00:0050 seconds was enough time to reprogram that car so that they had control of it and we didn't
00:06but an army of investigators are fighting back the car is actually parked just there by fitting
00:12vehicles with high-tech trackers can't tell you what the devices look like or where we hide them
00:17so they can trace track it's a cat and mouse game now we just have to follow that signal
00:21and snatch them back from the crooks who took them there you go there we are got it before they're
00:25sold on or shipped overseas they're called organized crime groups for a reason they're
00:30organized they plan this stuff
00:38today the long search for a stolen machine finally comes to an end yeah i'm 100 sure it's in this
00:45vehicle but it's a case of near and yet so far looks completely missing here and when another container
00:54is cracked open at felixstowe port to me just scream suspicious there's a stark reminder
01:00of the true loss for the victims i suspect it's stolen because if you're exporting it you wouldn't
01:05be exploring it with your kids car seat in there and all the toys and everything else
01:16thieves have broken into a construction site just outside bristol
01:20they've stolen a heavy-duty tarmac roller worth tens of thousands of pounds and disappeared
01:28but what the criminals don't realize is the rollers fitted with a tiny tracking device
01:36vehicle recovery specialist richard taylor activates the tracker from hq
01:41a signal from the tracker's sim card is picked up by the nearest mobile phone mast or cell tower giving
01:50richard an approximate location
01:54we're heading towards crystal on the m4 it's a phone mast location that's indicating that there's a stolen
02:01machine that we're tracking down today in that location so once we get off the m4 we shouldn't be
02:07too long to get to the main cell area the construction company raised the alarm as soon as they realized
02:14the roller was missing there's no gps signal which means the criminals could be blocking it
02:21they noticed that the site cabin door had been tampered with but they couldn't see anything you know
02:27taken or stolen at that time so they just carried on but this morning which is like a day and a half later
02:33they've actually realized that one of their machines had been stolen the roller which is used for tarmac
02:41thefts like this make up more than half of richard's work
02:46those plant and construction machines make an easy target for criminals because they're easy to move on
02:52and they're highly valuable you know you can even small machines can be 30 40 000 pounds worth of equipment
02:58it's estimated that over 70 million pounds worth of plant machinery is stolen from construction sites
03:06every year the loss of valuable equipment can have huge financial consequences for contractors
03:13and it can cause project delays which may mean potholes unfilled and unhappy road users
03:19this bomag roller is quite commonly stolen so we probably recover five to ten of these a year so
03:27it's not a rarity the gps signal could be getting blocked by the van's metal sides and roof
03:35the fact we can't get a gps signal indicates to me that the likelihood is even stronger
03:41that it is in the back of a van so that represents a bit of a challenge because you know there's there's a
03:47lot of metal around a lot of material and that makes it a little bit tougher but you know more
03:52exciting for us i guess richard's honing in on the tracker's last known location but there's still no
04:00satellite signal vehicle trackers often don't just rely on gps they use radio frequency or rf tracking
04:11which unlike gps continues to provide a signal if the vehicle's hidden from view rf is also tricky
04:18for thieves to jam
04:23okay so we're going to put the roof antenna on try not to get run over in the process
04:29richard's switching to his trusty radio frequency receiver to help him locate the stolen roller
04:35so this has got a magnetic a magnetic base just sticks to the top of the roof
04:41he connects the antenna to a receiver inside the car right now we have power once he gets close enough
04:49he should be able to pick up an rf signal the cell site is a mile further on so we just carry on going
04:55down this road straight and keep our eyes peeled and our ears listening out for that signal
05:00as we're driving to the location if we pick up the signal it should get louder as the closer we get
05:10picking up an rf signal could take several hours
05:15it's not a piece of cake you know you have to know what you're doing and you have to have a bit of
05:19determination and perseverance to to stick at it at the end of the day this is a job for us and
05:27everyone likes to do the job and get the result they want you know it doesn't matter what line
05:31of profession you're in and what you do you're aiming to achieve your target what you're being
05:35paid for so the most important thing is for us to get that end result
05:42yeah just a very faint signal we've got the faint beeping sound that can be heard amongst the
05:48static might be the rf signal we're going to be within half a mile or so maybe here
05:57and at last there's a breakthrough
06:02i think got a signal there
06:07louder it's getting louder three and a half hours later later richard closes in on his target
06:18next van on the left hand side is the key suspect
06:22but is the stolen roller stashed inside
06:33felix dough is home to one of the busiest ports in europe
06:37but hidden within the thousands of shipping containers here are hundreds of stolen cars
06:43and it's up to port's intelligence officer adam gibson to hunt them down and intercept them before
06:48they're exported so we've got a container today uh manifest is auto parts we're going to unload
06:54the container and have a look at what's inside it the manifest is a document that details exactly
06:58what's meant to be inside each container and adam has just the tool to crack this one open
07:04don't need to have you boys
07:10beasts ain't they
07:15doesn't look much like auto parts
07:17inside is a high-end land rover defender 110 to me just screams suspicious like i say manifests
07:25auto parts when we get in there you've got a car like this this value it looks like it's had a few
07:31modifications to it fits bolted onto it so this wouldn't have been cheap getting close to if not
07:36over a hundred thousand pounds worth of car and there's some keys with the vehicle we'll now see
07:40whether it starts this could be consistent we get vehicles that are stolen through what we call car
07:44key burglaries where they've come into your house took the keys then took your car off the driveway
07:50or it might be legitimately being exported but we'll see in a second um but we'll see if we can get it
07:54started get it out and have a closer look at the vehicle with the keys packed inside the land rover
07:59it's a simple reversing job to get it out once adam opens the door of the black defender he uncovers a
08:06surprise it is a wrap so the car is actually a green car with um black wrapping to give it that
08:13satin black finish it's not long before the true identity of this hundred grand off-roader is exposed
08:22i've done some checks it's not a 2023 plate that it claims to be it is actually coming back as a
08:28stolen vehicle and it's coming back as a stolen vehicle through burglary so that's why the keys are
08:31with it so someone's gone in somebody's house and took their pride and joy off the driveway
08:36hence why they're putting in a container and getting out of the country a second car has been hoisted up
08:42at the back of the container they're going to have to get a forklift to remove the car safely
08:47it's a toyota rav4 which appears to have been a well-loved family car i suspect it's stolen because
08:55if you were exporting it you wouldn't be exporting it with your kids car seat in there and all the toys
08:58and everything else would you a quick background check confirms adam's suspicions this is a stolen
09:06car it's number plates say it's a 2073 it's not it's a 71 plate and it's coming back as stolen from
09:13london the last few weeks you've still got all the car seat kids toys everything else that would have
09:17been in there the night before when it was taken and also down here are the original number plates
09:24these number plates they use when they steal the cars and they literally fall off lucky if it didn't
09:30fall off on the way away from the scene they're literally just straight in the container along with
09:35people's personal effects stuff that was in the boot they didn't even bother to unload them
09:39the owners will be contacted and told the good news about their car being retrieved and the
09:45children can be reunited with their toys it's success stories like this that help motivate the team in
09:52their quest to disrupt organized crime gangs and sharon norton head of navsis the national vehicle crime
10:00intelligence service knows only too well that the ripple effects of car theft can be far-reaching
10:06so these are a couple of recent ones we got in as you can see again with these pickup trucks some
10:11of the tools are still in here from the workmen um so we'll see if we can make contact and get them
10:15reunited with those yeah looks like it could have been a plasterer or a trade yeah these tradesmen
10:23went to bed the next morning they're getting up thinking they've got to be on site it doesn't just
10:28inconvenience them inconveniences the people that they were supposed to be turned up to do the work
10:32for because they've lost out and um they've got no one there to do the work just amplifies how much
10:38the person is the victim of crime doesn't it it's not just about the car definitely
10:44and a quick look through some paperwork on the back seat shows the impact the theft has had on
10:49the victim's clients too this looks like he's done some work at a care home for obviously uh some gas
10:59work so you know you've got the most vulnerable people uh in a care home that are relying on this
11:06gas engineer to make sure that everybody's safe and uh they've had their vehicle stolen and all of their
11:12tools and you know it's just so heartbreaking this vehicle was clearly someone's workhorse and the tools
11:22of their trade yeah definitely yeah but again we get with some of the other cars some of the family cars
11:27you get in the car seats you're getting the kids toys that's never nice to see yeah um or their
11:32mobility vehicles and we even had one a few months back and it had the winch for somebody's wheelchair
11:37oh my god so that was all still in the back yeah i think when you see those sort of family personal
11:42items it really brings it home to you because you know everybody's within sort of touching distance of
11:48having their vehicle stolen you know your cars were sometimes like your home on wheels isn't it
11:53it's just a snapshot of your life isn't it and mine's my mobile office isn't it yeah yeah yeah
11:59later we meet a theft victim whose car was found in a container
12:05i got pictures of it come through and it was actually
12:08stood on its back wheels ratchet strapped to the roof this is a range rover it's over two tons
12:12in bristol richard's three hours into the hunt for a tarmac roller stolen from a construction site
12:25so it's not plain sailing because we're in quite a residential area there's lots of crisscrossing roads
12:31it sounds like they're getting closer
12:40i'm not sure if i should be in here but richard checks a bus depot
12:48good place to hide it no look here next an industrial estate with plenty of hiding places
12:56shipping container
13:03not loud enough to be in this
13:15half past nine now about four and a half hours it's been quite tricky but we're definitely up on
13:21the trail here but we've got to be within 800 meters i'd say and then we're going off now so i'll need to turn around
13:32come back down again
13:36but yeah i reckon five ten minutes we should have it now
13:41richard's convinced the roller's hidden in the back of a van
13:45but which one so what we're looking for now is
13:50sort of a white van
13:52but with the suspension down on the back the radio signal suddenly gets louder
14:00that looks a possibility
14:05so that could be it definitely on that corner so it's one of those vans there i think
14:10it's worth another look right so the next van on the left hand side
14:20is the key suspect that one there the mercedes sprinter
14:27but has richard found the van containing the stolen machinery
14:31so we just transferred to the handheld unit now and then take a walk around it
14:41using the handheld receiver will give him a more precise signal it's a low frequency receiver this is
14:48gives us the direction but it's quite accurate to less than a meter so i should be able to walk
14:54around this band and confirm it's inside without too much of a problem
15:01fire it up
15:07so we just come closer to it as i'm walking up it's getting stronger signal
15:12and just turn it down a bit
15:27very loud through the air gap of the door changing the level down that's a level three
15:33there's more signal coming through the cab so i'm up to a level down to level two
15:38so yeah i'm 100 sure it's in this vehicle and there's something else about the van that suspect
15:46these number plates look quite nice compared to the rest of the van so i'd expect those number
15:51plates have been made recently this could mean the van is stolen too and on fake plates
15:58richard wants to eyeball the stolen machinery for himself just to be sure locks completely missing here
16:04the van is locked but he doesn't want to leave it overnight because it may not be here in the morning
16:14i'm sorry was it you who reported you said you've been sent to recover
16:17i'm been out recovering a stolen piece of plant equipment that's reported to avon and somerset police
16:23this morning to get the van and its contents seized and stored securely richard needs police assistance
16:31i work for the tracking company and the uh the rollers in the back of a white mercedes sprint event
16:38the police will have a good look at the locks to see if they can gain access in any which way shape
16:43or form later it's the moment of truth for richard we find them in the back of these vans all the time
16:53yeah yeah yeah i've never got it wrong in 14 years so
17:05organized crime gangs are driving a huge increase in vehicle thefts by stealing luxury family cars
17:11from residential streets and driveways and shipping them across the globe
17:15vehicles still failing to stop several police forces have launched crackdowns but only two percent
17:23of crooks are getting caught anthony wilson lives in bishop stortford essex with his wife danielle and
17:30their three-year-old son last year anthony awoke to discover their range rover had gone from their gated home
17:38it's almost an arrogance in i'm going to take this i'm going to take it from right underneath your
17:45your nose and you'll see the whole thing later on when we're long gone we had a 2019 range rover sport
17:53which we bought as our family car when we discovered that we were having our son we decided that we'd go
18:00and look at family cars i mean it was big um we had a coupe first and very quickly bought a baby seat and
18:08realized it doesn't fit very well in a coupe so that was going to be our kind of general purpose
18:13car that would do all the things we wanted we kind of had orchestrated the house to be quite safe we
18:20always thought we live in a very good area we actually have it gated private driveway and we
18:26then added some cctv so that we can see everything on the drive from a couple of different angles
18:32the car would always get parked on the drive whenever we got out of it it would lock no problem
18:36keys all would go in the same place we have a faraday bag one night in july anthony and his family were
18:43all at the house went to bed of course cameras are on gates closed no problem went to sleep woke up the
18:51next morning a few missed calls from a private number um didn't think too much of it um came downstairs to
18:59the kitchen flicked the kettle on as i always do in the morning sort of 10 to 7 something like that
19:04sort of looked and double looked and then looked around the wall there's no range rover
19:13as anthony went outside to investigate the police arrived
19:18they stopped and pulled into the driveway and they said we've just been sent out to have a
19:25conversation with you because we've been trying to reach you all night
19:27um at sort of 150 in the morning your range rover was stolen the car had a basic tracker fitted by the
19:35manufacturers so anthony immediately contacted range rover but there was bad news there's no tracking of
19:44the car it disappeared offline what appeared to be a few minutes after it was stolen and it's vanished
19:50ever since we're not really sure where it is anthony viewed the cctv system which showed there were two
19:58thieves involved one stealing the car and another driving the vehicle they arrived in
20:05they climbed over the fence at the front where they stood around talking and then eventually you
20:11see one guy in a kind of jacket and face covering walk along in front of the house right up in front of
20:18the front door i mean they were really really close to the internal cameras even picked them up they
20:22were that close to the front door and then you watch them kind of creep across the gravel driveway
20:28so they didn't make any noise and then go around to the side of the car before just opening the door
20:33and i think that was the first time we were aware of the fact that the car was open so it wasn't locked
20:41was locked when we left it but was not locked when they actually walked up the drive to get it
20:49it appeared that the thieves used a key reprogramming device to take control of the car
20:56they deactivated the tracking device before driving away
21:02they pulled into a private road and went through a locked electric gate with three cctv cameras pointing
21:12at the drive with lighting it's not dark it's light all the time even through the night
21:19they did it in front of us on a gravel drive in less than a minute
21:26anthony later discovered the criminals had programmed a new key so his keys were no longer recognized
21:3350 seconds was enough time to reprogram that car so that they had control of it and we didn't
21:42in the weeks that followed the incident anthony and his family began to feel vulnerable
21:46when you're at home you're inside your house your house is your castle everybody feels safe that's
21:52the one place you've got that you should feel really safe we had a new alarm fitted in the house actually
21:56and went another level up of inter-monitored security etc because it was it challenged the
22:03safety and i'm hang on my family are here and i don't want this could have been a whole lot worse
22:10a month after the car was stolen anthony received a call from tilbury port
22:15saying the car had been discovered wedged inside a shipping container
22:19i got pictures of it come through and it was actually stood on its back wheels ratchet strapped
22:26to the roof of a container with two great big straps like this is a range rover it's over two tons
22:32and there was obviously two in the same container but the car hadn't escaped unscathed half of the
22:38bonnet was dented and had rubbed on the top of the container to the point it was all bare metal and the
22:43bumper had all been damaged underneath and all pulled and scratched and the thieves had torn it to bits
22:48rip the carpet up rip the ends of the dash off torn out all of the back and then you could see the
22:53tracker hanging out with the wires pulled due to the extensive damage the insurance company declared
23:01the car a write-off we're not going to be the victim of it all it's somebody took this from us
23:08we can't sit indoors all the time of the doors locked we don't want to get on and have a life it
23:13is just a car um actually in any circumstance as long as we're safe then you just carry on but the
23:21financial penalty the emotional penalty is left with you the victim of a car theft
23:35cars with keyless entry unlock automatically when the key comes within a short distance of the car
23:40car but this technology can make cars more vulnerable to being stolen
23:48in fact it's estimated between 60 and 70 percent of cars stolen in the last year were keyless models
23:57a criminal using keyless or relay car theft uses technology to intercept the signal from a car
24:04to unlock it and start the ignition but there are steps you can take to avoid relay crime
24:14when you're at home keep your keys away from the car windows and doors
24:20use a signal blocking faraday bag
24:25park the car in a garage overnight
24:27and a steering wheel lock can act as a deterrent
24:37in bristol richard's been tracking a stolen tarmac roller
24:42he's picking up a signal from the back of this van and he's called in police backup
24:47i can just walk around the vehicle with this
24:55and that's our tracker system that's in that in inside the roller inside the back of the van
25:01obviously the this is the normal sort of sort of van that we find them in the back of
25:07richard's convinced he's found the stolen machinery
25:11six hours after he left base he's about to find out if he's got his client's property back
25:16we find them in the back of these vans all the time yeah yeah yeah i've never got it wrong in 14 years so
25:25if richard's right and the roller is inside then the thieves may have left the van here for a cooling
25:31off period in case they've been tracked all they're looking for is that the fact there's no double yellow
25:36lines and it's not directly into no one's house is opposite
25:44there's only one way to find out for sure if the role is in the back
25:48and that's to force entry
25:56super richard's suspicions are confirmed hidden in the back of the van is the stolen equipment
26:04construction site thefts are on the rise but in this case the criminals have been thwarted it is
26:10a great result and that's what we need at the end of these long days and you know 20 25 30 000
26:15pound for these machines they can be sold cash 10 or 12 15 grand half price maybe you know it's
26:23this good money thanks to richard's persistence and his high frequency radio equipment he's got another
26:29result it's hidden away inside here for obvious reasons to keep it out of sight and also to defeat
26:36some of the tracking technology that's out there suspecting the van is also stolen police check the
26:42vin or vehicle identification number if it doesn't match the number plates they're false yeah definitely
26:48being tampered with the vin numbers partially erased this could be a deliberate attempt to disguise the
26:55van's true identity the plan now is to have the suspect van and its contents taken to a police
27:01compound while investigations continue the police are very happy with the fact that we've identified
27:07this is a stolen piece of plant and that the ban is most likely stolen as well two vehicles recovered
27:14in this case thefts from construction sites cost a staggering 800 million pounds a year
27:21but in this case the role has been recovered and will soon be back at work normally from when we first
27:26get the signal it's a five minute ten minute turnaround you know when we find the van in this case it took a
27:32bit longer
