00:06It has been a great pleasure to attend the Berlin Climate Summit
00:10as a special representative of Chinese President Xi Jinping.
00:13First of all I have the honor to convey the best wishes
00:17from President Xi Jinping to Brazil for hosting this summit.
00:21President Xi Jinping highly commends
00:25the important contributions made by the Brazilian Presidency
00:29presidency to global climate governance, and wishes COP30 a full success.
00:42This year marks the 10th anniversary of the Paris Agreement, and global climate governance
00:49is entering a critical stage.
00:52China has made notable achievements in implementing its 2030 nationally determined
00:58contributions, and achieved ahead of schedule the targets of installed capacity of wind
01:05and solar power, and total forest stock.
01:11At the United Nations Climate Summit on September 24th, President Xi Jinping solemnly announced
01:20China's 2035 NDCs, covering all economic sectors and all greenhouse gases.
01:30This is the first time that China put forward an absolute emissions reduction target, which
01:37is a testament to China's firm resolve at a maximum effort.
01:43The just concluded Fourth Plenary Session of the 20th Communist Party of China Central Committee
01:49deliberated over and adopted the recommendations for the economic and social development plan
01:54over the next five years.
01:56It made important arrangements for building a beautiful China, and stressed that, guided by
02:02the goals of achieving peak carbon and carbon neutrality, China will make concerted efforts
02:08to cut carbon emissions, reduce pollution, pursue green development, and boost economic growth,
02:15that reinforce ecological security shields, and strengthen green development drivers.
02:21China is a country that honors its commitments.
02:25China will accelerate the green transition in all areas of economic and social development,
02:33work actively and prudently toward peak carbon emissions, and make greater contributions to
02:39addressing climate change.
02:41Colleagues, humanity now stands at a new crossroads.
02:47It is imperative for all parties to uphold true multilateralism, strengthen solidarity and
02:54coordination, and make sustained progress in global climate governance.
03:00To this end, I would like to make three propositions.
03:04First, we should keep to the right direction.
03:08Green and low-carbon transition is the trend of the times.
03:13We need to stay confident, balance such goals as environmental protection, economic development,
03:21job creation, and poverty eradication.
03:25Seek coordinated progress on livelihood improvement and climate governance, and promote high-quality
03:32development to deliver greater benefits to the people of all countries.
03:38Second, we should translate climate commitments into action.
03:43The key to addressing climate change lies in taking action.
03:48We need to abide by the principle of common but differentiated responsibilities, fully and effectively
03:54implement the UN Framework Convention on Climate Change and its Paris Agreement, and uphold international
04:02fairness and justice in the course of action and implementation.
04:07Developed countries should take the lead in fulfilling emission reduction obligations, deliver
04:13on their finance commitments, and provide more technology and capacity-building support
04:19to developing countries.
04:21Third, we should deepen openness and cooperation.
04:25The global transition toward green and low-carbon growth calls for a sound environment for international
04:32economic and trade cooperation.
04:35We need to strengthen international collaboration on green technology and industry, remove trade barriers,
04:42and ensure the free flow of quality green products to better meet the needs of global sustainable
04:48development.
04:50China is ready to work with all parties to unswervingly promote green and low-carbon development,
04:57and build a beautiful world of harmony between humanity and nature.
05:04We would like to invite, at this moment, the representative from Colombia, President Gustavo Petro.
05:21I asked my team, President Lula, Antonio Guterres, the Secretary of the United Nations and delegations
05:47of several countries all over the world, I asked my team to be more radical in order
05:56to achieve the goals of life, recognizing that we are facing a failure.
06:07Those are mild words, but they become ghosts because of the reality that we need to understand.
06:19After 29 cops, after speeches, and some of them I gave those speeches, and also we are facing
06:29a failure.
06:30A failure can be measured by science in terms of temperature, in terms of the law of thermodynamics.
06:38And this failure is because, first of all, because of the lobby of the interests of oil, carbon,
06:49gas, gas, gas in this assembly, and all the cops, the wish of having gains, profits, going against
07:02life, and this is immoral, this is not human.
07:11And we're having the cops once again, and the same lobby in some nations more than others,
07:22and they are asking for the results, the results that can be measured.
07:29The number 1.5 degrees that we didn't want to achieve, but we have achieved.
07:38And we are closer to something that is not called a climate crisis.
07:45And we started talking about change, and then a crisis, and now we are close to a climate
07:52collapse, which means the point of no return, in other words, general death of the existence
08:02in this planet.
08:03And it's not an apocalypses, literary apocalypses, if you will, but it's a real apocalypses.
08:13And what are the facts that are avoiding us to achieve the goals?
08:22It's not from left wing or right wing, but it's the common goal of humankind.
08:29Number 1, the lack of the United States here.
08:36And Mr. Donald Trump is not present here, the one that has a behavior, a personal behavior
08:43to deny science, and the society is then turning their eyes away and going towards an abyss.
08:55So Donald Trump, it's not right, because we can see the collapse that can happen if the
09:04United States does not decarbonize their economy.
09:09So it's 100% wrong, the President of the United States, Donald Trump.
09:18Number 2, those that are investing in Europe in more weapons, according to the GDP, and this
09:27is a mistake of Europe if they accept.
09:31It's not a problem of defense, of security.
09:34It's not Russia the enemy.
09:37It's the climate crisis the enemy.
09:41And your grandchildren, ladies and gentlemen, presidents, prime ministers, we are facing this
09:51risk also in Europe, in the whole humanity.
09:58So the death is the enemy, and then the dangers from past times like Napoleon in a Russia that
10:11is also part of Europe.
10:13Number 3, we have the threats of invasion, and we're losing time.
10:20We can see those invasions, we can see genocides, we can see threats also invading Venezuela, or
10:31maybe threats to invade Colombia, threats to invade Cuba.
10:36And also I was considered by Trump as a leader of drug trafficking, and I was the first one
10:47to fight against drug trafficking in Colombia, increasing and seizing cocaine, and just to
10:57silence me in those events and not to face the reality.
11:03And also threats to invade Brazil, threats to invade Mexico, and also real invasion to the
11:12Colombian Caribbean.
11:14And the missiles going to Gaza Strip, we can see in poor people that are the employees of
11:24drug traffickers, drug traffickers, or even fishermen in the speedboats in the Caribbean.
11:31More than 70 died.
11:34And breaking the rights, human rights, in terms of the proportionality of the force.
11:43So extrajudicial measures in the Caribbean, near this region here.
11:50And also continuing policies against migration done with Nazi style against our peoples, against
12:03also Arabic people, Sub-Saharian people.
12:08Also continuing, we haven't seen the missiles going over the Caribbean.
12:13So those policies that are produced over those two years in Dubai.
12:20So we lost time.
12:23Those are ghosts in order to gain votes in the countries of power.
12:31Those that are CO2 emissions and those that are doing nothing against climate crisis.
12:37So those are excuses invented because they want to gain more money with the oil lobby.
12:48And then we get closer to the climate collapse.
12:52What do we do?
12:54Without a doubt, the gold cannot be a different one.
13:00As soon as possible, because it's a race against our clock.
13:07So we need to contribute decarbonized economy, zero carbon, zero oil, zero gas.
13:16We need to have a decarbonized economy.
13:20It's like building a life economy, an economy for life, like what we say in Costa Rica.
13:30And nowadays, literally, Mr. Trump is against humankind.
13:38Not coming here, and we can see that.
13:41So Trump is against humankind.
13:45So what should we do?
13:49Should we leave him alone?
13:50Should we forget about him?
13:54Forgetting is the biggest punishment.
13:57So when we want to talk, we talk, but about life, not anything else.
14:06So what are we going to do?
14:09So I'm part of this progressive mindset.
14:13So I can say that life is our flag.
14:18We cannot have a fossil progressive mindset.
14:22So we need to define that our flag is to take humankind towards life.
14:29And that's the real goal.
14:31That's the short, real goal that we have.
14:34And here in America, where I come from, in each part we can make a similar effort.
14:40We can have a concrete proposal, $500,000 in Latin America and Caribbean.
14:53From the Arabic world, you can come from China.
14:56You can come from Europe, we can receive you.
15:01You can come from the United States with $500,000.
15:10You can achieve that what is a potential now can become a reality.
15:16So we can have 1,400 giga of generation of clean energy.
15:25We have this huge potential that can become true.
15:28It is in our soil, in our winds, in our water.
15:33So in our Vulcans also, 1,400 giga every year and Africa can do the same.
15:46If the matrix of electric energy in the United States generate 1,200 giga per year, 700 percent,
15:57this fossil fuel, we can do the math if we invest $500 million here also cleaning 100 percent
16:08the energy matrix of the United States.
16:11So in other words, one important step, a crucial step to avoid from this crisis to reach this
16:19climate collapse and we need to save the existence here in planet Earth.
16:30Also, we have two other ways, Mr. President.
16:36In South America, where you are part and where I'm part, and many of us here.
16:42So in Latin America, we can propose, we have concrete proposals.
16:52So also, we need resources and we can provide resources so that we can save the forest, which
16:59is the third climate pillar of the world, just like the columns of Hercules.
17:07And they can hold life in this planet and paying tribute to the world biodiversity.
17:16So in Endes, where those rivers are born, the biggest one that crosses this region, connecting
17:28with the Atlantic Ocean, also producing this beauty, if we save the Amazon forest, if we reach
17:43the natural border and if we revitalize it, we will be contributing to the life of humankind,
17:56which means that we are going to see forests where we don't have it.
18:02So Colombia, before we had 80,000 hectares of plantations of cocaine, but now abandoned,
18:16and now they can become a forest again.
18:22And between the mountains and also between the rivers.
18:30And that's where the river comes from.
18:32And if we don't have that in Venezuela, in Colombia, in Bolivia, in Peru, we will not have a standing
18:39tree.
18:41And here Belen do Pará will become a desert and also the existence.
18:48We know that we have reached this point of climate collapse.
18:53And also the first charter that South America produced so that we can help each other.
19:00We can save life.
19:03We don't need the North to do so.
19:06We need humankind.
19:08And number two, without a doubt, we can clean the dirty matrix of electric generation, the
19:18generation of energy of the United States, accumulator of CO2, the biggest one in the world, and responsible
19:28for the crisis and the possibility of climate collapse.
19:34So what do we need?
19:36We need $500 million.
19:40And also having this energy production, but clean energy, we need to build a modern network
19:48and smart network of cables for electric energy from Patagonia until Alaska.
19:57And we almost have that.
19:59If those two things, if we achieve that, and also other elements in order to transport electric
20:08energy, South America can clean 100% all the matrix of electric energy from Patagonia to Alaska, including
20:21the matrix of electric energy of the United States.
20:26And we don't need Trump to do so.
20:29Let's forget him.
20:31What we need?
20:32We need agreements with the states of the United States, like California, New Mexico,
20:38Texas, Florida, Illinois, so on and so forth, New York, if you want to do so.
20:45And we need this agreement here in Latin America and the Caribbean so that our countries can
20:53build and connect this grid of electric energy.
20:57And we need a world agreement as well with China.
21:02And we need to speak.
21:03And also with the Arab world, investing in oil.
21:09And that can become clean energy, investments, prosperity for their people.
21:16Also with Africa because they can do the same such as South America with Europe.
21:22Europe that now, tomorrow, I believe, or after tomorrow, in the beautiful city of
21:29Santa Marta, the heart of the world according to indigenous people, the
21:36energy center of the planet according to the urban legend, heart of the world to
21:42save life, President Lula, President Boric, President of Latin America.
21:48So we need to work with Europe. In Santa Marta, they arrived with their ships, and
22:00they conquered, and they have the first American city, just like a century, like
22:07the indigenous peoples, they were able to resist with their weapons. So it took a
22:13century, this war, so that civilization, the ancestral civilization in America
22:20could resist the European civilizations that arrived in order to conquer. Five
22:26centuries after that, November 9th, we would like to be together again, but
22:33without weapons, we would like to embrace each other, we'd like to be honest, and
22:40also to find the civilizations and not to do the opposite. So the war between the
22:48civilizations is the end of humankind before climate collapse. So this meeting
22:55between the civilizations, having this dialogue, is this possibility in Santa Marta, so we can
23:04find Latin America, the Caribbean, and also Western Europe in order to discuss several topics.
23:14But one of them is to be a light of democracy, so that we can have a decarbonized economy and we can
23:24invest where we have this potential of clean energy in order to become an energy for the world.
23:31So to become life, in other words, so that we can build this economy for life.
23:36So I would like to have you all in Santa Marta, so the heart of the world, beautiful place in the Caribbean,
23:46so that we can talk about life and talk about humanity and planet Earth. Thank you so much.
