00:27So, for 2025 po, out of 1,700 na dapat gawin, 22 pa rin po ang completed at 882 po ang ongoing.

00:43At meron pong 882 na not yet even started.

00:47So, it's a very deplorable rate of only 15.43%.

00:51Exactly.

00:52So, ito po kasi yung ano eh, ito yung resulta ng mga issues ho natin with the agency, our issues with flood control.

01:03Isipin niyo po, sec, naging priority ang flood control for the past year, no?

01:08As a national infrastructure.

01:12If you look at the budget, practically one-third ng budget ng DPWH dapat sa flood control.

01:17At ngayon, tinanggal na yan.

01:18Alam natin, maganda po yun.

01:20But when you look at our classrooms, 22 completed for 2025.

01:25It's not even, you can't even explain that, di ba?

01:28Hindi mo yun, even just saying it, sumasakit po yung puso ko na 22 lang po yung nagawang classroom.

01:35Ang current classroom backlog ho natin ay 146,000.

01:40By 2028, if we continue at this rate, aabot ho tayo ng 200,000, no?

01:48So, sec, anong gagawin natin dito?

01:5222 classrooms ang nagawa po ng DPWH October na po 2025.

01:57We will have to find a way to fast track it.

01:59But I think the most more important question, Mr. Chairman, is bakit 22 lang ang nagagawa?

02:05At yan po ay kailangan natin malaman at bakit ano ang cost ng delay, pondo ba, o proseso ba, kailangan po natin malaman yan.

02:15And I will, ano po, makikipagtulongan po ako kay Secretary Angara para mapabilis natin at maganap tayo ng catch-up plan.

02:22Kasi po, hindi lang po October, mid, it's magno-November na po, magpapasko na po.

02:28Kailangan po talaga, eh, mabilisan po ito.

02:30Opo. So, we currently have a Classroom Acceleration Bill, Secretary Vince.

02:35This has been certified as one of the urgent bills.

02:38Yung plano ho dito ay ang pondo para sa classroom building.

02:43Tanggalin muna natin sa DPWH dahil busy ho kayo.

02:46Marami kayong kailangan kasi kasuhin.

02:48Marami kayong kailangan gawin.

02:50At ibigay yung pondo sa mga LGU directly para sabay-sabay pong gagawa.

02:55Now, Secretary Angara is already on board with this proposal.

03:00The chairman is also on board with this proposal.

03:03But what we intend to do is yung pondo para sa classrooms for this year, possibly, maybe even,

03:09sorry, for next year, maybe even for this year kasi bukang hindi rin magagamit.

03:14At dagdagan pa natin ng pondo mula sa flood control.

03:17At sana po, meron tayong chance ng makagawa ng classroom ng sabay-sabay.

03:20Okay. Secretary Vince, do we have, may we solicit your opinion or support for this measure?

03:26We are in full support of this measure, especially now na dagawa pa rin po pa rin ang nagagawa ng departamento ngayong taon.

03:36Kailangan po talaga natin ng tulong.

03:38At hindi rin po mga partnerships with LGU.

03:43Tingin ko po, nag-usap na rin po kami ni Secretary Sani Angara tungkol dito.

03:47Tingin ko po, kailangan mag-aggressive PPP din po tayo.

03:50Yes.

03:50Para mapagawa natin ng mas mabigays.

03:52Kasi po, at this rate, it's virtually impossible po na magawa lang po ng DPWH itong kailangan nating mga classrooms.
