00:46Was arrested Monday on theft charges after investigators said he remained at home while he was supposed to be on duty.
00:53Rashid Siem, 27, is charged with theft by deception as a third degree crime.
00:58He was arrested at the Hudson County Prosecutor's Office and released pending a September 29th court appearance, authority said.
01:06The investigation found that between November 2024 and May 2025, Siem returned to his home while on duty for extended periods of time,
01:17according to acting Hudson County Prosecutor Wayne Mello.
01:20He was stealing time. This is the textbook definition of stealing time.

01:36We're not talking three weeks of paid vacation, three weeks of sick days or PTO.
01:41We're talking three weeks where he was supposed to be patrolling the streets, offering to let women out of a ticket for sexual favors or whatever the hell it is that cops do between shooting people.

01:53Instead, he was fighting traffic on his way back home.
01:55He remained home over 130 hours beyond department approved meal breaks.

02:07Siem's attorney, Patrick Tosano of Fairfield, told New Jersey Advanced Media on Tuesday that the officer turned himself into the prosecutor's office where he was charged on a summons.
02:18Tosano said Siem has been suspended without pay.

03:18Earlier this year, CM filed a notice of intent to sue North Bergen, claiming he faced a hostile work environment, ethnic discrimination, and retaliation after reporting racist remarks to investigators.

03:37Your behavior is supposed to be exemplary on and off-duty when you know you got a bag coming from these people because they're going to try to smear you.
03:44CM is one of five North Bergen police officers who detailed in court papers various complaints of harassment, sexual misconduct, discrimination, and retaliation having to do with the alleged conduct of police chief Robert Farley, your boss.
03:59The officers have accused Farley of assault and harassment, alleging he defecated on floors, exposed himself, attempted to drug co-workers, what, too much time, not enough crime, and stuck a hypodermic needle into an officer's penis.

04:20A spokesman for North Bergen has called the claims false and outrageous, claiming the officer's complaints had more to do with cuts in overtime than Farley's conduct.
