senior Pentagon officials
00:21:20Were giving to the UFO problem
00:21:22It's a problem he says
00:21:24Because these objects are in our airspace
00:21:27Outperform our jets
00:21:29In terms of speed and manoeuvrability
00:21:31And remain unknown
00:21:33To better articulate this point
00:21:35Elizondo uses what he calls
00:21:37The muddy boot prints analogy
00:21:39Imagine he says
00:21:42That each night
00:21:43Before you go to bed
00:21:44You set your home alarm system
00:21:46But each morning
00:21:48When you come downstairs
00:21:50There are muddy boot prints on your floor
00:21:52Sure
00:21:54You haven't been attacked
00:21:55And nothing is ever taken
00:21:57But there's still the major question
00:21:59Of who's breaking into your house
00:22:01How they're doing it
00:22:02And what the heck they want
00:22:04In the government and the military
00:22:07If you're not sure
00:22:08What you're dealing with
00:22:09It's prudent to assume
00:22:11That there's a threat
00:22:12And then be relieved
00:22:13If one doesn't materialise
00:22:15That's a far better strategy
00:22:17Than to assume a scenario is benign
00:22:19And then be unpleasantly surprised
00:22:21By something that turns out
00:22:22To be hostile
00:22:23That was Luis Elizondo's mindset
00:22:26When he ran ATIP
00:22:28And that's a big part
00:22:29Of why he resigned
00:22:30He makes another powerful analogy
00:22:33If an unidentified aircraft
00:22:36Penetrates US airspace
00:22:38And it turns out
00:22:39To have Russian markings
00:22:41Or North Korean tail markings
00:22:43That'd be an outcry
00:22:44And rightly so
00:22:45People would be demanding answers
00:22:48From the DOD
00:22:49The CIA
00:22:50And the Department of Homeland Security
00:22:52But with some of the cases
00:22:54Investigated by ATIP
00:22:56Not only were there no tail markings
00:22:58There was no tail
00:23:00And as Luis Elizondo puts it
00:23:02In that situation
00:23:04It's just crickets
00:23:06There's an embarrassing silence
00:23:08It's all too difficult
00:23:10No one wants to deal with it
00:23:12So now we know something
