China's commerce ministry has ordered new limits on processing tech, overseas cooperation and exports to certain types of firms on top of controls announced back in April. China has a near-monopoly on rare earth processing going back to the 1980s.

00:20Despite the name, rare earths are naturally abundant but hard to find in pure form

00:24and are costly to produce at scale.
