Guangfu Township in eastern Taiwan is still reeling from catastrophic flooding after a typhoon burst a nearby dam in September. Now, a new typhoon is on the way. And despite a new evacuation plan, some local officials worry how they'll get everyone out in time.

00:00Just weeks after a catastrophic flood, Gwangfu Township on Taiwan's east coast is getting
00:06ready for what could be another hit.
00:09Dredgers are deepening and widening runoff ditches that were overwhelmed in September
00:14when a natural dam violently overflowed from Typhoon Ragasa's rainfall.
00:19Nineteen people died, and five are still missing.
00:23The hope is these ditches will be ready this time for a brush with a growing storm that
00:27could become Typhoon Fengshen by Saturday.
00:31But flood control measures are just part of what officials have planned this time around.
00:36After strong criticism from residents who say they had no warning when the dam burst, the
00:40county government has a new evacuation plan, and this storm could be a test of how well
00:46it works.
00:47Under the plan, evacuations will start 24 hours before the Typhoon is supposed to hit an area
01:09under a warning.
01:10Senior citizens, ill people, expected mothers, and children under school age will all have
01:16to evacuate, along with residents of single-story homes.
01:20If the government issues an alert around the dam that burst in September, all nearby residents
01:25will have to leave.
01:27Already though, some local officials say getting people out could be tough, even with plenty of
01:32advance notice.
01:48If the storm does hit eastern Taiwan, several thousand people may need to move quickly.
01:54And some other local officials are already anxious about how to pull that off on their own.
01:58For now, it looks like the region won't get a direct hit from the storm.
