01:45Thieves have broken into a construction site just outside Bristol
01:49They've stolen a heavy-duty tarmac roller worth tens of thousands of pounds
01:55and disappeared
01:56But what the criminals don't realise
02:00is the roller's fitted with a tiny tracking device
02:03Vehicle recovery specialist Richard Taylor
02:09activates the tracker from HQ
02:11A signal from the tracker's SIM card
02:16is picked up by the nearest mobile phone mast
02:18or cell tower
02:19giving Richard an approximate location
02:22We're heading towards Bristol on the M4
02:27There's a phone mast location
02:29that's indicating that there's a stolen machine
02:32that we're tracking down today
02:34in that location
02:35So once we get off the M4
02:36we shouldn't be too long to get to the main cell area
02:40The construction company raised the alarm
02:43as soon as they realised the roller was missing
02:45There's no GPS signal
02:48which means the criminals could be blocking it
02:50They noticed that the site cabin door had been tampered with
02:54but they couldn't see anything, you know, taken or stolen at that time
02:59so they just carried on
03:00but this morning, which is like a day and a half later
03:03they've actually realised that one of their machines had been stolen
03:07the roller, which is used for tarmac
03:09Thefts like this make up more than half of Richard's work
03:14Those plant and construction machines
03:18make an easy target for criminals
03:20because they're easy to move on
03:22and they're highly valuable, you know
03:23even small machines can be £30,000, £40,000 worth of equipment
03:28It's estimated that over £70 million worth of plant machinery
03:33is stolen from construction sites every year
03:37The loss of valuable equipment can have huge financial consequences for contractors
03:42and it can cause project delays
03:45which may mean potholes unfilled and unhappy road users
03:49This BOMAG roller is quite commonly stolen
03:53so we probably recover five to ten of these a year
03:56so it's not a rarity
03:58The GPS signal could be getting blocked by the van's metal sides and roof
04:04The fact we can't get a GPS signal indicates to me
04:09that the likelihood is even stronger than it is in the back of a van
04:12so that represents a bit of a challenge
04:14because, you know, there's a lot of metal around
04:18a lot of material and that makes it a little bit tougher
04:20but, you know, more exciting for us, I guess
04:23Richard's honing in on the tracker's last known location
04:28but there's still no satellite signal
04:34Vehicle trackers often don't just rely on GPS
04:37They use radio frequency or RF tracking
04:41which, unlike GPS, continues to provide a signal
04:44if the vehicle's hidden from view
04:47RF is also tricky for thieves to jam
04:53OK, so we're going to put the roof antenna on
04:56try not to get run over in the process
04:58Richard's switching to his trusty radio frequency receiver
05:03to help him locate the stolen roller
05:05So this has got a magnetic...
05:07a magnetic base just sticks to the top of the roof
05:10He connects the antenna to a receiver inside the car
05:14Right, now we have power
05:17Once he gets close enough, he should be able to pick up an RF signal
05:21The cell site is a mile further on
05:24so we just carry on going down this road straight
05:26and keep our eyes peeled and our ears listening out for that signal
05:34As we're driving to the location, if we pick up the signal
05:37it should get louder as the closer we get
05:39Picking up an RF signal could take several hours
05:43It's not a piece of cake
05:46You know, you have to know what you're doing
05:48and you have to have a bit of determination and perseverance
05:51to stick at it
05:53At the end of the day, this is a job for us
05:57and everyone likes to do the job and get the result they want
06:00You know, it doesn't matter what line of profession you're in
06:02and what you do
06:03you're aiming to achieve your target
06:05what you're being paid for
06:06so the most important thing is for us to get that end result
06:09Yeah, just a very faint signal we've got
06:14The faint beeping sound that can be heard amongst the static
06:18might be the RF signal
06:20We're going to be within half a mile or so maybe in here
06:24And at last, there's a breakthrough

06:39Three and a half hours later
06:41Later, Richard closes in on his target
06:46The next van on the left-hand side is the key suspect
06:53But is the stolen roller stashed inside?
06:57Felix Doe is home to one of the busiest ports in Europe
07:06But hidden within the thousands of shipping containers here
07:10are hundreds of stolen cars
07:12And it's up to ports intelligence officer Adam Gibson
07:16to hunt them down and intercept them before they're exported
07:20So we've got a container today
07:22Manifest is auto parts
07:23We're going to unload the container and have a look at what's inside it
07:26The manifest is a document that details exactly what's meant to be inside each container
07:31And Adam has just the tool to crack this one open
07:34Donita, how are you boys?
07:40Beasts, aren't they?
07:45Doesn't look much like auto parts
07:48Inside is a high-end Land Rover Defender 110
07:52To me, it just screams suspicious
07:54Like I say, it manifests as auto parts
07:56But when we get in there
07:57You've got a car like this
07:58This value
07:59It looks like it's had a few modifications to it
08:02But it's bolted onto it
08:03So this wouldn't have been cheap
08:04Getting close to if not over £100,000 worth of car
08:07And there's some keys with the vehicle
08:09We'll now see whether it starts
08:11This could be consistent
08:12We get vehicles that are stolen through what we call car-key burglaries
08:15Where they've come into your house, took the keys, then took your car off the driveway
08:19Or it might be legitimately being exported
08:22But we'll see in a second
08:23But we'll see if we can get it started
08:24Get it out and have a closer look at the vehicle

08:29It's a simple reversing job to get it out
08:32Once Adam opens the door of the Black Defender
08:35He uncovers a surprise
08:37It is a wrap
08:38So the car is actually a green car
08:40With black wrapping
08:43To give it that satin black finish
08:45It's not long before the true identity
08:48Of this £100,000 off-roader is exposed
08:51I've done some checks
08:53It's not a 2023 plate that it claims to be
08:56It is actually coming back as a stolen vehicle
08:58And it's coming back as a stolen vehicle through burglary
09:00So that's why the keys are with it
09:02So someone's gone into somebody's house
09:03And took their pride and joy off the driveway
09:05Hence why they're putting it in a container
09:07And getting it out of the country
09:08A second car has been hoisted up
09:12At the back of the container
09:13They're going to have to get a forklift
09:15To remove the car safely
09:17It's a Toyota RAV4
09:19Which appears to have been a well-loved family car
09:22I suspect it's stolen
09:24Because if you were exporting it
09:26You wouldn't be exporting it
09:27With your kids car seat in there
09:28And all the toys and everything else

09:43In the last few weeks
09:44It's still got all the car seat

09:46That would have been in there the night before
09:48When it was taken
09:49And also
09:50Down here
09:51Are the original number plates
09:53These number plates they use when they steal the cars
09:57And they literally fall off
09:58Lucky if it didn't fall off on the way
10:01Away from the scene
10:02They literally just straight in the container
10:04Along with people's personal effects
10:06Stuff that was in the boot
10:07They don't even bother to unload them
10:10The owners will be contacted and told the good news about their car being retrieved
10:14And the children can be reunited with their toys
10:18It's success stories like this that help motivate the team in their quest to disrupt organised crime gangs
10:25And Sharon Norton, head of NAVSIS, the National Vehicle Crime Intelligence Service, knows only too well that the ripple effects of car theft can be far reaching
10:36So these were a couple of the recent ones we got in
10:39As you can see again with these pickup trucks
10:41Some of the tools are still in there from the workmen
10:43So we'll see if we can make contact and get them reunited with those
10:47Yeah, looks like it could have been a plasterer or a tradie
10:52Yeah, these tradesmen went to bed
10:54The next morning they're getting up thinking they've got to be on site
10:57It doesn't just inconvenience them
10:59It inconveniences the people that they were supposed to be turned up to do the work for
11:02Because they've lost out and they've got no one there to do the work
11:06Just amplifies how much the person is the victim of crime, doesn't it?
11:10It's not just about the car
11:12Definitely
11:14And a quick look through some paperwork on the back seat
11:17Shows the impact the theft has had on the victim's clients too
11:21This looks like he's done some work at a care home
11:26For obviously some gas work
11:29So, you know, you've got the most vulnerable people in a care home
11:35That are relying on this gas engineer to make sure that everybody's safe
11:40And they've had their vehicle stolen and all of their tools
11:43And, you know, it's just so heartbreaking
11:47This vehicle was clearly someone's workhorse
11:51And the tools of their trade
11:53Yeah, definitely, yeah
11:54But, again, we get with some of the other cars
11:56Some of the family cars
11:57You get in the car seats, you get in the kids' toys
11:59That's never nice to see
12:00Yeah
12:01Or their mobility vehicles
12:03And we even had one a few months back
12:05And it had the winch for somebody's wheelchair
12:07Oh, my God
12:08That was all stood in the back
12:09Yeah
12:10I think when you see those sort of family, personal items
12:13It really brings it home to you
12:14Because, you know, everybody's within sort of touching distance
12:17Of having their vehicle stolen
12:19You know, your car's sometimes like your home on wheels, isn't it?
12:23It's just a snapshot of your life, isn't it?
12:25Mine's my mobile office, isn't it?
12:27Yeah, yeah, yeah
12:28Later, we meet a theft victim whose car was found in a container
12:35I got pictures of it come through
12:37And it was actually stood on its back wheels, ratchet-strapped to the roof
12:41This is a Range Rover, it's over two tons
12:48In Bristol, Richard's three hours into the hunt for a tarmac roller stolen from a construction site
12:55So it's not plain sailing because we're in quite a residential area
12:59There's lots of criss-crossing roads
13:05It sounds like we're getting closer
13:10I'm not sure if I should be in here, but...
13:13Richard checks a bus depot
13:18Good place to hide it
13:20No luck here
13:22Next, an industrial estate
13:24With plenty of hiding places
13:29Shipping container
13:33Not loud enough
13:35To be in this
13:45Half past nine now
13:47About four and a half hours
13:49It's been quite tricky
13:50But we're definitely on the trail here
13:52But we've got to be within 800 metres I'd say
13:57And then we're going off now
13:58So I'll need to turn round

14:06But yeah, I reckon five, ten minutes we should have it now
14:09Richard's convinced the roller's hidden in the back of a van
14:15But which one?
14:17So what we're looking for now is
14:19Sort of a white van
14:22But with the suspension down on the back
14:25The radio signal suddenly gets louder
14:27That looks a possibility

14:37Definitely on that corner
14:39So it's one of those vans there I think
14:41It's worth another look
14:43Right, so the next van on the left-hand side

14:58But has Richard found the van containing the stolen machinery?
15:02So we just transferred to the handheld unit now
15:06And then take a walk round it
15:10Using the handheld receiver will give him a more precise signal
15:15It's a low frequency receiver
15:17This gives us the direction
15:19But it's quite accurate to less than a metre
15:22So I should be able to walk round this van
15:25And confirm it's inside
15:28Without too much of a problem
15:31Fire it up
15:38So we just come closer to it
15:40As I'm walking up it's getting stronger signal
15:43I'll just turn it down a bit
15:51Very loud through the air gap of the door
15:59Changing the level down to level 3
16:02There's more signal coming through the cab
16:05So I'm up to a level, down to a level 2
16:09So yeah, I'm 100% sure it's in this vehicle
16:12And there's something else about the van that's suspect
16:16These number plates look quite nice compared to the rest of the van
16:19So I'd expect those number plates have been made recently
16:23This could mean the van is stolen too
16:26And on fake plates
16:28Richard wants to eyeball the stolen machinery for himself
16:32Just to be sure
16:34The lock's completely missing here
16:36The van is locked
16:38But he doesn't want to leave it overnight
16:40Because it may not be here in the morning
16:44So is it you who reported it?

16:47I've been out recovering a stolen piece of plant equipment
16:51That's reported to Avon and Somerset Police this morning
16:55To get the van and its contents seized and stored securely
16:59Richard needs police assistance

17:04And the roller's in the back of a white Mercedes Sprinter van
17:07The police will have a good look at the locks
17:11To see if they can gain access in any which way, shape or form

17:20We find them in the back of these vans all the time

17:26Organised crime gangs are driving a huge increase in vehicle thefts by stealing luxury family cars from residential streets and driveways and shipping them across the globe
17:46Vehicles still failing to stop
17:48Several police forces have launched crackdowns, but only 2% of crooks are getting caught
17:55Anthony Wilson lives in Bishop Stortford, Essex, with his wife Danielle and their 3-year-old son
18:02Last year, Anthony awoke to discover their Range Rover had gone from their gated home
18:08It's almost an arrogance in the, I'm going to take this, I'm going to take it from right underneath your nose and you'll see the whole thing later on when we're long gone
18:19We had a 2019 Range Rover Sport, which we bought as our family car
18:25When we discovered that we were having our son, we decided that we'd go and look at family cars, I mean it was big, we had a coupe first and very quickly bought a baby seat and realised it doesn't fit very well in a coupe
18:41So that was going to be our kind of general purpose car that would do all the things we wanted
18:45We kind of had orchestrated the house to be quite safe, we always thought we live in a very good area
18:52We actually have it gated, private driveway, and we then added some CCTV so that we can see everything on the drive from a couple of different angles
19:02The car would always get parked on the drive, whenever we got out of it it would lock, no problem, keys all would go in the same place, we have a Faraday bag
19:08One night in July, Anthony and his family were all at the house
19:15Went to bed, of course cameras are on, gates closed, no problem, went to sleep, woke up the next morning, a few missed calls from a private number
19:25Didn't think too much of it, came downstairs to the kitchen, flicked the kettle on as I always do in the morning, sort of 10 to 7, something like that
19:33Sort of looked and double looked, and then looked round the wall, there's no Range Rover
19:43As Anthony went outside to investigate, the police arrived
19:48They stopped and pulled into the driveway, and they said we've just been sent out to have a conversation with you
19:55Because we've been trying to reach you all night, at sort of 1.50 in the morning your Range Rover was stolen
20:02The car had a basic tracker fitted by the manufacturers, so Anthony immediately contacted Range Rover, but there was bad news
20:12There's no tracking of the car, it disappeared offline, what appeared to be a few minutes after it was stolen, and it's vanished ever since, we're not really sure where it is
20:23Anthony viewed the CCTV system, which showed there were two thieves involved, one stealing the car, and another driving the vehicle they arrived in
20:34They climbed over the fence at the front, where they stood around talking, and then eventually you see one guy in a kind of jacket and face covering walk along in front of the house, right up in front of the front door
20:48I mean they were really really close, the internal cameras even picked them up, they were that close to the front door
20:54And then you watch them kind of creep across the gravel driveway, so they didn't make any noise, and then go round to the side of the car, before just opening the door
21:04And I think that was the first time we were aware of the fact that the car was open, so it wasn't locked
21:10It was locked, was locked when we left it, but was not locked when they actually walked up the drive to get it
21:19It appeared that the thieves used a key reprogramming device to take control of the car
21:26They deactivated the tracking device before driving away
21:30They pulled into a private road and went through a locked electric gate
21:39With three CCTV cameras pointing at the drive
21:44With lighting, it's not dark, it's light all the time, even through the night
21:49They did it in front of us, on a gravel drive, in less than a minute
21:53Anthony later discovered the criminals had programmed a new key, so his keys were no longer recognised
22:0350 seconds was enough time to reprogram that car so that they had control of it and we didn't
22:10In the weeks that followed the incident, Anthony and his family began to feel vulnerable
22:17When you're at home, you're inside your house, your house is your castle, everybody feels safe
22:22And that's the one place you've got that you should feel really safe
22:25We had a new alarm fitted in the house actually and went another level up of inter-monitored security, etc
22:31Because it was, it challenged the safety, and I'm like, hang on, my family are here
22:35And I don't want, this could have been a whole lot worse
22:39A month after the car was stolen, Anthony received a call from Tilbury Port
22:44Saying the car had been discovered wedged inside a shipping container
22:51I got pictures of it come through and it was actually stood on its back wheels, ratchet strapped to the roof of a container
22:58With two great big straps, like this is a Range Rover, it's over two tonnes
23:02And there was obviously two in the same container
23:05But the car hadn't escaped unscathed
23:08Half of the bonnet was dented and had rubbed on the top of the container to the point it was all bare metal
23:12And the bumper had all been damaged underneath and all pulled and scratched
23:17And the thieves had torn it to bits, ripped the carpet up, ripped the ends of the dash off, torn out all of the back
23:22And then you could see the tracker hanging out with the wires pulled
23:26Due to the extensive damage, the insurance company declared the car a write-off
23:31We're not going to be the victim of it all, it's somebody took this from us
23:38We can't sit indoors all the time when the door's locked
23:41We don't want to get on and have a life
23:43It is just a car
23:46Actually in any circumstance, as long as we're safe
23:49Then you just carry on
23:50But the financial penalty, the emotional penalty, is left with you the victim of a car theft
24:05Cars with keyless entry unlock automatically when the key comes within a short distance of the car
24:11But this technology can make cars more vulnerable to being stolen
24:16In fact it's estimated between 60 and 70% of cars stolen in the last year were keyless models
24:24A criminal using keyless or relay car theft uses technology to intercept the signal from a car to unlock it and start the ignition
24:37But there are steps you can take to avoid relay crime
24:43When you're at home, keep your keys away from the car, windows and doors
24:49Use a signal blocking Faraday bag
24:53Park the car in a garage overnight
24:57And a steering wheel lock can act as a deterrent
25:00In Bristol, Richard's been tracking a stolen tarmac roller
25:12He's picking up a signal from the back of this van
25:16And he's called in police backup
25:18I can just walk round the vehicle with this
25:21And that's our tracker system that's inside the roller, inside the back of the van
25:31Obviously this is the normal sort of van that we find them in the back of
25:37Richard's convinced he's found the stolen machinery
25:41Six hours after he left base, he's about to find out if he's got his client's property back
25:46We find them in the back of these vans all the time
25:49Yeah, yeah, yeah, yeah, I've never got it wrong in 14 years, so
25:55If Richard's right, and the roller is inside
25:58Then the thieves may have left the van here for a cooling off period
26:02In case they've been tracked
26:04All they're looking for is that the fact there's no double yellow lines
26:08And it's not directly into...
26:11No one's house is opposite
26:14There's only one way to find out for sure if the roller's in the back
26:18And that's to force entry
26:27Super
26:28Richard's suspicions are confirmed
26:31Hidden in the back of the van is the stolen equipment
26:34Construction site thefts are on the rise
26:37But in this case, the criminals have been thwarted
26:40It is a great result, and that's what we need at the end of these long days
26:44And, you know, 20, 25, 30,000 pounds for these machines
26:47They can be sold cash
26:4910 or 12, 15 grand, half price
26:52Maybe, you know, it's just good money
26:54Thanks to Richard's persistence, and his high-frequency radio equipment
26:58He's got another result
27:00It's hidden away inside here for obvious reasons
27:03To keep it out of sight
27:05And also to defeat some of the tracking technology that's out there
27:09Suspecting the van is also stolen
27:11Police check the VIN, or vehicle identification number
27:15If it doesn't match the number plates, they're false
27:18Yeah, definitely been tampered with
27:20The VIN numbers partially erased
27:21This could be a deliberate attempt to disguise the van's true identity
27:26The plan now is to have the suspect van and its contents
27:30Taken to a police compound while investigations continue
27:34The police are very happy with the fact that we've identified
27:38This is a stolen piece of plant
27:40And that the van is most likely stolen as well
27:43Two vehicles recovered in this case
27:45Thefts from construction sites cost a staggering 800 million pounds a year
27:51But in this case, the roller's been recovered and will soon be back at work
27:56Normally, from when we first get the signal, it's a five-minute, ten-minute turnaround, you know, when we find the van
28:01In this case, it took a bit longer
28:03And it's a pretty bad that we've had the van as well
28:06It's super easy to get the van as well as we're with the van as well as we figured out the van and the van as well!
