04:22Following consultations with the Council of State and Public Opinion on the matter,

04:34under Section 175, 1, and 2, of the 1999 Constitution, as amended.
04:42Consequently, certain persons convicted of serious crimes such as kidnapping,
04:47drug-related offenses, human trafficking, fraud,
04:51unlawful possession of firearms, arms dealing, etc.,
04:55were deleted from the list.
04:57Others who had been hitherto pardoned in the old list
05:00had their sentences commuted.
05:02This action became necessary in view of the seriousness
05:05and security implications of some of the offenses,
05:08the need to be sensitive to the feelings of the victims
05:11of the crimes and society in general,
05:13the need to boost the morale of law enforcement agencies
05:16and adherence to bilateral obligations.
05:19The concept of justice as a three-way traffic for the accused,
05:23the victim, and the state, society also guided the review.
05:27The approved list of eligible beneficiaries has been transmitted
05:31to the Nigerian Correctional Service for implementation
05:34in line with the duly signed instruments of release.
05:38Furthermore, to ensure that future exercises meet public expectations
05:42and best practices,
05:44the President has directed the immediate relocation
05:46of the Secretariat of the Presidential Advisory Committee
05:49on prerogative of mercy from the Federal Ministry of Special Duties
05:53to the Federal Ministry of Justice.
05:56President Tanubu also directed the Attorney General of the Federation
06:00to issue appropriate guidelines for the exercise of the power of prerogative of mercy,
06:05which includes compulsory consultation with relevant prosecuting agencies.
06:10This will ensure that only persons who fully meet the stipulated legal
06:14and procedural requirements will henceforth benefit from the issuance
06:18of instruments of release.
06:19The President appreciated the constructive feedback and engagement
06:23from stakeholders and the general public on this matter.
