00:00First day of the COP30 climate summit closed in Belen, Dupara, with the presence of worldwide
00:17leaders ahead of the United Nations conference to be held next week.
00:21The President of Venezuela, Nicolás Maduro-Moros, emphasized that despite all the aggression
00:34from the US government, Venezuela will continue to work towards the integral development of
00:39all sectors of Venezuelan society.
00:47And Mexico affirmed that there will be no intervention by the United States and Mexican
00:51territory and emphasized its historical principles of sovereignty.
00:59Hello and welcome to From the South, I'm Alejandra Garcia from Telesur Studios in Havana, Cuba.
01:04We begin with the news.
01:19The first day of the COP30 climate summit closed in Belen, Dupara, with the presence of worldwide
01:24leaders ahead of the United Nations conference to be held next week.
01:29Over 50 heads of state and government and other 40 sub-national leaders arrived in the Amazonian
01:34city for a summit on Thursday and Friday ahead of the annual United Nations conference of
01:41parties, COP, climate negotiations that open next week.
01:45The summit was called by the Brazilian President in an effort to show that climate change remains
01:50a top global priority, despite broken promises and a growing far-right discourse worldwide that
01:57dismisses the need for climate action.
02:01Almost every nation is participating aside from the United States, with President Donald Trump
02:06vocally rejecting any efforts to combat the climate crisis.
02:26While in the context of the high-level summit prior to COP30 meeting, United Nations Secretary-General
02:31Antonio Guterres emphasized that climate change can be slowed down if actions are taken.
02:37...accelerating, record-breaking wildfires, deadly floods, superstorms, shattering lives, economies
02:45and decades of progress.
02:48Last year emissions reached another record high.
02:52And today, as we have seen, the World Meteorological Organization confirmed that the emissions continue
02:57to rise this year.
03:00Let us be clear, the 1.5 degrees limit is a red line for humanity.
03:08It must be kept within reach.
03:10And scientists also tell us that this is still possible.
03:15If we act now, at speed and scale, we can make the overshoot as small, as short and as safe
03:22as possible, and bring temperatures back below 1.5 degrees Celsius before centuries end.
03:32In this context, Honduran President Xiomara Castro spoke on behalf of the Honduran people and
03:37said that her commitment reaffirmed her commitment to environmental and climate justice in the face
03:43of neocolonialism.
03:48If we stop the atrocities of capitalism in the forests and tropical rainforests, we will
03:53be protecting humanity.
03:57Honduras, an active member and current pro-tempoor presidency of the coalition of countries with
04:06tropical forests that cover more than 30% of our national territory, defends these sacred
04:18bastions of life that neocolonialism seeks to ignore.
04:25On the other hand, the Colombian President Gustavo Petro indicated that the world is currently
04:30facing a devastating climate collapse.
04:33We are close to a climate collapse, which means the point of no return.
04:40In other words, general death of the existence in this planet.
04:46It is not an apocalipsis, literary apocalipsis, if you will, but it is a real apocalipsis.
04:55Also at this summit, the Vice Prime Minister of Cuba, Eduardo Martinez, denounced the US blockage
05:01against the island as a decisive obstacle to achieving its climate goals.
05:05This blockage that has been condemned by the majority of the General Assembly of the United
05:12Nations, it's an obstacle for our development.
05:16So we should have a world without protectionism and without unilateralism.
05:23So we should mobilize political willingness in order to revert current inequalities and to provide
05:30the necessary conditions in order to amplify implementation of our actions, our climate actions,
05:38actions, as was mentioned by Fidel Castro in the Conference of Rio in 1992.
05:50The Venezuelan Ministry of Foreign Affairs thanked Namibia for its solidarity with the country
05:54in the face of the military threats of the United States against Venezuela, and he affirmed
05:59the diplomatic and cooperation relations.
06:01Through his social media, the Foreign Minister Ivan Hill expressed, on behalf of President
06:06Nicolás Maduro, we held a meeting with the President of Namibia, Netumbo Nandi Naidatwa,
06:12within the framework of the 30th United Nations Conference on Climate Change, which is taking
06:17place in Belém, Brazil.
06:19And we thanked Namibia for its solidarity in the face of military threats against Venezuela,
06:24and reaffirm our diplomatic and cooperation relations, as well as our mutual commitment
06:29to peace, sovereignty and multilateralism.
06:38Also, the Venezuelan Ministry of Foreign Affairs reiterated the country's willingness to
06:42strengthen bilateral relations with Barbados.
06:45Through a post, the Ministry of Foreign Affairs expressed, we met in Belém, where the
06:4930th Conference of the Parties took the United Nations Framework Convention on Climate Change.
06:53is taking place with the Prime Minister of Barbados, Miam Amor Motley.
06:59We have convened the greetings of President Nicolás Maduro, and reiterated Venezuela's
07:04willingness to strengthen the bonds of friendship, solidarity and integration between our Caribbean
07:10nations, especially in defending our zone of peace and the right to self-determination.
07:16And Barbados' Prime Minister, Miam Amor Motley, affirmed that the only opportunity open to
07:25the world to address climate change is a global agreement like the Montreal Protocol and Centres,
07:31that the only obstacle in its way is the political will of companies and also countries.
07:37We have a unique opportunity that by COP 31, we don't only rest on the voluntary agreement
07:46that was made in Dubai by the oil and gas sector to be able to start to control methane.
07:54We need a global agreement like the Montreal Protocol, which allowed us to fix the issues of the ozone.
08:03It is perhaps the most successful climate agreement ever.
08:07And the only thing that stands in our way from dealing with this is the political will of countries and companies to make it happen.
08:16This is the only chance that we have to reverse the temperatures.
08:24On the other hand, Prime Minister of Antigua and Barbuda, Gaston Brown, affirmed that the world has the knowledge,
08:30the technology and the financial resources to face the climate crisis
08:34and that the only it needs was the political and moral will to implement the necessary measures.
08:41We have the knowledge, the technology and financial resources to accelerate the transition.
08:48What we need now is the political and moral will to act at the scale and speed that this crisis demands.
08:58And the South African representative at the climate change meeting,
09:01Dion George reiterated his country's position that the measure taken by developed countries to face climate change
09:08should not affect the economies of the developing nations.
09:12industrial trade and socio-economic development goals in line with international law.
09:29And also to stay on topic of this COP30 summit that kicked off today in Belén du Pará,
09:35we invite from Brazil economist Fabio Borges, professor at the Federal University of Latin American Integration.
09:42Hello Fabio and welcome to From the South.
09:45Hello, it's a pleasure to talk to you with you.
09:48Fabio, how does this conference compare to previous COP summits in terms of expectations and also in terms of urgency?
09:56A good question. This conference is the first held in the heart of the Amazon
10:03and with the most effective participation of indigenous people.
10:08It's very important and symbolic that it's in Belén, Brazil.
10:13The Amazon region is increasingly important in world geopolitics for its resources, for climate change.
10:22But this conference takes place at a time of a great international nation,
10:27especially because of Trump's unilateral policies and his environmental denialists.
10:34It's not simple to hold a conference with the world's greatest power not cooperated,
10:42but it's also an opportunity to demonstrate the benefits of multilateralism.
10:48That is, even without the participation of the USA, much can be done.
10:54And Brazil seems a natural leader in trying to mediate the interests of the people of the South
11:01with the power of the countries of the North.
11:04And also, speaking about the power of the North,
11:07the United States, precisely under President Trump,
11:10has made the decision not to send high-level representation to COP30 to this summit.
11:15What does this absence mean, taking into account
11:18that the US is the largest historical emitter of greenhouse gas gases?
11:24As I said before, it's a problem that the USA, being the biggest contributor to climate change,
11:31does not assume the cost of addressing this problem.
11:35But development countries, especially the BRICS countries,
11:39can demonstrate that the cooperation on urgent environment issues is possible and desirable.
11:46China has been an example in investing in renewable energies in the South-South cooperation.
11:54Perhaps China has already managed to occupy this space of world leadership in some areas,
12:03such as the environment, which the USA has distanced itself from.
12:09The commitment to multilateralism, the leading role of large and tropical countries within the BRICS,
12:17such as Brazil and Indonesia, can bring hope.
12:24Also, Fabio, in this scenario, there has been a call, an insisting call,
12:30for increasing climate finance to help developing countries transition to greener economies.
12:35How optimistic are you that COP30 will make meaningful progress on this matter?
12:41It's not easy to believe that rich countries will finance environmental protection in developing or poor countries,
12:49but it's already a civilizational issue of the very survival of the human species.
12:55I believe that with diplomacy and common sense, we can move forward on these issues effectively,
13:05even if now without so much participation from the USA,
13:09but with the leading role of other countries or regions, such as the European Union, for example.
13:16Thank you very much, Fabio, for your time hearing from the South.
13:22Thank you. It's a pleasure.
13:26We were speaking to Fabio Borges, professor at the Federal University of Latin American Integration,
13:32and after this special interview, we have a short break coming up.

13:57Welcome back to From the South.
13:59Donald Trump administration in the US officials told lawmakers
14:03that the United States is not currently planning to attack the Venezuelan territory
14:07and that it does not have a legal justification to do that right now.
14:11The meeting was reportedly conducted by Secretary of State Marco Rubio,
14:16Defense Secretary Pete Heseth, and an official from the White House's Office of Legal Consul.
14:21During the classified session, the government officials told lawmakers
14:25that the opinion produced by the Justice Department's Office of Legal Consul
14:29to justify strikes against suspected drug boats
14:32does not permit strikes inside Venezuela itself or any other territory.
14:36Nevertheless, the officials did not rule out any potential future actions
14:41against the Bolivarian nation.
14:48Regarding this, the US Senate will vote on a resolution of war powers
14:52aimed at blocking the government of Trump's attacks on Venezuela.
14:56The resolution backed by the Democratic sector would order the President
14:59to cease the use of US armed forces and hostilities within or against Venezuela
15:04unless explicitly authorized by a declaration of war.
15:08The Democratic Senator Tim Kaine emphasized that Congress should not cede its power to any president.
15:15The President of Venezuela, Nicolás Maduro Moros,
15:20The President of Venezuela, Nicolás Maduro Moros, emphasized that despite all the aggression from the US government,
15:26Venezuela will continue to work towards the integral development of all sectors of Venezuelan society.
15:32In this regard, during his visit, the Head of State reiterated the call for direct democratic elections on November 23rd
15:39and the objective of holding this day of discussion on these projects is to guarantee the active participation of the people in the selection of commune projects.
15:50Therefore, President Nicolás Maduro also instructed the members of the National Armed Forces to accompany the people's power in this debate process
15:59and to reinforce the synergy between the military, the people and the police.
16:04The President also prized the country's defense system as the fundamental shield to combat and neutralize the constant foreign threats and attacks that seek to disturb the peace of the people.
16:15And Mexico affirmed that there will be no intervention by the United States and Mexican territory and emphasized its historical principles of sovereignty.
16:31This Thursday, from the National Palace, Mexican President Claudia Sheinbaum reiterated that the country maintains a relationship of cooperation and not subordination with the United States government.
16:44The President emphasized that Mexico rejects any type of foreign interference and that its security and diplomacy policies are within the framework of a bicentennial understanding that prioritizes collaboration between equals.
16:58Sheinbaum also stated that she has confidence in the country's armed forces and in the state's ability to guarantee security in the face of any real threat that may arise.
17:09And Palestinian authorities reported massive displacement in Gaza due to the shortage of houses,
17:38caused by the Israeli aggressions.
17:40According to the Ghazan government, the Israeli regime left more than 288,000 Palestinian families homeless during the two years of destruction of the Gaza Strip, causing a serious housing crisis.
17:53On the other hand, the United Nations Agency for Palestinian Refugees, ONRA, informed that Palestinians are facing the worst displacement in decades and has estimated that around 81% of all structures in Gaza have been damaged or destroyed.
18:07So far, the Zionist regime has committed more than 200 violations of the ceasefire agreement that came into effect on October 10.
