00:00You probably know, and that'll get stopped also, but we've done a great job, so it's really, it's really been an honor to do it, and I did it with many of the people in this room, every one of you I know and every one of you I like, I like our leaders, I like everybody, but I thought we'd have a discussion after the press leaves about what last night represented, and what we should do about it, and also about the shutdown, how that relates to last night.
00:29I think if you read the pollsters, the shutdown was a big factor, negative for the Republicans, and that was a big factor, and they say that I wasn't on the back was the biggest factor, but I don't know about that, but I was honored that they said that, and I just want to thank everybody for being here, and a very special thanks to Vice President J.D. Vance, who's doing a terrific job. J.D., thank you very much.

01:57So, as you know, we are in the midst of a disastrous, Democrat-created government shutdown.
02:07And it is Democrat-created, but I don't think they're getting really the blame that they should.
02:11That's now officially the longest shutdown in American history.
02:15The Democrat radicals in the Senate have shown zero interest in reopening the government.
02:21And I don't think they'll act so soon.
02:24A lot of people disagree.
02:25I've been saying for the last 30 days, we've had four or five different points.
02:30Yes, sir, they're going to get it right now.
02:32We should have it done in a day.
02:33I've heard that about four times.
02:35I heard it after King's.
02:36You know, they said I was a king.
02:38And I heard it after King's.
02:39I heard it after a couple of other moments in time.
02:43And I said, no, I don't believe so.
02:44And now I heard it's after the election.
02:46I don't believe so.
02:48I think they will.
02:49I think they're kamikaze pilots.
02:50I just got back from Japan.
02:52I talked about the kamikaze pilots.
02:54I think these guys are kamikaze.
02:56They'll take down the country if they have to.
02:58So I don't think so.
02:59Millions of Americans are going to be without SNAP benefits.
03:03And I will say about SNAP benefits.
03:05So when I was president, we had $7 billion worth.
03:08And now they have many times that because these benefits were given to anybody that asked.
03:13And they're up to, I hear, just many times, $47 billion.
03:18So it wasn't the purpose of SNAP.
03:22It was for people that really had problems, down and out, people that really had problems.
03:27But during Biden, they gave it to anybody that wanted it.
03:30I think it's something you have to talk about because the numbers are incredible.
03:34But countless public servants are now not being paid, and the air traffic control system is under increasing strain.
03:42We must get the government back open soon and really immediately.
03:46We have to get it open.
03:47We have the hottest economy we've ever had, and it's affecting the stock market now a little bit.
03:53But the stock market, as of Friday, has hit many record highs during the last nine months, many.
04:01And it will again.
04:02This is just the beginning because when these plants that are being built right now start opening up, we've never had anything like this as a boom.
04:09There's a construction boom right now.
04:11But that's going to be bigger than that.
04:12That's going to be an economic boom as soon as they open up.
04:16And it's going to be something special.
04:18We have car companies coming in.
04:20When I was in Japan, Toyota, Mr. Toyota, I said, what's your name?
04:24Toyota.
04:25I said, oh, you're rich.
04:29I said, how much of the company do you own?
04:3292.1%.
04:33I said, I'm glad you said the one.
04:35He wants to be here.
04:36I said, you're a rich guy.
04:38And he said, I'm investing $10 billion in the U.S.
04:42And you know who I'm talking about, right?
04:45You introduced me, Mr. Senator.
04:48You introduced me originally when you were the ambassador to Japan.
04:51He's still good.
04:52He's still strong.
04:53But he had no interest in investing in this country.
04:56Now he's investing $10 billion as of one week ago in building new plants.
05:00We have auto plants coming in incredibly, but we have AI in all of them.
05:04And we can't be extorted to give $1.5 trillion to people that came into the country illegally,
05:12many from prisons, many drug dealers.
05:15A lot of people came in from mental institutions.
05:19They want to give a lot of money to the people that came in illegally.
05:22We have to get them out.
05:23We can't.
05:23No country can sustain that.
05:25That's like an attack on our country.
05:27In no country, these are not going to be productive people.
05:29These are going to be anti-productive people.
05:32And we can be all have big hearts.
05:34They have a bigger heart than anybody, but we can't let that happen.
05:37It's time for Republicans to do what they have to do, and that's terminate the filibuster.
05:41It's the only way you can do it.
05:43And if you don't terminate the filibuster, you'll be in bad shape.
05:47We won't pass any legislation.
05:49There'll be no legislation passed for three and a quarter.
05:51We have three and a quarter years.
05:52That's a long time.
05:53But when they can't do an extension, and John, I think they've done an extension every single
05:59time they've ever been asked forever.
06:01This is the first time they haven't done an extension.
06:03Extensions are supposed to be easy, but if they won't do an extension, they won't do
06:06any bill, even a simple bill.
06:08And we should do our own bills.
06:10We should get out.
06:11We should do our own bills.
06:12We should open up.
06:13We should start tonight with the country's open.
06:17Congratulations.
06:18Then we should pass voter ID.
06:21We should pass no mail-in voting.
06:23We should pass all the things that we want to pass to make our elections secure and safe,
06:27because California is a disaster.
06:29Many of the states are disasters.
06:31But can you imagine when they vote almost unanimously against voter ID?
06:36All we want is voter ID.
06:37You go to a grocery store, you have to give ID.
06:40You go to a gas station, you give ID.
06:42But for voting, they want no voter ID.
06:45It's only for one reason, because they cheat.
06:47We would pass that in 15 minutes.
06:49If you don't get it, you'll never pass that.
06:52You'll never talk about mail-in ballots.
06:54Mail-in ballots make it automatically corrupt.
06:56If you have mail-in ballots, automatically it's correct.
06:59Even Jimmy Carter, they had the Carter Commission after he got out of office, and he had a group
07:04of very distinguished people, Democrats and Republicans, and they passed.
07:07They recommended things take place.
07:10It was a long time ago.
07:11And they said about mail-in ballots, if there is mail-in ballots, there will definitely be
07:16corruption, because, you know, they passed through too many hands.
07:19I mean, you go in to vote, and they want your card.
07:21Even me, I went into Palm Beach.
07:23You go in to vote, they want your card.
07:26You're this, you're that.
07:27They say, I'm sorry to do this, sir, but I have to look at your identification.
07:29I said, that's all right.
07:31I love that.
07:33But, you know, you're really not going to get away with much.
07:35It was very, very professional and very good, the way it's supposed to be.
07:39But these people don't want that.
07:41They have legislation in California where it's illegal to ask somebody for voter ID.
07:48If you ask somebody for voter ID, if you're an official, and you say, I'd like to see
07:53your voter ID, they can arrest you, okay?
07:57They can arrest you, because they want to cheat, and they get away with it, and the Republicans
08:02let them get away with it.
08:03And we won't do that if we have the filibuster.
08:06So I'm just going to, we're going to talk about that a little bit, and we're going to
08:09see if we can sway, because I know we have a lot of, not a lot, I'd say half feel this
08:14way, maybe a little bit less than half, and it's time to have a really good talk.
08:19If I thought that they weren't going to pass the filibuster, I wouldn't even bring it up.
08:24They're going to pass it within the first hour, and if they take power, and it's more likely
08:29that they take power if we don't do it, because we're not going to be passing any legislation.
08:33They're not going to approve anything.
08:34We're going to go three and a quarter years.
08:35There won't be one bill that we're going to pass, because the easiest thing to pass is
08:39exactly right now what they won't pass.
08:42And they'll do that, and they'll wreak havoc, but let's assume they get it.
08:46They're doing it anyway, so it wouldn't matter.
08:49They're doing it anyway.
08:50And, you know, I have a case where I have great U.S. attorneys that can't be approved
08:54because of the blue slips.
08:55The blue slips, I think you should terminate blue slips, too.
08:58It's a mental termination, because it's really a custom.
09:01But if you have a Democrat senator or two, two is bad, but it doesn't make any difference.
09:08If you have one senator who writes a negative letter on some great U.S. attorney, we had
09:12it in Manhattan, Southern District.
09:14Jay Clayton, one of the most respected lawyers in the whole country, by far one of the most
09:19respected, and couldn't get approved.
09:23The courts approved him.
09:24The courts couldn't believe it.
09:25They did it, like, instantly.
09:28He went to the best schools, got the best marks, top of his class.
09:31Everything was perfect.
09:32I mean, he was, like, led the perfect line, went to Sullivan and Cromwell, almost immediately
09:37became the head of Sullivan and Cromwell.
09:39You know, the most prestigious law firm, I would say, in the country, just about, whether
09:45it's Sullivan or two or three, I could name, but Sullivan, I would say, really, maybe number
09:49one.
09:50He was the head of Sullivan and Cromwell for, like, 20 years.
09:53He went to the SEC, was flawless.
09:55He did it for me.
09:56He was the SEC chairman.
09:59He was flawless.
10:00Then he went to Apollo, where he was the chairman of Apollo, and it was flawless.
10:07Everything went good.
10:08The stock went through the roof and everything.
10:09I asked him to go to the Southern District, and he said, I'll do what you'd like to do,
10:14sir.
10:14He's a very high-quality person.
10:16But he couldn't get approval from Schumer.
10:19Schumer didn't approve him.
10:21The best student, the best schools, everything.
10:23He's, like, flawless.
10:25And the courts actually said, you're not approving Jay Clayton, right, Lindsay?
10:30You heard this.
10:30The courts actually interceded, and they approved him.
10:34But that's an unusual guy.
10:36We have other people that are really good, but people don't know how good.
10:40Top students, top colleges, and they're U.S. attorneys, and they won't be approved.
10:47They're not going to be approved.
10:48We have one in Los Angeles who's phenomenal.
10:52The senators are, the Democrats are, you know, again, they're kamikazes.
10:56The Democrats are not going to approve them.
10:59Blue slips are a disaster.
11:01So the only people I can get approved are Democrats.
11:04I was told that by the Democrats.
11:05We'll only approve Democrats.
11:07I said, really?
11:08Is that right?
11:09Not going to work that way.
11:10Not going to work that way with me.
11:12But the blue slips are a total disaster.
11:14We will, I have 10 people right now that will not be, that are doing a phenomenal job, and
11:20they will be out of office pretty soon.
11:21They've got another two, three weeks, a couple of them, and then they're going to have to
11:25leave.
11:26And it's actually a blight on their record, because, you know, nobody knows why they left,
11:30but it looks like they served eight weeks, and then they had to leave.
11:34But they're not going to get the approval, because the Democrat, radical left, lunatic
11:39senators are saying you can't, we're not going to approve you.
11:44And if we're not going to approve you, I had actually one Republican who got two great
11:47letters, but it turned out that he was a rhino, but that was a nice term for him.
11:53Now, he got two letters of approval, and when I said two Democrats approved him, I had to
11:58fire him, because I figured if two Democrats approved him, they wrote the most beautiful
12:02letters.
12:02I found out, man, this is strange.
12:05And he was no good.
12:06I fired him.
12:07He was really not much of a Republican.
12:10The recommendation of that one wasn't such a good recommendation.
12:14Someday I'll tell you who recommended him, but it wasn't exactly the best.
12:17But when I saw two, you know, when I saw the two senators from Virginia gave him glowing
12:22marks, Tim, I said, let me see this.
12:25I read the most beautiful letters I've ever seen.
12:27I said, I called him up.
12:30I said, sorry, you're fired.
12:31Get the hell out of here.
12:33And, but it's, it's a horrible thing.
12:34Blue slips is a horrible thing, because I have the right to pick judges, and I have the
12:38right to pick U.S. attorneys, and this takes away the right from me.
12:43And I think we're going to go to court on it, and, you know, we'll see what happens in
12:46court, but it, it gives the president, it takes away the right of the president to pick
12:51people to serve on the court and to serve as U.S. attorneys, which is very important.
12:56But the biggest thing is the filibuster.
12:58We have to get the country going.
13:01We will pass legislation at levels you've never seen before, and it'll be impossible
13:06to beat us.
13:06By the way, if they do, they're going to do it anyway, and they are going to immediately
13:11do the filibuster.
13:12And when they do the filibuster, they're going to pack the court.
13:15They want five, at least five, just, now they, I hear it's up to five.
13:19I actually heard up to seven and up to nine, okay?
13:22They want new judges.
13:24They want to pack the court, and they will do it in first day, maybe the week.
13:29Maybe they'll slow it down, because there's no reason to rush.
13:33But they'll do it first week.
13:34They'll vote on this, and I have friends over there that are Democrats, very, I'm close
13:39to a lot of people, and I ask them about that, because some people say, well, maybe they
13:44won't do that.
13:45I mean, they destroyed the career of Manchin and Sinema, and they got them out.
13:49They were the only objectors.
13:50Nobody else is going to object.
13:52They're going to do it the first day.
13:53They're going to pack the court.
13:55They're going to make D.C. a state, and they're going to make Puerto Rico a state.
13:59So now they pick up two states.
14:01They pick up four senators, okay?
14:04You think you have problems?
14:06They're going to do all of the things.
14:07They're going to pick up electoral votes.
14:09It's going to be a very, very bad situation, and it's done.
14:13It's done.
14:14As soon as they attain power.
14:15Now, if we do what I'm saying, they'll most likely never attain power, because we will
14:20have passed every single thing that you can imagine that it's good, and all good for the
14:26country.
14:26And there'll be no reason to do it.
14:28If we don't do that, people will say they're not doing much, and they're in power.
14:34So the good news is we did the great big beautiful bill, and it's the greatest thing we could
14:38have done.
14:39And the smartest thing with John and our Speaker of the House, who's so good, Mike Johnson,
14:47we did all in one bill.
14:50If we didn't, John, it would be a problem, because we would have gotten a small piece passed.
14:54A lot of people wanted to do that.
14:55A lot of people in the room wanted to do that.
14:57They went along with me and John and everybody, and we got this thing passed.
15:02Honestly, it's four years' worth of goodies.
15:05No tax on tips.
15:06No tax on Social Security.
15:09No tax on, think of it, no tax on overtime.
15:12It's an unbelievable tax cut for the workers and for business, where business is going to
15:17create jobs.
15:18And we are.
15:19We're creating jobs at levels that nobody's ever seen before.
15:21All these things are good.
15:22We have to be able to get the word out.
15:24If we don't get the word out, we're making a very big mistake.
15:27So I have this long, beautiful, and very boring speech.
15:29I won't bother.
15:30But, because we can just start talking.
15:34And I think it's very important.
15:36We have to get the country open.
15:37And the way we're going to do it this afternoon is to terminate the filibuster.
15:42And it's possible you're not going to do that.
15:44And I'm going to go by your wishes.
15:45You're very smart people.
15:46We're good friends.
15:47But I think it's a tremendous mistake, really.
15:49It would be a tragic mistake, actually.
15:52It's time.
15:54It's time.
15:54If I thought they weren't going to approve, I'd sort of be with you.
15:58It'd be fine.
15:59I'd be neutral to with you.
16:01But knowing that they're going to pass it as soon as they get any semblance of control,
16:06they'll pass it first thing.
16:08Then it's like we have to do it first.
16:09And we have two years.
16:11We'll end up with two, three years.
16:14And we'll have this country so perfect.
16:16We will pass more legislation than any Congress and any group of senators or a group of congressmen.
16:23And we will get it through.
16:25They'll send it to us.
16:26We'll send it to them.
16:27It'll be a beautiful machine.
16:29Otherwise, we're just going to sit around and argue with these people all day long.
16:34And they're highly unrealistic.
16:36Highly unrealistic.
16:37Many of them are radical left subversives, frankly.
16:42So I want to thank everybody.
16:44And we're going to talk.
16:45And I want to thank the press for treating us so really well for that foreign trip.
16:49It was an amazing, we had just an amazing meeting.
16:52Don't forget, two months ago, it looked like the whole world was in trouble over rare earth.
16:58And that's no longer even a subject that people talk about.
17:01It was all worked out very quickly.
17:03Without tariffs, I couldn't have done it.
17:05I put a 100% tariff on China.
17:08As soon as I heard it, within 20 minutes, I put a 100% tariff on China.
17:13When President Xi, who's really a friend of mine, as much as he can be a friend, he's a tough man.

17:19Smart man, actually.
17:20Very smart.
17:22The press doesn't like it when I call him very smart.
17:24They think I'm not supposed to call him smart.
17:26But at least 1.4 billion people, without question.
17:30In fact, during the meeting, we were there.

17:36So he's here, and he's got about six people on each side.
17:39And every one of those people was standing like this.
17:43They weren't attached.
17:44And I made a comment to one of them, and he got no response.
17:48I said, are you going to answer me?
17:49I got no response.
17:51And President Xi didn't let him have any.
17:53So, if there's any question, I said, I want my cabinet to behave like that.
17:58I'm demanding that my cabinet.
18:00I want them sitting up like that, Tim, just nice and straight.
18:03I never saw a posture like that.
18:04I've never seen men so scared in their lives.
18:06They have the equivalent of a vice president.
18:11He was, I said, are you going to answer my question?
18:14And he's like, he doesn't move.
18:16I said, what's wrong with this guy?
18:17I will answer all questions.
18:19Why don't you behave like that?
18:21J.D. doesn't behave like that.

18:26I want to have that for at least a couple of days, okay, J.D.?
